This application is a modification of a previously approved installation for Verizon Wireless from 2002 (PA2002-111). Several wireless communication facilities already exist on-site after recent planning approvals including: PA#204-155 for Nextel; PA#2002-111 for Verizon Wireless; PA#2001-101 for Voice Stream; PA #2001-084 for Master Towers (Sprint), Washington Oregon Wireless (WOW) and U.S. Cellular; and PA #1999-127 for AT&T. The proposal is to upgrade the existing cellular antennas on the building's west side. The existing antenna will be replaced behind the tinted windows in the elevator shaft.On the north side,two cellular antennas will be built into the existing parapet behind the louvers. Once fitted,the antennas will have a Radio Frequency (RF)permeable canvas type material covering the antenna which will mimic the architecture of the existing louvers. This material will not only be painted to match the existing building's color, but will also be designed to appear as matching construction.The applicant will utilize the existing co-axle cable trays to run the cables to the existing generators already on the roof of the buildings. The intent of the applicant and the State Historic Preservation Office is to have the cellular antennas blend in with the building's architecture and make them unnoticeable from the public's view. The State Historic Preservation Office has not completed their review of the proposal. The applicants have provided an email from SHPO indicating that they will review the application,however,prior to issuance of a building permit; staff will need to receive written confirmation of SHPO approval. This application and the related building permit are approved pending SHPOs concurrence with the findings that the additional antenna and the modifications to the historic structure are similar in scale and will not have any discernable architectural PA#2011-01529 212 E Main/adg Page 1 I impacts that compromise this important historic structure. Overall it is staff's opinion the applicants have met the criteria of the municipal code for co-locating the antennas.Their efforts will not negatively affect the Ashland Springs Hotel.With the submittals and written findings submitted by the applicants, staff believes the application with the attached conditions complies with all applicable City ordinances. The criteria for a Conditional Use Permit are described in AMC Chapter 18.104.050, as follows: A. That the use would be in conformance with all standards within the zoning district in which the use is proposed to be located, and in conformance with relevant Comprehensive plan policies that are not implemented by any City, State, or Federal law or program. B. That adequate capacity of City facilities for water, sewer,paved access to and through the development, electricity, urban storm drainage, and adequate transportation can and will be provided to and through the subject property. C. That the conditional use will have no greater adverse material effect on the livability of the impact area when compared to the development of the subject lot with the target use of the zone. When evaluating the effect of the proposed use on the impact area, the following factors of livability of the impact area shall be considered in relation to the target use of the zone: 1. Similarity in scale, bulk, and coverage. 2. Generation of traffic and effects on surrounding streets. Increases in pedestrian, bicycle, and mass transit use.are considered beneficial regardless of capacity offacilities. 3. Architectural compatibility with the impact area. 4. Air quality, including the generation of dust, odors, or other environmental pollutants. 5. Generation of noise, light, and glare. 6. The development of adjacent properties as envisioned in the Comprehensive Plan. 7. Other factors found to be relevant by the Hearing Authority for review of the proposed use. The criteria for Site Review Approval are described in AMC Chapter 18.72.070; as follows: A. All applicable City ordinances have been met or will be met by the proposed development. B. Under our municipal code, this project may be regulated and require land use approval either as a wireless communication facility installation under our AMC 18.72.180 or more generally under our Site Review requirements if there are any exterior modifications to a nationally or locally-listed historic building (the Ashland Springs Hotel is both) which trigger building permit review, as wireless communication facilities and associated screening on existing buildings typically do. A similar upgrade and expansion project underway on the Ashland Springs for Verizon Wireless is going through the land use approval process now, but to my knowledge we haven't seen anything from T-Mobile. With that in mind, it would likely be worthwhile for you or your clients to provide some additional detail on the proposed installation, particularly with regard to any exterior changes to the building that will be involved, to avoid unexpected delays relating to our land use requirements down the road. The primary concerns on a collocation site where the applicants already have facilities in place would be exterior modifications that alter the way the building relates to applicable standards or to the Site Review and Conditional Use Permit approvals already in place. Main Street it appears that some additional information is' necessary. Since there will be exterior modifications (however minimal) and the building is listed individually on the National Register of Historic Places the State Historic Preservation Office (SHPO) is required to provide comment. Have they