Prior to the final decision date, anyone who was mailed this Notice Of Final Decision may request a
reconsideration of the action by the Staff Advisor as set forth in the Ashland Land Use Ordinance
(ALUO) 18.108.070(B)(2)(b) and/or file an appeal to the Ashland Planning Commission as provided in
the ALUO 18.108.070(B)(2)(c).
An appeal may not be made directly to the Land Use Board of Appeals. Oregon law states that failure to
raise an objection concerning this application,by letter, or failure to provide sufficient specificity to afford
the decision maker an opportunity to respond to the issue,precludes your right of appeal to LUBA on that
issue. Failure to specify which ordinance criterion the objection is based on also precludes your right of
appeal to LUBA on that criterion. Failure of the applicant to raise constitutional or other issues relating to
proposed conditions of approval with sufficient specificity to allow this Department to respond to the
issue precludes an action for damages in circuit court. j

DECISION:
The application requests Conditional Use Permit approval to allow the temporary relocation of
equipment and personnel from the nearby Fire Station#2 to the Mountain View Cemetery offices
located at 440 Normal Avenue while'a new voter-approved fire station is being construction. The .
relocation of personnel and equipment to this nearby location is in order to maintain emergency
response coverage and response time; existing cemetery office and support functions and staff
will be temporarily housed in a modular building to be placed on the cemetery site during the
relocation period. The only proposed exterior modification to the existing cemetery building is
the enlargement of an existing garage door to accommodate emergency response vehicle parking
in the building's garage.
The subject parcel located at 440 Normal Avenue is the site of the Mountain View Cemetery,
and is located at the northeast corner of the intersection of Ashland Street and Normal Avenue.
The parcel is generally trapezoidal, with an approximate area of 12.12 acres, and is zoned R-2
Low Density Multi-Family Residential. The site is relatively flat, and is heavily treed with
mature oaks on the southern portion of the site, in the older section of the cemetery, along
Ashland Street. An existing driveway from Normal Avenue provides vehicular and pedestrian
access to a small paved parking area for the cemetery office building which now houses
cemetery staff adjacent to a mausoleum located near the center of the western portion of the
property.
Normal Avenue is an avenue or collector street under Ashland's Transportation System Plan
(TSP), and is currently improved with curbs, gutters, paving, park row planting strips and
sidewalks in place along the subject property's full frontage. On-street parking is currently
available on both sides of Normal Avenue, and will remain with the proposal to serve the
neighborhood, cemetery visitors, and limited parking of personal firefighter vehicles while they

are on duty. Ashland Street, a state highway under city jurisdiction in this vicinity, is classified
as a boulevard or arterial and is improved with pavement, curbs, gutters, and curbside sidewalks
in place along the subject property's fall frontage. Utilities including water, sanitary sewer,
storm drainage and electric are in place in the adjacent rights-of-way and serve the existing
building; with the exception of temporary utility connections for the modular structure, no
additional impacts to these systems are anticipated with the proposal.
The existing Fire Station #2 is located to the south,just across Ashland Street at its intersection
with Sherwood Avenue, on a parcel shared with Sherwood Park. Fire Station 42 is responsible
for initial emergency responses in the areas of the city east of Mountain Avenue, and is used to
house both.ambulances and fire vehicles. Two to three firefighters staff the station on 48 hour
shifts, and over the last year the application notes that the station responded to 921 calls, or an
average of about two-and-a-half calls per day. The station has been in continuous use on the site
since approximately 1965; in 2009 approval was granted to demolish the existing building and
replace it with a larger one more suited to the current operational needs at the location.
Subsequent to the 2009 land use approval,Ashland voters approved a general obligation bond to
fund the replacement structure. The current request will allow the city to maintain the station's
operations on city property directly across the street at the cemetery in order to minimize
negative impacts to coverage or response time during reconstruction.
According to the application materials provided, fire vehicles will be housed on site to the south
and east of the cemetery office, and are proposed to be enclosed for security purposes.
Firefighter personal vehicles are anticipated to utilize on-street parking during the duration of the
relocation. The application notes that there would typically be two to four personal vehicles at
any given time, depending on shift-changes and the potential for carpooling, biking, walking, etc.
There is roughly 800 linear feet of available on-street parking along the property frontage, and
staff observations have been that it is generally only lightly utilized by neighbors and people
visiting graves or the nearby Homes Park. Exterior lighting is already in place on site and no
additional exterior lighting is anticipated with the proposal.

