On June 20, 2012, the Staff Advisor for the Ashland Planning Division administratively approved your
request for the following:
A request for Site Review approval for the replacement of three existing antennas with three new antennas, and the
addition of two new cabinets to the existing platform on the roof of the Ashland Springs Hotel for the property
located at 212 East Main Street. The proposal is to upgrade the existing wireless communication facilities to include
4G wireless technology. The total number of antennas is not proposed to increase, and the antennas will continue to
be completely camouflaged within the building and parapet. COMPREHENSIVE PLAN DESIGNATION:

The Staff Advisor's decision becomes final and is effective on the 13d' day after the Notice of Final
Decision is mailed.
Prior to the final decision date, anyone who was mailed this Notice Of Final Decision may request a
reconsideration of the action by the Staff Advisor as set forth in the Ashland Land Use Ordinance
QALUO) 18.108.070(B)(2)(b) and/or file an appeal to the Ashland Planning Commission as provided in
the ALUO 18.108.070(B)(2)(c).
An appeal may not be made directly to the Land Use Board of Appeals. Oregon law states that failure to
raise an objection concerning this application, by letter, or failure to provide sufficient specificity to afford
the decision maker an opportunity to respond to the issue, precludes your right of appeal to LUBA on that
issue. Failure to specify which ordinance criterion the objection is based on also precludes your right of
appeal to LUBA on that criterion. Failure of the applicant to raise constitutional or other issues relating to
proposed conditions of approval with sufficient specificity to allow this Department to respond to the
issue precludes an action for damages in circuit court.
The application, all associated documents and evidence submitted, and the applicable criteria are available
for review at no cost at the Ashland Community Development Department, located at 51 Winburn Way.
Copies of file documents can be requested and are charged based on the City of Ashland copy fee
schedule.

DECISION
The subject property, located at 212 East Main Street, is the site of the Ashland Springs Hotel.
Originally known as the Lithia Springs Hotel and later the Mark Antony, the nine-story gothic
bearing masonry structure was constructed in 1925 and was for a long time the tallest structure
between Portland and San Francisco. The building is a primary contributing resource in
Ashland's Downtown Historic District and was individually listed on the National Register of
Historic Places in 1977. A complete certified rehabilitation was completed after the building was
purchased by the current owners for unpaid taxes in 1998.
Several wireless communication facilities already exist on the building, including those for
Nextel, Verizon Wireless, Voice Stream (now T-Mobile), Master Towers/Sprint, Washington
Oregon Wireless (WOW)/U.S. Cellular; and AT&T. The antennas and related wireless
equipment are entirely integrated into and concealed by the architecture of the National Register-
listed historic building, and each installation has been reviewed and approved by both the City of
Ashland and the Oregon State Historic Preservation Office (SHPO). Within the C-1-D
(Downtown) zoning district, the installation of wireless communication facilities on existing
structures is subject to Conditional Use Permit approval as described in AMC 18.72.180.D.
Subsequent additions of antennas by a provider are subject only to a building permit review
provided that the modifications do not increase the height of the installation by more than ten
feet, that they do not alter the way the installation or the building itself relates to the applicable
standards and approvals, and that they do not involve exterior changes to a National Register-
listed building or contributing historic resource. In this instance, the addition of two new radio
cabinets on the rooftop is considered an exterior modification to a National Register-listed

