Mr Park,
The Planning Division reviewed you request for a Tree Removal Permit on February 16, 2012. In our
review, we found that substantial evidence exists to necessitate the removal to be processed as an
Emergency Tree Permit in accordance with AMC 18.61.042.
The arborist report from Bartlett Tree Service dated February 2, 2012 noted that the 50' foot tall Oak
Street has to two codominant leaders approximately 2 feet above [retaining wall] grade, which over
time has developed included bark that "is very weak and has a high potential to fail". In addition, the
tree's roots have a very limited space to grow which is causing significant damage to the historic rock
retaining wall and the stadium lights which are starting to lean towards the bleachers and football field.
In staff's opinion, this area of Mountain Street has high pedestrian and vehicle traffic, and the potential
risk to the community of the tree's eminent failure is too great for a typically tree removal process.
Therefore, Staff approves the removal of this tree as an Emergency Tree Permit.

Addendum to tree removal application as required by Ashland Municipal code 18.61.050
Submitted on behalf of the Ashland School District.
Prepared by Rob Parks, A.S.D. #5 Groundskeeper.
A Google map copy with location notes has been included with this application, as
well as a letter from Mike Bartlett Certified Arborist pertaining to the tree in question.
This application is for the removal of one (1) Black Oak(quercus kelloggii) located at
Ashland High School. It has been flagged with pink,tape.
The anticipated date of removal is dependant on when this permit is issued. Mr.
Bartlett has indicated that he can get started at anytime after this is received..
At this time the tree in question is growing on the top edge of the retaining wall
nearest the sidewalk on Mountain Avenue. In the past month the wall has begun to fail
due to the tree roots pressure. Adjacent to the tree is a pole for the stadium lights that has
started to lean in response to the ground heaving from this tree. As evidenced by the
structure, this tree probably started as a volunteer and was allowed to grow in an
unsuitable location. Due to its location and potential to cause harm or damage it needs to
be removed.
There are no other trees in the immediate area that would fall under the Tree
Protection Plan.
In satisfying the mitigation requirement, replanting in the exact location would not be
suitable as per the previously mentioned retaining wall, and a stem wall holding up the
bleachers nearby. Therefore the Ashland School District will plant 3 to 5 trees of
undecided type at the north end of the football field in a much more suitable location.
These will comply with all mitigation/replanting guidelines in section 18.61.084 of the
Ashland Municipal Code.