The application goes on to note that other than infrequent shift changes, traffic impacts will be
limited to ambulance and fire calls and occasional visits by staff from Fire Station #1. The
public will not be coming to the temporary station on a regular basis, although occasional visits
by members of the public may occur. Outdoor activities on site will be minimal, as most training
and equipment maintenance take place at offsite locations. In response to the residential
character of the surrounding neighborhood, the application proposes that firefighters will refrain
from activating lights and sirens on emergency vehicles until they have turned onto Ashland
Street (where the existing responses from Fire Station #2 already occur daily, and have since
1965). The application also proposes to limit emergency responses via Homes Avenue to
Walker Avenue to those calls which originate in that area in order to minimize impacts to the
surrounding residents in that neighborhood.
The application includes a site plan which identifies the location of the proposed modular
structure, the secured fire apparatus storage, and vehicular access points. The application notes
that a temporary garage structure may be moved from the current Fire Station #2 location to the
cemetery parking lot to protect fire vehicles. This structure would have enclosed walls to
prevent unwanted access to fire trucks, which do not have door locks, and provide for
temperature controls necessary to preserve the medications stored within the vehicles.

The application emphasizes that all modifications to the site and its buildings will be temporary
with the exception of the proposed enlargement of the garage door on the cemetery building; the
application materials explain that the existing door is approximately seven by seven feet and will
be replaced with a larger door of approximately ten by 11 feet. The applicants propose to use a
flat panel metal door painted the same color as the body of the building to minimize visual
impacts as recommended by the Historic Commission. The interior of the building will be also
renovated to accommodate firefighter occupancy under current codes, and this will ultimately
render the building more serviceable to cemetery staff when they return to the building. There is
to be no impact to graves or monuments on site as all use of the site associated with the
temporary relocation is to be limited to existing building, modular structure and already-paved
areas.
The application details the likely timeframe for the relocation, noting that firefighters are
expected to return to the new station by February of 2013, but requesting that they have the
option of remaining at the temporary location in Mountain View Cemetery until August of 2013
if there are unforeseen delays with construction.
The application also notes that signage will be provided to identify the temporary fire station
location, indicating that signage will be kept within the limits of the sign ordinance. A condition
to this effect has been added below.
The application notes that all anticipated changes to the property are temporary and should not
impact any existing trees. The application goes on to explain that the closest tree over six-
inches in diameter at breast height is located roughly 15 feet from the proposed location of the
modular building and as such impacts should be minimal; as such, no tree protection has been
proposed with the application. In visits to the site,planning staff noted that while the nearest tree
is roughly 15 feet from the existing building as measured from the building face to the trunk of
the tree, the placement of the modular office building as shown could extend well into this area
which is within the trees root zone. In discussions with Public Works and Fire Department
personnel, they have noted that the modular office provided sufficient flexibility in its placement
to allow it to be moved south far enough to avoid impacts to the tree's root zone. This solution
was agreeable to the Tree Commission when they considered the item at their regular meeting in
October, and a condition to this effect has been included below.
Ashland's Mountain View Cemetery, is consider both a City Historic Cemetery and an Oregon
Historic Cemetery, and is also listed on the National Register of Historic Places. In Section
2.64.030 of Ashland's Municipal Code, it notes that, "No repairs to improvements, structures, or
monuments on lots in any cemetery controlled by the City shall be permitted by anyone other than trained
City Staff, or under their supervision, and in accordance with the current Public Works Department
Cemetery Preservation Guidelines, and with oversight or review as requested from the Historic
Commission, or without the written consent of the Public Works Director." As such, while the property
itself is located outside of a designated historic district, it is considered to be a historic resource at the
city, state and federal levels, and modifications to the existing buildings are subject to following city
guidelines and being reviewed by the city's Historic Commission, as well as potentially being subject to
state and/or federal regulation.
In considering the proposal, staff first consulted staff at the Oregon Commission on Historic
Cemeteries (OCHC), the Oregon State Historic Preservation Office (SHPO), and the National
Register of Historic Places. It was explained that because the proposal is subject to review by