historic building requiring a building permit, and as such, the proposal is subject to Site Review
approval as required in AMC 18.108.040.A.l.c.viii. The primary considerations for the
application have to do with mitigating any adverse impacts of the new cabinet placement, on the
primary contributing historic building through the cabinet's placement, treatment and screening.
As noted above, the application is a request for Site.Review approval to allow the replacement of
three existing antennas with three new antennas, and the addition of two new radio cabinets to
the existing platform on the roof. The proposal is intended to upgrade the existing facilities to
include `4G' wireless technology. The total number of antennas will not increase, and the
antennas will continue to be completely hidden within the building's architecture and behind it's
parapet. The proposed replacement antennas are to be in the same location as the existing
antennas and will utilize the existing camouflaging. The application emphasizes that the antennas
are not to be visible from surrounding public areas. This application modifies the previously
approved Conditional Use Permit (PA-2001-084) for Master Towers; who was representing U.S.
Cellular.
The application notes that as part of required federal permitting, the applicants have completed a
National Environmental Policy Act (NEPA) Review filing for the.proposed site modification
which yielded a fmding that the proposal met federal standards. The application includes a copy
of these findings. The application also contains preliminary written approvals from the Federal
Aviation Administration (FAA), Aeronautics Section of the Oregon Department of
Transportation (ODOT), and the Federal Communications Commission (FCC) stating that the
proposal complies, or is exempt from, each agency's regulations. The applicant has also stated
that installation and maintenance will be according to the requirements of the Building Code and
will obtain necessary building permits.
The material provided with the application include notice from the Federal Communications
Commission (FCC) that the Oregon State Historic Preservation Office (SHPO) concurred with
the applicants finding as part of their NEPA Review that the proposal would have no adverse
effect either directly to the existing resource or in its visual appearance. A condition has been
included below to require the applicants provide evidence of approval directly from SHPO,
including any conditions placed upon the installation, prior to the issuance of a building permit.
With regard to the proposed equipment cabinet installation, the application explains that an
existing reinforced steel platform on the ninth floor roof that holds existing equipment was
designed to accommodate future cabinets. The new 4G Technology requires its own equipment
cabinet and is smaller than the existing ones. And an even smaller 2' by 2' fiber optic cabinet is
also needed to stream large amounts of data associated wit the 4G technology, and will also be
installed on the existing steel platform. Both cabinets have been shown to have a minimal visual
impact, and a photo-simulation of the cabinet as it would appear when viewed from the adjacent
public right-of-way is provided. Both cabinets will blend entirely with existing rooftop
equipment due to its smaller size, placement in a location designed for its eventual installation,
and treatment with a color selected to blend with the hotel's existing exterior finish and
concealed by the existing parapet walls. The application also emphasizes that no increase in
height of the installation or the building is proposed, and that no signage additional signage is
proposed with the upgrade.

Staff received one letter from a resident raising concern over the potential health impacts of
wireless communication facilities. However the Telecommunications Act 'of 1996 expressly
preempts local governments from regulating the placement, construction, and modification of
personal wireless service facilities purely on the basis of environmental effects of radio
frequency emissions to the extent that such facilities comply with the FCC's regulations
concerning such emissions [47 U.S.C: §332(c)(7)(B)(iv)]. The letter submitted did not address
the approval criteria in how the proposal does or does not comply with the standards for
placement and screening, therefore is not applicable in making a.decision for this action.
In considering the application, staff finds that the proposal remains is in keeping with the
applicable city ordinances and the Site Review Chapter, and complies with the both the Site
Design and Use Standards and the Development Standards for Wireless Communication
Facilities found in AMC 18.72.180. Adequate capacity of city facilities is in place to serve the
existing building and the approved wireless communication facility installation and will continue
to serve the proposed replacement equipment. As such, it is staff's determination that the
applicants have met the criteria for Site Review approval. Staff further finds that because the
wireless communications facility installation will remain screened from view through the
existing camouflaging measures and through the placement and treatment of the new equipment
cabinet, that the proposal will not negatively impact either the Ashland Springs Hotel, the
surrounding Downtown district, nor the uphill residential district tot the south. With the
proposals of the applicant and the conditions of approval attached below, staff finds that the
proposal complies with all applicable City ordinances.
The criteria for Site Review Approval are described in AMC Chapter 18.72.070, as follows:
A. All applicable City ordinances have been met or will be met by the proposed
development.
B. All requirements of the Site Review Chapter have been met or will be met.
C. The development complies with the Site Design Standards adopted by the City Council
for implementation of this Chapter.
D. That adequate capacity of City facilities for water, sewer, paved access to and through
the development, electricity, urban storm drainage, and adequate transportation can and
will be provided to and through the subject property.
The application with the attached conditions complies with all applicable City ordinances.
Planning Action 2012-00702 is approved with the following conditions. Further, if any one or
more of the following conditions are found to be invalid for any reason whatsoever, then
Planning Action 2012-00702 is denied. The following are the conditions and they are attached to
the approval:
1. That all proposals of the applicant shall be conditions of approval unless otherwise
modified herein, including but not limited to the proposed replacement antennas being
located in place of existing antennas and continuing to utilize the camouflaging measures
already approved and in place and that the equipment cabinet be as depicted in the
applicants submittals including its size, placement and treatment.

