AN ORDINANCE AMENDING CHAPTER 14. 16 OF THE ASHLAND
MUNICIPAL CODE RELATIVE TO RATES FOR ELECTRIC SERVICE
AND REPEALING ORDINANCE NO . 2129 .
THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS :
SECTION 1 . Chapter 14. 16 of the Ashland Municipal Code shall be
amended in its entirety and shall read as follows :

14. 16. 010 Deposit of Electric Revenues . All revenues received
from t e e- ectric operations of the City o Ashland shall be deposited
in the Utility Fund of the City , and shall be segregated for budgetary
purposes from all other utility revenues of the City . Beginning
July 1 , 1982 , all revenues received from the electric operations
of the City of Ashland shall be deposited in the Electric Fund, which ;
is hereby established on that date as a special revenue fund of the
City. " 1
14. 16. 015 Dis osition of Electric Revenues . - The electric revenu. l
shall—be app lea an use in payment of warrants and interest thereon
issued 1n coniection w4th operzLtion c2 the sys-p.m: the satisfaction
of interfund loans and interest thereon authorized in connection with
the operation of the system; and also in payment for alterations ,
improvements , additions or extensions and for redemption and retire-
ment of outstanding electric system bonds , together with interest
thereon; and shall be expended only in connection with and for improving
the system; except as provided in Section 14 . 16 . 020 .
-` 14. 16. 020 Transfers to General Fund. The City Council may
appropriate an amount for transfer to t e General Fund for other
municipal purposes , as permitted by Public Law 96-501 and the
Power Sales Contract with the Bonneville Power Administration
(draft of August 25 , 1981 ; Contract No . DE-MS79-81VP90432) .

14 . 16 . 030 Residential service--Pate schedule . The rate
schedule f-or residenti.a�electric service is as follows :
A. SCHEDULE 4 : RESIDENTIAL SERVICE
1 . This rate is applicable to single-family residential
customers when all service is supplied at one point of delivery .

B. SPECIAL CONDITIONS :
1 . No motor load shall exceed a total of 71, horsepower connectee
at one time .
2 . All space heating elements larger than 1 , 650 watts rated
capacity shall be designed and connected for operation at 240 volts ,
and each space heating element having a rated capacity of two (2)
kilowatts or larger shall be thermostatically controlled by auto-
matic devices of a type which will cause a minimum of radio interfer-
ence . Space heating elements served under this schedule shall be
of types and characteristics approved' by the City . No single heatn�
element shall exceed a capacity of seven (7) kilowatts , and shall be
so designed that not more than seven (7) kilowattsand when two heatin_
elements are used in a single tank, these heating elements shall be
so interlocked that not more than seven (7) kilowatts can be connec_ec
at any one time .
C. THREE-PHASE SERVICE:
For residential customers requiring three-phase service , whose
single-phase requirements are , or will be supplied under any
reside_-
ial schedule , three-phase service will be supplied only when service
is available from City ' s presently existing facilities , or where suc-'
facilities can be reasonable installed , and in any event , only when
deliveries can be made by using one service for customer ' s single
phase and three-phase requirements . The demand charge applicable
only to customer ' s three-phase demand shall be $1 . 80 for each kw of
demand , but not less than $3 . 20 minimum demand charge . The energy
charge shall be in accordance with the schedule set forth herein!
D . This schedule is based on continuing service at each service
location . Disconnect and reconnect transactions shall not operate
to relieve a customer from r::onthly minimum charges .

14 . 16 . 035 Cor_nr.ercial. service--Rate Schedule . The rate sched-
ule for commercial eiectrica service for purposes other than single-
family residential is as follows :
A . SCHEDULE 25 : COT•-E?ERCIAL SERVICE
1 . This rate is applicable to nonresidential and multiple-
family residential customers whose entire requirements are supplied
hereunder , and whose loads have never registered 1 , 000 kw or more ,
more than once in any consecutive 18-month period . Deliveries at
more than one point , or more than one voltage and phase classifica-
tion , will be separately metered and billed . Service for intermit-
tent , partial requirements or highly fluctuating loads , or where
service is seasonally disconnected during any one year period will
be provided only by special contract for such service .

B . MINIMUM CHARGE : The monthly minimum charge shall be the
basic charge . A higher minimum may be required under con-
tract to cover special conditions .
C . REACTIVE POWER CHARGE : The maximum 30-minute reactive demand
for the month in kilovolt-amperes in excess of 60% of the
measured kilowatt demand for the same month will be billed,
in addition to the above charges , at 60p per kva of such ex-
cess reactive demand .
D . DEMAND : Demands shall be .the kilowatts shown by , or computed
from the readings of the City ' s demand meter for the 30-minute
period of customer ' s greatest use during the month , determined
to the nearest kw; but not less than 100 kwd for Schedule C- 25 .
The commercial service customer shall install a demand meter
base if average use expected is 3000 kwh .per month or more . The
City may , at its option install a demand meter whenever the
City estimates that customer ' s consumption exceeds 3000 kwh per
month or that his demand exceeds 15 kwd per month .
E. DELIVERY AND METERING VOLTAGE ADJUSTMENTS : The above monthly
charges are applicable without adjustment for voltage when
delivery and metering are at the City ' s standard secondary
distribution voltage . For as long as the City elects for its
operating convenience to meter electric service to customer at
primary or transmission voltage, the above charges shall be
reduced by one and one-half percent (12%) to compensate for
losses . For as long as delivery to customer is made at the
current locally standard primary or transmission voltage , the
above charges for any month will be reduced by the following
amount per kw of load size used for the determination of the
Basic Charge billed in a month; and where such deliveries are
metered at the deliver: voltage , the following high voltage
charges shall be added :