the local landmarks commission (i.e. Ashland's Historic Commission) as required in AMC
2.64.030, there was no need to obtain clearance from the state or federal authorities for a
proposal of this type. It was further noted that neither the proposed temporary use nor the
modifications to the building appeared to negatively impact the National Register eligibility of
the cemetery. The staff historians with the State Historic Preservation Office and National
Register of Historic Places did note that while the modifications to the door would not adversely
impact the cemetery itself as a resource, they could distort the building's proportion and lines,
and advised both the Historic Commission and Staff Advisor to make sure that any modifications
ultimately allowed were sensitive to the character of the building and that they remain reversible.
The Historic Commission reviewed the proposal at their September and October regular
meetings,with a particular focus on the modifications to the door of the existing building. It was
noted at the meeting that the existing garage door is undersized for almost any vehicles or
equipment other than small riding lawn mowers used at the cemetery, with an existing opening
height in the six-and-a-half to seven foot range. Public Works staff explained that enlarging the
door to provide for emergency vehicle storage during the relocation would ultimately render the
building significantly more functional for cemetery operations when cemetery staff return
following the temporary relocation, and could ultimately lead to the removal of at least one
temporary metal building now used for vehicle storage and maintenance elsewhere on the site.
The Commission ultimately recommended approval of the request, including the modifications
to the door, based largely on the fact that the modification served the practical purpose of
supporting the long-term functionality of the building for cemetery operations, the historic use of
the site and the building, rather than merely accommodating the temporary relocation of the Fire
Station's equipment and personnel. The Commission discussed potential means to minimize the
door's increased size with a central raised parapet, window modifications, color or trim, but
ultimately determined that keeping the larger door as low key as possible by matching the color
of the building, using a simple door, and limiting contrasting elements which might emphasize
the enlargement was the best approach. As such, the Commission recommended that the door be
of a simple design, installed as flush as possible, and to match the color of the building's body to
the greatest degree possible to de-emphasize the increased size of the door and minimize
perceived impacts to the proportions and lines of the building.
During the comment period after neighbors were mailed notice of the application, one neighbor
submitted a letter outlining some concerns with the proposal. The concerns noted included: 1)
Lights; 2) Sirens; 3) Duration of the relocation; and 4) How citizens would be involved in the
decision and know their concerns had been considered and addressed. Planning staff provided
this neighbor with a copy of the full application, along with the following supplemental
explanations:
#1) Lights: The application indicates that no additional exterior site lighting will be needed. City
standards would require that if additional lighting were installed, it be selected, placed and
shrouded in a way that it not directly illuminate adjacent residential properties.
2) Sirens: The Fire Department has indicated that they will not activate lights or sirens until the
vehicles are out to Ashland Street. They've also indicated that they will not respond to calls via
Homes Avenue unless the calls originate in that area.
3) Duration of the Relocation: The city hopes to begin converting the cemetery building in early
November, and firefighters would move in by late December. The Fire Station construction is
expected to begin in January and last for about 12 months, with the expectation being that fire
fighters would return to the new station in February of 2013. However, to allow for contingencies

