DECISION -
The subject parcel is located mid-block on the west side of Alida Street between Blaine Street and
Siskiyou Blvd. The property and surrounding uses are zoned R-2, Low Density Multi-Family
Residential and are located within the Siskiyou-Hargadine Historic District. The parcel is 8,000
square feet,rectangular is shape, and is relatively flat throughout the parcel. The home fronts onto
Alida Street and has alley access in the rear of the property.
The property contains a single-family home and detached garage.The residential home is known as
the`Collins-Wright House' and was constructed in the late 1940s.The home retains typical elements
of postwar design including wide board siding, small boxed soffits, large fixed windows, and a
shallow pitched roof.The City's Historic Survey calls the Collins-Wright home"a fine example of
its type and effectively relates its original design and appearance during the period of historic
significance",and therefore is considered a Historic-Contributing resource. The garage,which was
built in 2001,is placed in the rear of the property and meets all standard setback requirements.Alida
Street has a 70 feet right-of-way with a 33 foot improved width, and currently has curbs, gutters,
sidewalks,and landscape strips with street trees.The alley right-of-way is 16 feet wide with a 12 foot
improved width.
The application is for a small Accessory Residential Unit(ARTS)placed into the garage at the rear of
the property. Our records indicate that a second unit was located in the rear of the home as far back
as the early 1980s or longer. However, in 2002,the owners requested that the second unit electric
meter be turned off, as it was no longer being utilized as a rental, thus ceasing the pre-existing
accessory unit use. Due to the termination of the second unit, A Site Design Review permit is
required for creating an Accessory Unit in the existing garage.

The Historic Commission initially reviewed the application at their January 4"',2012 meeting, but
without sufficient details they request that the proposal be continued to their February Bch meeting.
They liked that the trash and recycling area was relocated to the side of the building,they felt that the
window choices were adequate,but did not like the lean-to on the south side. Staff clarified that this
area was going to be utilized as bike parking and additional storage for the tenant.The commission
also talked about the lack of entry towards the alley.Although they felt that a better orientation to the
alley would be aesthetically preferred,they recognized the functionally and safety of having the entry
more protected. Ultimately,the Commission approved as submitted.
In staff's view, the proposed second unit meets the minimum requirements of the Site Review
chapter of the Ashland Municipal Code and is compatible with similar small units located off this
segment of the alley in the neighborhood.
The criteria for Site Review Approval are described in AMC Chapter 18.72.070, as follows:
A All applicable City ordinances have been met or will be met by the proposed development.
B. All requirements of the Site Review Chapter have been met or will be met.
C. The development complies with the Site Design Standards adopted by the City Council Council for

Tree Report for 159 Alida
The Box Elder located 10 feet from the Northeast corner of the garage at 159
Alida has a trunk diameter of 26 inches at breast height. It has a height of 45 feet
and a canopy radius of 30 feet. The tree is in good health and has been maintained
properly for many years. There is currently gravel in the parking space below the
tree. The tree is currently providing shade for the back yard and summer cooling for
the house. This tree is well worth preserving.
I would strongly recommend leaving the parking area as it is. Any paving would
require excavation, which would harm the root system and possibly put the tree into
shock. It would be best for the health of the tree to keep the parking area gravel
rather than paving the parking area. if construction is done near the tree, the tree
and adjacent parking area should fenced off to protect the tree and its root zone. If

