AUTHORIZATION & RESOLUTION for City Council to put an advisory question on the November,
2012 Ballot letting citizens decide about campaign finance reform.
FROM: Citizens of Ashland, Spokesperson, John Tyler, 812 Plum Ridge Drive, Ashland.
Thank you for this opportunity to speak on behalf of Move to Amend. The reason we are here tonight is to
request your support to give the citizens of Ashland an opportunity to express their views on the US Supreme
Court decision in the Citizens United case, which decided that corporations are people, and that money is the
same as speech and cannot be regulated. To make clear what they meant,just three weeks ago the Supreme
Court threw out a 100 year old Montana law prohibiting corporate money in state elections, saying any
limitation on spending in elections is unconstitutional. We all know that money influences elections, and these
decisions give wealthy contributors an unfair advantage over the average voter. Enormous sums of money are
already being spent on national, state and local elections all around the country in this election year. Some are
predicting that over two billion dollars will be spent in the Presidential race alone.
This Council is the only way we have to bring this matter before the citizens of Ashland. Similar groups all over
Jackson County are asking their city councils to support the passage of a constitutional amendment that
corporations are not people and money is not speech. This is a national movement. Six state legislatures have
already passed resolutions calling on Congress to pass this Constitutional Amendment.
We have canvassed voters in Ashland, and have received an overwhelming positive response to our petitions.
These are copies of petitions signed by several hundred Ashland voters. When we marched in the 4`n of July
parade wearing our Move to Amend yellow t-shirts,the crowds on the sidewalk applauded and cheered as we
marched by. The citizens of Ashland want to be heard on this issue.
I believe that Citizens United is the most dangerous threat to our democracy we have faced in a long time.
Unless we can overturn it and reinstate common sense regulation of our electoral process, our government will
be for sale to the highest bidder. We know how lobbying money influences what goes on in Washington. I was
part of a conference call to Senator Merkley last week to discuss this. The Senator clearly stated that the Senate
will not pass any legislation calling for a Constitutional Amendment unless there is strong public pressure from
an outraged citizenry to do so. Between now and the Fall election, we plan to offer several information Forums
to educate the public and encourage them to express their opinions.
I urge you to take action to give yourselves the authority to place this question on the ballot in November:
"Shall Ashland voters instruct Congress to amend the United States Constitution to limit political campaign
spending and provide constitutional rights only to people?"