and unexpected delays the application suggests that at the outside, this date might extend to
August of 2013 at the latest.
#4) Procedural Handling: In terms of the process involved,the Fire Station replacement received Site
Review approval in 2009 through a public hearing before the Planning Commission, and a bond to
fund the approved replacement was subsequently approved by the voters. For the current
Conditional Use request, public comments were taken for 14 days following the receipt of a
complete application as provided in the Land Use Ordinance, and the relocation proposal was
considered at public meetings-before the Historic and Tree Commissions in October of 2011.
Under Ashland's Land Use Ordinance, Conditional Use Permits involving existing buildings are
subject to administrative approval by the Planning Director as "Staff Advisor" and don't require a
public hearing before the Planning Commission unless one is requested through an appeal.
Copies of the final decision are mailed to parties, including neighbors who comment, along with
details for requesting a hearing through the appeal process.
Fire Department and Public Works staff were also provided with copies of the neighbor's
comments in the event that they wanted to expand up the responses provided by planning staff,
and the application notes that they would be willing to coordinate a neighborhood meeting if
necessary.
Within the R-2 zoning district, temporary uses are subject to Conditional Use Permit approval.
Adequate city services are available within the adjacent rights-of-way to serve the proposal, and
already serve the existing cemetery office building. In considering impacts of the request, staff
noted that the request involves relocating a limited number of vehicles and personnel across
Ashland Street on a temporary basis in order to maintain adequate emergency services to the
community while a new fire station is constructed. The proposed temporary uses are largely
limited to an existing building and parking area, and impacts to the existing historic cemetery are
limited to the enlargement of a now-undersized garaged door which will impact the character of
the existing building to a degree but will also contribute greatly to the functionality of the
building for its on-going support of the historic cemetery use over the long term. Ashland's
Historic Commission carefully considered the impacts of the door enlargement and ultimately
felt it was merited and that impacts to the building could be minimized through the type of door
used and color selected.
The application includes a number of self-imposed measures to further limit impacts to the
surrounding area, including limitations on the use of lights and sirens until emergency vehicles
reach Ashland Street, limits on the use of Homes Avenue for responses unless calls originate
from that area, limits on the installation of new.exterior lighting, and limits on the duration of the
relocation. In staff's view, these limitations adequately mitigate any negative impacts of the
proposal, which are further offset by maintaining adequate emergency services coverage and
response time during reconstruction of Fire Station#2.
The criteria for Conditional Use Permit approval are described in AMC Chapter 18.104 as
follows: j
I
A. That the use would be in conformance with all standards within the zoning district in
which the use is proposed to be located, and in conformance with relevant
Comprehensive plan policies that are not implemented by any City, State, or Federal
law or program.

B. That adequate capacity of City facilities for water, sewer, paved access to and
through the development, electricity, urban storm drainage, and adequate
transportation can and will be provided to and through the subject property.
C. That the conditional use will have no greater adverse material effect on the livability
of the impact area when compared to the development of the subject lot with the
target use of the zone. When evaluating the effect of the proposed use on the impact
area, the following factors of livability of the impact area shall be considered in
relation to the target use of the zone:
1. Similarity in scale, bulk, and coverage.
2. Gbneration of traffic and effects on surrounding streets. Increases in
pedestrian, bicycle, and mass transit use are considered beneficial
regardless of capacity of facilities.
3. Architectural compatibility with the impact area.
4. Air quality, including the generation of dust, odors, or other environmental
pollutants.
5. Generation of noise, light, and glare. j
6. The development of adjacent properties as envisioned in the
Comprehensive Plan.
7. Other factors found to be relevant by the Hearing Authority for review of
the proposed use. .
The application with the attached conditions complies with all applicable City ordinances.
Planning Action#2011-01283 is approved with the following conditions. Further, if any one or
more of the following conditions are found to be invalid for any reason whatsoever, then
Planning Action#2011-01283 is denied. The following are the conditions and they are attached
to the approval:
1) That all proposals of the applicants shall be conditions of approval unless otherwise
modified herein, including but not limited to the fact that lights and sirens will not be
engaged until emergency response vehicles reach Ashland Street; that Homes Avenue
will not be used for emergency response except for those calls which originate in that
area; that any new exterior lighting will be limited, identified on plan submittals with
specifications provided, and shrouded to avoid direct illumination of adjacent properties;
that the duration of the relocation will extend no longer than through August of 2013; and
that upon the return of firefighters to Station #2, all temporary structures associated with
the relocation will be removed from the site.
2) That the recommendations of the Historic Commission from their October 2011 meeting
shall be conditions of approval where consistent with the applicable criteria and with
final approval by the Staff Advisor. These conditions include that all work on the j
cemetery site shall be conducted in a manner consistent with city-adopted cemetery j
preservation guidelines, that the proposed garage door be a flat-paneled, metal design
painted to match the body color of the existing building, and that the building permit
submittals include revised elevations drawn to scale and which include color and material
details, the final size of the enlarged opening, and the type of door to be used for the
review and approval of the Historic Commission's weekly design review board and the
Staff Advisor before building permit issuance.