When delivery is , at the request of the customer , made by
means of City-owned transformers at a voltage other than a
locally standard distribution or transmission voltage , the
above charges for any month will be increased by 15c per
kw of lead size used for the determination of the Basic
Charge billed in the month .
The City retains the right to change its line voltage or
classifications thereof at any time , ' and after reasonable
advance notice to any customer affected by such change ,
such customer then has the option to take service at the
new line voltage or to accept service through transformers
to be supplied by City subject to the voltage adjustments
above.

F . The City may require the customer to sign a written con-
tract which shall have a term of not less than one (1)
year .
G . The City may contract for the installation and maintenance
of electric facilities on the customer ' s premises . The
terms of such service shall. be set forth in a contract ,
the form and terms of which shall be approved by the City
Council . Monthly charges made by the City as reimbursement
for ownership , operation and maintenance costs applicable
to facilities installed to furnish service under rules of
this Chapter shall be determined in accordance with the
following :
1 . Operating Charge--shall be equal to 2/3 of 1% per
month of the installed cost of facilities paid for by the

the installed cost of facilities as determined by the City
for facilities installed at City ' s expense .
3 . Transformer Capacity Charge--shall be equal to 15C
per nameplate kva .
H. Customers shall not resell. electric service received from
the City under provisions of this schedule to any person ,
except by written permission of the City , and where customer
meters and bills any of his tenants at City ' s regular rates
for the type of service which such tenant may actually receive.
14 . 16 . 040 Institutional service--Rate Schedule . The rate schedule
for Institutional electrical servi-ce is as follows :
A . SCHEDULE 30 : INSTITUTIONAL SERVICE
1 . This rate is applicable to institutional customers whose
entire requirements are supplied 'hereunder , and whose loads have
never registered 1 , 000 kw or more , more than once in any consecutive
18-month period . Deliveries at more than one point , or more than
one voltage and phase classification , will be separately metered
and billed .

or more than one voltage and phase classification, will be
separately metered and billed . Service for intermittent ,
partial, partial requirements , or highly fluctuating loads ,
or where service is seasonally disconnected during any one-
year period will be provided only by special contract for
such service .

1 . This rate is applicable to electric service loads which
have registered 1 , 500 kw or more , more than once in any con-
secutive 18-month period . Deliveries at more than one point ,
or more than one voltage and phase classification , will be
separately metered and billed . Service for intermittent ,
partial requirements , or highly fluctuating loads , or where
service is seasonally disconnected during any one-year period
will be provided only by special contract for such service .
2 . Net Monthly Rate :

14 . 16 . 055 Outdoor Area Li hg ting Service--Rate Schedule . The
rate schedule for outdoor area lighting service , whether residential
or commercial , furnished from dusk to dawn by City-owned mercury vapor
luminaries which may be served by secondary voltage circuits from
City ' s existing overhead distribution system; and mounted on City-
owned wooden poles , or customer-owned supports acceptable to the City ,
shall be as follows :
A. SCHEDULE 60 : OUTDOOR AREA LIGHTING SERVICE
1 . Net Monthly Rate :
7 , 000 ]_omen fixture : $5 . 00 per month each
21 , 000 lumen fixture : 8 . 75 per month each
55 , 000 lumen fixture : 16 . 75 per month each
2 . Pole Charge . A monthly charge of $1 . 00 per pole shall
be made for each additional pole required in excess of
the number of luminaries installed .
B . MAINTENANCE . Maintenance will be performed during regular
working hours as soon as practicable after customer has
notified City of service failure .

C . CONTRACT . Due to investment involved and cost of initial
installation, the terms of the contract shall be by written
agreement with the Electric Department , the form of which
shall have prior approval by the City Council , and the tera-:
of which shall be for not less than three (3) years .
14 . 16 . 060 AP llication--Connect fee . At the time of making
application orf electrical and or water service, the applicant
shall pay a $10 . 00 customer account establishment fee ; provided ,
however , the connect fee shall be $30 . 00 if such connection is
requested to be made during other than the regular working hours
of Electric Department connect-disconnect personnel .
The foregoing ordinance was first read vy title only in
accordance with Article Y. , Section 2 (C) of the City Charter on