2. That all requirements of the initial Conditional Use Permit approval (PA-2001-084) shall
remain in effect unless otherwise modified herein.
3. That the applicants shall obtain a building permit. Prior to the issuance of a building
permit, the applicants shall provide written statements from the Federal Aviation
Administration (FAA), Aeronautics Section of the Oregon Department of Transportation
(ODOT), and the Federal Communications Commission (FCC) to demonstrate that the
proposal complies with, or is exempt from, each agency's regulations.
4. The applicants shall provide a confirmation letter demonstrating that the proposal has
been approved by the Oregon State Historic Preservation Office (SHPO). Prior to final
inspection approval or use of the replacement wireless communication facilities, all
SHPO requirements shall be met.
5. The applicant shall coordinate the installation of the antenna and cabinetry with the
property owner before the issuance of the building permit.

SUBJECT PROPERTY: 614 Siskiyou Blvd,
APPLICANT: Nola O'Hara
DESCRIPTION: A request for a Conditional Use Permit for a three-unit Travelers Accommodation including the
owners unit at 614 and 616 Siskiyou Blvd; and a Conditional Use Permit to modify a legal non-conforming site.
The business-owner resides on-site in the upstairs unit of the primary dwelling, and the 680 square foot
downstairs unit plus the 575 square foot accessory structure in the rear will be the accommodation units.
Ms. Gunter explained the proposal, and that the non-conformity is in regards to the number of parking spaces
which historically were required. The property is in good condition and has been well cared for. Staff has no
concerns.
Mr. Witford moved to approve. The motion was seconded by Ms. Ken Cairn and was approved unanimously.

Ms. Gunter explained the proposal and discussed the camouflage of the radio frequency permeable panels and
as with previous applications the replacement panels will be required to match the original building, There was

no owner or representative present and there was no one in the audience wishing to speak. The public hearing
was closed.
Mr. Shostrom made a motion to recommend approval of the project. Mr. Swink seconded the motion and it
passed unanimously.
DISCUSSION ITEMS:
A. Certified Local Government Grant (CLG)
The Commission discussed the goals of the educational aspects of the brochures, handouts and display boards
that are to be completed in the 2012 CLG grant cycle. Primary focus is a comprehensive historical education.
Focus on historic preservation and not so much on the history of Ashland. The audience is the property owners,
contractors, plumbers, electricians, the lumber yards and material sales places, realtors, building designers and
architects. The commission wants the documents to demonstrate that history provides a connection to your
community and to personalize the history. Ideas for who to get assistance from were Western Oregon University,
U of 0, Historic Preservation League of Oregon, Comprehensive Plan Policy and existing Chamber of Commerce
documents.
Commission also discussed if any grant money remains to create a Walking Tour brochure and a brochure on the
history of Chinese in Ashland. The commission discussed a recent finding about Wa Chung, a prominent Chinese
Railroad Agent and that he had eel ponds where the natatorium / Twin Plunges and now Umpqua Bank and the
Co-Op sit.

The Ashland Planning Division Staff has received a complete application for the property noted above.
Any affected property owner or resident has a right to submit written comments to the City of Ashland Planning Division, 51 Winburn
Way, Ashland, Oregon 97520 prior to 4:30 p.m, on the deadline date shown above.
Ashland Planning Division Staff determine if a Land Use application is complete within 30 days of submittal. Upon determination of completeness, a
notice is sent to surrounding properties within 200 feet of the property submitting application which allows for 'a 14 day comment period. After the
comment period and not more than 45 days from the application being deemed complete, the Planning Division Staff shall make a final decision on the
application. A notice of decision is mailed to the same properties within 5 days of decision. An appeal to the Planning Commission of the Planning
Division Staff's decision must be made in writing to the Ashland Planning Division within 12 days from the date of the mailing of final decision. (AMC
18,108.040)

18.72.070 Criteria for Approval
The following criteria shall be used to approve or deny an application;
A. All applicable City ordinances have been met or will be met by the proposed development.
B. All requirements of the Site Review Chapter have been met or will be met.