3) That the temporary use of the site shall be limited to the areas identified in the application
submittals, and that there shall be no vehicular circulation off of existing paved areas to
avoid impact to the establish graves, monuments, markers and trees of the historic
Mountain View Cemetery.
4) That the recommendations of the Tree Commission from their October 2011 meeting
shall be conditions of approval where consistent with the applicable criteria and with
final approval by the Staff Advisor. These recommendations are that a revised, scalable
site plan demonstrating that the proposed modular building and any associated access
improvements, including ADA ramps or associated. pedestrian traffic routes, can be
installed entirely outside the root zone of the adjacent tree be provided for the review and
approval of the Staff Advisor prior to the issuance of a building permit. Both the
proposed modular building and the existing trees shall be indentified on the revised site
plan, with the root zone area clearly illustrated. In the event that the modular building
cannot be placed in this manner, the applicants shall enlist the services of a licensed
professional arborist to provide recommendations for the protection of the tree for the
duration of the relocation and provide these recommendations and a Tree Protection Plan
prior to the issuance of a building permit.
5) That prior to the installation of any signage, the applicants shall obtain a sign permit. All
signage shall comply with the limitations of AMC 18.96, including the limits on signage
in residential areas found in AMC 18.96.070.13, and the vision clearance requirements of
AMC 18.68.020.

Michael presented the application.
Essentially the project composes of the Fire department utilizing the existing cemetery building as a temporary Fire
Station Number 2 while construction`occurs across the street. A temporary modular trailer will be placed under a
large tree canopy and on top of long established root zones to house personal. The commission discussed the trailer
placement and impacts due to trailer placements and foot traffic in the root zone. After reviewing the application,
the Commission'recommended that the trailer be relocated south of the proposed location and outside of the root
zone.

Chairman Shostrom confirmed there were no conflicts of interest. Mr.Skibby said he took pictures at the site and chatted
with one of the employees,but nothing that would qualify as ex parte contact. There were no concerns. Ms.Gunter said
the City had received some letters of concern from some of the neighbors but all issues were addressed in the applicant's
submittal. She said the City,Planner,`Derek Severson, placed the style and color conditions recommended by Historic
Commission when the PreApp was reviewed last month,as conditions of the approval,
Mr.Whitford moved to approve the project. The motion was seconded by Ms. Phelps and approved unanimously.
NEW BUSINESS:
PreApp—160 Lithia Way. Project is for a 3-story hotel with commercial space on the first floor.The Commission generally
felt the building looked'flat'and lacked a strong sense of entry and street presence.The following recommendations could
remedy these:

Any affected property owner or resident has a right to submit written comments to the City of Ashland Planning Division, 51 Winburn
Way,Ashland, Oregon 97520 prior to 4:30 p.m. on the deadline date shown above.
Ashland Planning Division Staff determine if a Land Use application is complete within 30 days of submittal. Upon determination of completeness, a
notice is sent to surrounding properties within 200 feet of the property submitting application which allows for a 14 day comment period. After the
comment period and not more than 45 days from the application being deemed complete, the Planning Division Staff shall make a final decision on the