been notified of the proposal? If so have they provided you with any comment and could we get a copy of any correspondence? i At this point since the application is subject Historic Review we cannot notice it as complete until November 23, 2011 in order for it to be on the December 7, 2011 Historic Commission agenda. i That should give you some time to get the documents from SHPO. Verizon's existing antennas are located on both the sixth floor and at the rooftop level. The antenna on the six floor is located on the northwest side of the building, behind a tinted window. The two antennas located at the rooftop level have been incorporated into the building wall on both the north east and south east sides of the building. Those antennas are covered by RF permeable material, and they are not visible from the exterior. Verizon's coax follows a cable ladder through the interior of the building and is not noticeable from the exterior. Site Reference: MDF ASHLAND Page 1 of 4 Verizon is proposing to add a total of three antennas, two at the rooftop level and one on the sixth floor level. The antenna proposed at the sixth floor level shall be placed behind tinted glass and shall not be noticeable from the exterior. The two proposed antennas on the rooftop level shall be located behind existing louvers on the north east and south east sides of the building. Both louvers shall be replaced with RF permeable material designed to match the existing louvers. A small portion of the wall below the louvers shall also be replaced with RF permeable material due to the length of the antenna. There will be no change to the building noticeable from the exterior. Verizon is proposing to replace an architectural feature of the building with material that matches existing conditions. Please refer to the site plans and the photos for additional detail on Verizon's design and antenna location. The location of the proposed antennas was driven by a number of factors. As this is a historic building,Verizon's goal was to minimize the visual impact, and minimize the physical changes to the building. It is Verizon's position that locating the antennas behind the louvers will result in the least impact to the building, and shall have minimal if any visual impacts to any surrounding property. The building had been designed for future antennas at the rooftop level, similar to the location of Verizon's existing antennas. A photo from the exterior of the building showing the antenna placement before the RF permeable material is included with this application. Verizon initially considered locating its new antennas in those available slots, but determined that the size of the antenna was too large to fit into that space without removing additional building material on the exterior of the building. Verizon considered different, smaller antennas but was unable to utilize one that was small enough to fit into that space Expanding the size of the available antenna spaces quickly became an unfeasible option as both the width and the depth of the antenna would require removal of large sections of the parapet wall,not just a minor expansion of the antenna space. From an engineering perspective, and from the anticipated perspective of the State Historic Preservation Officer, the impact on the building was too great to consider. Verizon then looked at other available locations on the building. The next logical solution was to place the antenna on the interior of the rooftop wall behind the louver, and to replace the louver with RF permeable material. A small portion of the wall below the louver shall also be replaced by RF permeable material. Verizon Wireless has filed its application with the State Historic Preservation Officer, and is expecting a determination of non significance. At the time of this application, SHPO has not yet approved that application. A copy of that decision shall be provided to the City of Ashland building department prior to obtaining any permits, and Verizon accepts this as a condition of approval for its modification. Verizon must connect its radio equipment to the proposed antennas via coaxial cable. Verizon initially considered following the existing cable ladder through the building, but determined that following its existing route would require expansion of that conduit within the building. Verizon considered routing additional coax along the exterior of the building, and adding a stealth aspect to conceal that coax, but decided there may be a visual impact that either the building owner or the SHPO officer may not approve due to the impact on the exterior of the building. Verizon has opted to reuse the existing coax for its antennas. Verizon has been working with the building owner, the wireless site management company (Verizon's landlord), the A&E firm employed by the building owner and Verizon's A&E firm, and the owner's general contractor who coordinated all of the wireless installations for the MDF ASHLAND Page 2 of 4 building owner. The proposed design represents the most minimal impact on the for adding antennas at the rooftop level. There will be no noticeable change to the exterior of the building. Verizon is not considering adding any mechanical equipment that will be visible from the exterior of the building. General Code Criteria: As a formality, modifying Verizon's existing permit is a collocation on an existing structure and not a new facility on an existing structure, or a new structure. Verizon is not proposing any additional landscaping on the property, as no additional ground space required for the proposed changes. The existing building does have adequate landscaping