RE: US Cellular's being on the Historic Commissions' agenda for the updating of the
antennas on the existing roof top Wireless Communications Facility (WCF) located at the
Ashland Springs Hotel on 212 East Main Street, Ashland, OR.
Mr. Pina,
This application is to continue the process for a proposed modification of the existing WCF
for US Cellular (USC), located on the Ashland Springs Hotel. This WCF was originally
permitted under a Conditional Use Permit (CUP), as Planning action 2001-084 on August 3,
2001. US Cellular's WCF is in compliance with the original CUP's seven (7) conditions of
PA2001-084.
Based on conversations with City Staff, this proposal is sought as a Type I Planning
Application for a Modification of the Existing Conditional Use Permit.
Per our recent Pre-Application Zoning Conference on May 16, 2012, additional information
was added to this narrative for the Historic Commission per staff comments.
SUMMARY OF EXISTING AND PROPOSED EQUIPMENT CONFIGUARTIONS
US Cellular's existing wireless communications facility consists of three equipment cabinets
placed on an existing platform. Coaxial cables running from the cabinets inside existing and
extensive coax trays to panel antennas mounted on 3 separate brackets on 3 different sides of
the building.
PROPOSED OLDER ANTENNA MODEL REPLACEMENT
US Cellular's existing antennas on the existing bracket mounts are to be replaced with
newer model panel antennas. These current antennas are located on the north, east and west
elevations of the eight story historic Ashland Springs Hotel.
All three of the older TDMA ar-' ~nnas will be replaced with 3 newer ' G models and will
reuse the existing "fluted masort.. cut outs" with painted to match rad, frequency permeable
material and current bracketing systems at all three sectors. The replacing of antennas or
"swapping them out" will have a minimal impact on the historic building's facade. By reusing
the existing bracketing systems, there will not be any physical changes to the building and
there will be no change in visual impact. Everything required for this collocation of the newer
model antennas on an existing WCF, is currently in place.
All three antennas are currently behind parapet or decorative walls. The newer model
antennas will go in the same "fluted masonry cut outs", and will continue to be screened from
view by the existing painted to match radio frequency permeable material.
ANTENNA REPLACEMENT DETAILS
The north elevation panel antenna is mounted to a steel bracing system behind the
decorative parapet exterior facade at the roofline on the eighth floor. This antenna is attached
to brackets that hold it inside a hollowed out portion of the parapet facade. The brackets are in
turn attached to the existing steel bracing. The removal of the older TDMA model and the
installation of the newer 4G model will not affect the exterior of the building at all. As the
attached photo-sim shows, this "swap-out" will remove the older model antenna and install the
newer model where the old antenna was in the previously constructed notch behind painted to
match radio frequency permeable material. Thus no physical alterations to the exterior of the
building will occur for this or any sector's antenna replacement. The visual impact will be zero
as well because no change will be visible from the ground or adjacent buildings.
The East elevation's older model panel antenna is also attached to the existing parapet wall
with a metal bracket and is placed in a "fluted masonry cut out". This antenna will be replaced
with a newer model using the existing brackets and previously constructed stealth notch. The
West elevation's older antenna is also attached to a metal bracket that sits in another "fluted
masonry cut out" in a sixth floor janitor's closet. This older model will also be replaced using
the existing brackets and reusing the previous stealth insert.
All three existing antenna sectors will have the existing antennas replaced with the proposed
newer models antennas using the existing bracketing systems. At all three elevations, no
physical changes will occur to the building. In addition, no visual impacts will occur with the
"like for like swap out". All three antennas are currently behind parapet or decorative walls and
these "fluted masonry cut outs" will continue to be used.
NEW OUTDOOR EQUIPMENT CABINETS
Since the new 4G technology antennas will require their own outdoor equipment cabinet, a