Introduction ~ ° ~^^ m
Our proposed project is located at 159 Alida St.This property is currently zoned R2, Our project involves
converting an existing garage structure to an ARU. We do not propose to build any additional structures.
The building currently has electrical service and will need water and sewer service which will be tied to
that of the main house. Heating and cooling will be provided by a high efficiency single zone split heat
pump.
Design Considerations
Very few changes are proposed to the exterior of the building. only the west side will be altered, in
order to remove the garage door and create a fire egress for the bedroom. The main house is post war
residential design, incorporating wide board plank siding. The proposed ARU also uses the wide plank
siding and has similar color to the main house. Windows will be chosen that are the same
look/function as the existing, and care will be taken to match the color and siding to remain consistent
with the mid-century design pf the main dwelling.
Parking
Two parking spaces shall be located adjacent tuthe alley, one 9' by 18'standard space and one §' by 18'
compact space.This area is currently utilized as parking and is composed of compacted gravel.The
spaces will not meet the residential unit buffer setback requirement.We vvnuN like to ask for an
administrative variance for both the buffer and the paving requirement. The proposed parking area |s
adjacent to the root zone of the large Box Elder tree. We bdlnva that paving this area would disturb the
tree's root system and limit the amount of rainwater that iy able tu percolate through the ground and be
utilized bv the tree. Please see attached letter from arbodst.
Bicycle Parking

Bicycle parking for two bicycles shall be located |n the storage shed that is adjacent to the proposed
ARU.The shed b approximately 10'hmnnthnantranoetotheARU.
Electric Service
The existing building to be utilized aoanARU currently has electrical service.There are two meters at
150 Alicia St.Wiring will be rerouted so that one meter is utilized exclusively for the ARU. Electricians
have been consulted and indicate that there will bono problem achieving this. A new address will bm
assigned tn the ARU after approval ufpermits.
Tree Preservation
No trees shall be removed during the conversion of the garage to ARU. There is no clearing,grading,
excavation, or demolition associated with this project and therefnretheve is no"tree protection plan"
included with this permit application.The site plan reflects the drip lines of the trees on this lot.There

Trash and Recycling
A trash and recycling area is identified on the site plan. Recycling and trash is collected from the alley.
Landscaping
There is no change to the existing landscaping associated with this project. Native plants and trees
eventually will be planted between the dwellings to increase privacy.
Fire suppression
We have identified that the furthest point of the ARU is greater than 150' from the curb on Alida St. and
so will include a sprinkler system for fire suppression.

Recommendation to Planning Commission:
Recommend denial of the proposed plans with the following recommendations:
Without an elevation it was not possible for the Historic Commission to review the
modifications to the garage door. Concerns regarding sense of entry, the placement of the
trash and recycle enclosure, the materials used, locations for egress, etc.
1) Continue application until February to review elevations and provide comment.

may have been between family members. In 1942 Mabel R. Lay, widow of Lynds D.,is listed at this
address however in 1948 L. D. Lay is the resident. Mrs. Lay retained ownership though 1966.
The Myers-Lay House is a single story gable volume. Although the front porch appears to have been
slightly modified to accommodate a second entryway, the house retains sufficient integrity to relate
its appearance during the period of historic significance.

This one and one-half story volume with a prominent hipped dormer was probably built as early as
1905, perhaps as a rental property by C. K. Klum, who lived at the corner. In 1910 the County
Assessor documented the building on the site, owned by James J. Myers, part of a large ell-shaped
parcel comprised of portions of Lots 29-30 and 31 (JCD 46:516, 71:584). Myers, a retiree, is listed
at this address in the 1910 county directory. Myers and his wife Emily retained ownership of the
entire parcel at least through 1920. In 1949, still intact, the parcel was owned by Elizabeth M.
Homes via Probate Journal 70:252 and 57:273:445.
The Myers House retains early horizontal wood siding, windows, porch detailing, and other elements
that evoke its original construction. Located upon a well landscaped lot with mature trees and other
plant materials, the Myers House effectively relates its original design and appearance during the
period of historic significance.

