PHASE ONE PROPOSAL
Mt. Ashland Association is proposing the following work as Phase One of the USFS approved Record of
Decision for the improvements analyzed within those documents. The goal is to improve our Guest's
experience and increase safety on the mountain.
1. Parking has long been the number one complaint from our Guests on the multiple crowded
days during an average ski season. The lack of adequate parking spaces during those busy times
is also a concern of local law enforcement and the Oregon Department of Transportation. We
are proposing to add approximately 90 additional parking spaces on the uphill side of the access
road where it enters the current parking lot. This area is on the Cottonwood drainage side of
the Permit area, not in the Ashland Watershed drainage and does not involve placing any fill
material or the building of any reinforced slope stabilization structure.
2. Re-contouring of the Sonnet beginner area is needed to better serve our future skier's.
Currently the slope starts off at approximately a 6% downgrade, then increases to a 15% to 18%
downgrade and then flattens back out to around an 8% downgrade. By taking the fill material
removed from the uphill side of the access road for the new parking area and moving it to the
Sonnet run we can re-grade the ski run to meet the ideal slope pitch of approximately 11%
downgrade for the upper three quarters of the run. This will make our Guests first time
experience better and increase safety. This area is on the very top of the Ashland Watershed
drainage and is an area that has already been stabilized and will not affect the current work that
has been done in that area.
3. Select existing runs that have been analyzed and approved will be widened by tree removal
only. All but two of these runs widening projects are listed by the parties in the current legal
action "do not object to and do not seek to enjoin." No on the ground dirt work will be done
and all tree removal will be done under the guidance and prescription already lay out by the
USFS. No tree removal is proposed for any of the new runs in the C-6 expansion area in this
phase.

Liquor License Application

SUMMARY
Approval of a Liquor License Application from Preston Will dba Tot Restaurant at 310 Oak Street, #l.
BACKGROUND AND POLICY IMPLICATIONS:
Application is for a new ownership.
The City has determined that the license application review by the city is set forth in AMC Chapter
6.32 which requires that a determination be made to determine if the applicant complies with the city's
land use, business license and restaurant registration requirements (AMC Chapter 6.32).
In May 1999, the council decided it would make the above recommendations on all liquor license
applications.
FISCAL IMPLICATIONS:

STAFF RECOMMENDATION AND REQUESTED ACTION:
Endorse the application with the following:
The city has determined that the location of this business complies with the city's land use
requirements and that the applicant has a business license and has registered as a restaurant, if
applicable. The city council recommends that the OLCC proceed with the processing of this
application.
SUGGESTED MOTION:
Under Consent agenda item, a motion to approve liquor license for Preston Will dba Tot Restaurant.