Request
Ashland Fire &Rescue, in anticipation of commencement of construction for the replacement of
the existing Fire Station#2, is requesting to utilize the building and a portion of the surrounding
property at the Mt View Cemetery as temporary quarters for Fire Station#2 firefighters and
associated equipment for a period not to exceed two years from the date of demolition of the
existing Station#2.
Current®perations
Ashland Fire & Rescue operates two fire stations within Ashland. Station#lis located near the
east edge of the downtown at 455 Siskiyou Blvd and Station#2 is located further east near the
railroad overpass at 1860 Ashland St.
Station#2 is responsible for initial response east of Mountain Avenue and houses both
ambulances and fire trucks. Two to three firefighters staff the station on 48 hour cycles. Over
the past year, Station 2 responded to 921 calls, an average of about 2 %2 calls per day.
A general obligations bond was recently approved by Ashland voters to replace the existing
structure at Station#2 and replace it with a more suitable structure for current operational needs
at that location. To accomplish this, existing Station#2 operations will need to be relocated for
the duration of the construction process.
To meet operational response targets and provide adequate service coverage throughout their
service territory, site location is a key determinant for relocation site selection. A variety of sites
were reviewed for viability, with emphasis placed on locations closest to the existing Station#2.
Proposed 'Temporary Station#2 Location
The City owns and operates Mountain View Cemetery, located immediately to the north(across
Ashland St) and west (across Sherwood Av) of the existing Station 42 site, which best met the
initial criteria of the site selection team.
The Cemetery location maintains the ability to meet target response times within the designated
service territory of Station#2 and also has adequate utility, storage and transportation services on
site. The existing Cemetery office structure is anticipated to be renovated for Fire Personnel
during the temporary relocation and maintained thereafter for Cemetery operations.
Site and Structure Details
The driveway access and parking spaces are paved and power, water and wastewater services are
all connected to the Cemetery office building. The existing Cemetery office building will have
interior renovations done to provide needed accommodations for Fire Personnel. Any required
exterior modifications to the structure will respect and maintain the historic nature of the
structure and will be avoided or minimized if at all possible.

The only expected change to the exterior of the building is the anticipated replacement of the
garage door, to a larger door to allow one ambulance to be parked inside when not it use. The
current door is not large enough for cemetery operation so this building upgrade will improve
cemetery operations as well once the building is returned to cemetery use. A photo with an
outline of the anticipated door has been included in the packet.
A modular building will be brought on site to accommodate the renovation of the office structure
and to provide working office space for Cemetery Personnel. The building will require utility
connections and will have exterior stairs/ramp for adequate access. Upon land use approval,
submittals will be made for permits for both the existing office renovation and the installation of
the modular office structure/deck/stairs.
No other modifications are proposed for the site. Existing landscaping will be maintained and
not impacted.
Vehicle Use and Storage
Vehicular access is taken from Normal Street on the west side of the Cemetery property, near the
intersection of Holmes Avenue and Normal Street.
Fire vehicles will be housed on site to the south and east of the Cemetery office and are proposed
to be enclosed for security purposes. Personal vehicle parking for Fire Personnel is proposed to
be on-street on the east side of Normal Street. Personal vehicle parking is estimated to vary from
two to four vehicles at any one time, given shift changes, drop-off s, bike/walls, etc.
Exterior lighting is already provided on site and it is not anticipated that additional outdoor
lighting will be installed. If it is deemed needed for security/safety reasons, all installed lighting
will be screened from direct illumination towards the residences to the west across Normal St.
Traffic impacts, other than the infrequent shift changes, will be limited to ambulance and fire
truck calls. Because of the residential nature of the immediate area, safety sirens and lights will
not be activated until the vehicles reach Ashland Street. Most calls, except those from the
immediate neighborhood will be responded to by driving up Normal Avenue to Ashland Street,
they will not respond down Holmes Avenue unless the call comes from that area.
A site plan is provided to detail the approximate layout of the project area, including the modular
structure site,the Fire Apparatus secured storage location, vehicular access points, etc. A
temporary garage would be moved from the current Fire Station 2 to the cemetery parking lot to
protect the valuable fire department vehicles. This structure will also have enclosed walls
around it to prevent unwanted access to the fire trucks that do not have door locks.