The exact history of this house, dated at 1953 by the County Assessor's office, is not certain
although it was likely constructed that year after Mabel Cole, a longtime owner, transferred the
property to Thelma Collins (JCD 382:106). Mrs. Collins was probably Mrs. Cole's daughter or there
was some other connection between the two families and Thelma and her husband Claude were
involved were a number of properties in this area of Ashland. In 1954 William P.Wright, a local real
estate agent purchased the property (JCD 395:243). Mr. Wright and his wife Eileen lived at this
address according to the 1956-1957 city directory and remained here at least though the end of that
decade.
The Collins-Wright House, built after World War at the end of the period of significance,
demonstrates typical elements of postwar residential design, including wide board siding, small boxed
soffits, large fixed windows (set in groups, at the corner) and a shallow pitched hipped roof. The
Collins-Wright House is a fine example of its type and effectively relates its original design and
appearance during the period of historic significance

Any affected property owner or resident has a right to submit written comments to the City of Ashland Planning Division, 51 Winburn
Way,Ashland, Oregon 97520 prior to 4:30 p.m.on the deadline date shown above.
Ashland Planning Division Staff determine if a Land Use application is complete within 30 days of submittal. Upon determination of completeness, a

SITE DESIGN AND USE STANDARDS
18.72.070 Criteria for Approval
The following criteria shall be used to approve or deny an application:
A. All applicable City ordinances have been met or will be met by the proposed development.
B. All requirements of the Site Review Chapter have been met or will be met.
C. The development complies with the Site Design Standards adopted by the City Council for implementation of this Chapter.
D. That adequate capacity of City facilities for water,sewer, paved access to and through the development,electricity,urban storm drainage, and adequate
transportation can and will be provided to and through the subject property. All improvements in the street right-of-way shall comply with the Street
Standards in Chapter 18.88,Performance Standards Options.
ADMINISTRATIVE VARIANCE FROM SITE DESIGN AND USE STANDARDS
18.72,090
An administrative variance to the requirements of this chapter may be granted with respect to the requirements of the Site Design Standards
adopted under section 18.72.080 if,on the basis of the application, investigation and evidence submitted,all of the following circumstances are
found to exist:
A. There is a demonstrable difficulty in meeting the specific requirements of the Site Design Standards due to a unique or unusual aspect of
the proposed use of a site;.
B. Approval of the variance will not substantially negatively impact adjacent properties;
C. Approval of the variance is consistent with the stated purpose of the Site Design and Use Chapter;and
D. The variance requested is the minimum variance which would alleviate the difficulty.

Introduction
Our proposed project is located at 159 Alicia St.This property Is currently zoned R2. Our project involves
converting an existing garage structure to an ARU. We do not propose to build any additional structures.
The building currently has electrical service and will need water and sewer service which will be tied to
that of the main mouse. Heating and cooling will be provided by a high efficiency single zone split heat
pump.
Parking
Two parking spaces shall be located adjacent to the alley,one 9' by 18'standard space and one 6' by 18'
compact space.This area is currently utilized as parking and is composed of compacted gravel.The
spaces will not meet the residential unit buffer setback requirement.We would like to ask for an
administrative variance for both the buffer and the paving requirement. We would like to prevent
additional runoff on our property,and believe the flat gravel area to be an adequate parking area.
Bicycle Parking
Bicycle parking for two bicycles shall be located In the storage shed that is adjacent to the proposed
ARU.The shed is approximately 10'from the entrance to the ARU.
Electric Service
The existing building to be utilized as an ARU currently has electrical service.There are two meters at
150 Alicia St.Wiring will be rerouted so that one meter is utilized exclusively for the ARU. Electricians
have been consulted and indicate that there will be no problem achieving this.A new address will be
assigned to the ARU after approval of permits.

Tree Preservation
No trees shall be removed during the conversion of the garage to ARU.There is no clearing,grading,
excavation, or demolition associated with this project and therefore there is no"tree protection plan"
included with this permit application.The site plan reflects the drip lines of the trees on this lot.There
will not be any heavy machinery being used for the project and utmost care will be taken when
trenching so as not to injure the root systems of the trees.
Trash and Recycling

A trash and recycling area is identified on the site plan. Recycling and trash is collected from the alley. ,I
Landscaping
There is no change to the existing landscaping associated with this project. Native plants and trees
eventually will be planted between the dwellings to increase privacy.