to cover the landscaping requirements noted in the pre-application notes. Verizon does not require additional parking for this modification, and the building has adequate parking for its use. Verizon requires approximately one trip per month for maintenance, and the available parking at the site is adequate. This modification shall not reduce any available parking spaces at the site. Verizon is not proposing any signage at this site. Approval Criteria for a Conditional Use Two copies of the site plans are required for the modification of Verizon's conditional use permit, pursuant to 18.14.040. The site plans address the requirements outlined in the Ashland land use code. As wireless facilities are allowed as a conditional use in the C-1-D district, and as Verizon Wireless proposes to modify its existing conditional use permit, this use is in conformance with the standards of the zoning district and the comprehensive plan. This is an accessory use to an existing building,where the building is an operating hotel. The site has adequate facilities for water, sewer, paved access to the hotel, electricity, urban storm drainage, and adequate access to transportation. Verizon's use of this site only requires access and electricity,both of which services are existing and adequate for its use. As addressed in this narrative, the proposed modification to the existing conditional use will have no greater material effect on the surrounding area than the existing Verizon facility. Great effort and expense has been undertaken to ensure there is no visible change from the exterior of the building. The proposed installation will very likely require scaffolding and safety measures when removing and installing the replacement louvers, but no more than the maintenance of any portion of the exterior of the building might. An installation like this is typically completed in under one week, minimizing the impact to foot traffic on the sidewalk. The air quality of the site won't be affected by this modification, and it will not generate noise, light or glare to any adjacent property. No adjacent properties will be negatively affected by this change. 18.72 Site Design Review Based on the pre-application conference, it was not determined if a Site Design review would be required for this change as there won't be any exterior additions or modifications that would change the appearance of the building. Should the City of Ashland require a site design review in MDF ASHLAND Page 3 of 4 addition to the conditional use modification, Verizon shall hold a public meeting to discuss its proposal. To generally address the criteria in Section 18.72, Verizon is proposing a collocation on an existing building. The height of the existing building shall not change, and as such this modification does not require FAA notification. A copy of the TOW AIR decision is included with this application. In summary, Verizon is proposing to add antennas in a manner that requires the least amount of changes to the existing structure, and these antennas shall not be visible from the exterior of the building, maintaining the stealth design of the wireless facilities located on this rooftop. R. Richards Engineering has performed a structural evaluation of the feasibility of installing two antennas at the upper roof level of Ashland Springs Hotel in Ashland Oregon. It has been determined that the installation is feasible and that the overall impact to the structure is minor. Description: Ashland Springs Hotel was originally constructed circa 1925. The primary construction material is reinforced concrete. The main tower of the structure has seven floors above the street level plus the roof for an overall height of approximately 91'-6". The roof parapet consists of a decorative concrete wall with cornices, fluting, louvers and medallions. The building has been renovated at various times; of significance to this project is a 1999 renovation that included restoration of the parapet and structural bracing of the parapet walls. Scope of Work: This evaluation is based on review of the original construction drawings, drawings for the 1999 renovation and preliminary project drawings by GPA Architects. No calculations or specific design work has been performed. Findings: The parapet walls in the areas of the new antennas are 4"thick concrete with minimal reinforcing steel. The 1999 renovation project included concrete patching to repair deterioration from weather and the installation of a steel bracing system to stabilize the parapet. The proposed antenna installation will involve cutting an opening in the wall and infill with RF transparent material. One or more members of the existing steel bracing system will be impacted by the installation. Conclusion: The proposed antenna installation is feasible and constructible. Sawcutting of the existing concrete should be done with caution because of the condition of the old concrete. It is recommended that the street and sidewalk below be closed during any cutting or concrete drilling operations for safety. Modifications to the existing steel parapet bracing system will be required. A horizontal angle brace in the area of the antennas could possibly be lowered and re-attached to the vertical stanchions and concrete wall. The existing steel can be used to connect support brackets for the antennas and any other equipment. It is recommended that any steel used be hot-dip galvanized for corrosion protection. Structural engineering will be required to design any modifications to the bracing system. This proposed project is feasible and can be built with relatively ordinary construction methods.