by a door that is approximately 10' by 11 . Please see the attached photo for a
visual representation of the proposed door. At the recommendation of the historic
commission, the new door will be a flat panel door more appropriate for the time
period that the building constructed and the door will be painted the same color as
the body of the building to minimize the visual impact of the larger door.
• Any impacts to graves, monuments, or other historic resources within the cemetery.
o There will be no impact to any graves or monuments. All temporary changes will
be confined to the existing building and the buildings parking lot. The only
change to a historic resource is the anticipated replacement of the existing garage
door as stated above.
• Anticipated impacts including lights and sirens, the number of additional staff and
vehicles on site in addition to the existing office use.
o The current operation at the cemetery will be moved into a construction trailer
that will be brought on site and set up next to the existing building on the east
side, opposite the street. The fire department has agreed to wait until they get to
Ashland St. to activate their lights and sirens and with the exception of any calls
from the immediate neighborhood, all calls will be responded to by going to
Ashland St. first. Additional visits from Fire Department staff are expected to be
three or fewer visits per day.
® Whether the Public will be conning to the temporary station, and if so in what
numbers.
o The public will not be coming to the temporary station on a regular basis.
However it is expected that visits to the temporary station will be similar to the
existing station. While the number of visits is fairly low, it's not uncommon for
people to stop by the station or rarely come in with a walls in emergency. These
numbers are tough to estimate but would be expected to be fewer than 5 per day.
® Will there be outdoor activities on site (i.e. fire fighter training)
o Outdoor activities will be minimal with most training and equipment maintenance
taking place at offsite locations.
® Anticipated circulation patterns (i.e. will vehicles always exit to Ashland Street, or
are there instances where they will respond to Holes/Walker.)

o The Fire Department has agreed that they will respond to all calls via Ashland
Street. The only exception to this would be a call in the immediate neighborhood
which would include the area between Homes Ave. and Ashland Street and
Walker Ave. and Normal Ave.
® The tinning and duration of the relocation.
o The conversion of the Cemetery building to a temporary fire station would begin
in early November with an anticipated move in date of late December. Fire
station construction is expected to begin in January with an estimated construction
period of 12 months. Upon completion of the new station, the fire department
will move out of the cemetery into the new station. The expected move in date is
February 2013. With a project of this size delays are possible so this date could be
delayed but the expected worst case scenario would have the fire department at
the cemetery until August 2013. After the fire department has moved into the
new station all temporary structures will be removed from the site.
® Any modifications (remodel/renovation) planned for returning the building to
cemetery uses
o The cemetery building will require only internal changes to return it to cemetery
use. The temporary fire station will include living space such as a sleeping area
that will not be used by the cemetery. This will be converted back to storage
space for the cemetery but the modification will be minor and limited to the inside
of the building.
Trees:
® The anticipated changes to the property are all temporary and should not impact any
existing trees. The closest tree larger than 6" in diameter is approximately 15' from the
expected location of the temporary trailer that will be used for cemetery operations.
Building:
® The building department will be contacted and proper permits will be obtained before any
interior building modifications take place.
Modification of a rational Register Listed Building:
® We will work,with whomever necessary to determine if the planned change to the
building is acceptable. If the change cannot be made, the temporary structure planned for
the location will need to be larger to accommodate the ambulance that is planned to be
parked inside the building. So a denial of the larger door will not prevent our desire to
use the location as a temporary fire station.

® Signs will be installed within the limits of the sign ordinance. Signs are expected to be
minimal however due to the public need for fire department access; signs of some type
will need to be installed.
Neighborhood Meeting:
® The fire department is planning to set up a neighborhood meeting to discuss any concerns
with the neighbors.

® Parking for fire department personnel will be on Normal St. Typically there will be three
vehicles parked there with three additional vehicles during shift change. The usual fire
department schedule is 48 hours on duty then 96 hours off duty, so the additional vehicles
will only be for a short time every other day at 8:00 a.m.
Setbacks:
® No permanent structures will be installed and both temporary structures will be well
within the minimum setback requirement.
Lot Coverage:
® No permanent structures are being added and the existing are well within 65% coverage
requirements.

® Signage will be very minimal and an additional CUP will be applied for n ign
requirements for fire department use are determined.