new one is proposed to be installed on the existing reinforced steel platform on the roof of the
building. The new outdoor equipment 4G cabinet is smaller than the existing ones and will
accommodate the newer model of antenna transmitting and receiving capabilities.
A smaller 2' x 2' fiber optic cable cabinet with also be needed as a receptacle for the fiber
optic cable. This service is required to stream large amounts of data with the new technology.
It will be placed in US Cellular's existing lease area and will use the existing reinforced steel
platform to attach to.
Because the existing reinforr-I steel platform is used, no physical 'teration to the Ashland
Springs Hotel building itself wifi _,;cur.
No visual impact will occur with the new equipment from the right-of-way of the front and side
elevations of the subject as the parapet walls conceal them from the view from the ground.
As for the rear of the building, there is a higher elevation residential area along Hargadine
Street and other neighborhood streets behind the hotel. Although at a few hundred feet higher
elevation than the subject and looking "downward", no significant visual impact will occur with
the addition of the new equipment cabinets on the roof.
This is due to several reasons. The distance from the residences to the hotel of this view will
help mitigate any noticeable visual impact. This combined with the neutral colors of the 4G
equipment cabinet and the fiber optic cable vault will blend in with the existing cabinets. The
existing Ashland Hotel rooftop equipment for operations such as HVAC units, air conditioning
units and exhaust vents also help mitigate any impact. Finally the architectural features such
as parapet walls, penthouses and stairwells help as well to lessen any visual impact.
US Cellular has no plans in this proposal for additional lighting or signage at this WCF.
SPECIFIC CODE APPROVAL CRITERIA MET WITH EXISTING WCF AND PROPOSAL
The Wireless Communications Facility (WCF) for US Cellular (USC) was originally
permitted under a Conditional Use Permit (CUP), as Planning action 2001-084 on August 3,
2001. US Cellular's WCF is in compliance with the original CUP's seven (7) conditions of
PA2001-084.
It was approved per the Municipal Code of the City of Ashland under Chapter 18, Land Use.
Section 104 relates to Conditional Use Permits and sub-section 050 relates to Approval
Criteria. Per 18.104.050, the approval was granted by the authority as it found the proposed
use conformed
As wireless facilities are allowed as a conditional use in the C-1-D district, and as US
Cellular proposes to modify its existing conditional use permit, this use is in conformance with
the standards of the zoning district and the comprehensive zoning plan. In addition, US
Cellular is currently in compliance with the CUP and will continue to be in compliance if the
proposal is approved.
CRITERIA MET FROM CHAPTER 18.04 FOR CONITIONAL USE APPROVAL
The modification of USC's CUP for the WCF will have no greater adverse material effect on
the livability of the impact area than the original design. The new replacement antennas and
equipment cabinets are similar in size and scale to the existing equipment. They are the same
approximate bulk and cover the same approximate area as the other equipment.
No new traffic is generated but existing pedestrian, vehicular and mass transit traffic will
benefit from the new 4G technology. Great effort has been put forth to maintain the
architectural compatibility with the historic subject building as well as the surrounding
commercial district.

The WCF's equipment does r ` generate dust, odors, or other envi-nmental pollutants nor
do they effect the air quality. Th6 equipment does not generate any n'' ..e that can be heard
within the building or off premises. The WCF generates no light pollution as it has no
illumination. It does not generate glare as the equipment is painted in flat neutral colors.
There are adequate capacities for City facilities such as utilities, transportation, water &
sewer for this site. The back parking lot and surrounding streets are paved. Plenty of parking
exists for the technician's occasional visits. The site is near Public Transportation in the
Downtown Commercial District.
The Ashland Hotel is a developed site with access to adequate city facilities such as urban
storm drainage, water and sewer services. The existing 440 amp electric service that currently
is connected to the WCF is an adequate capacity to meet USC's needs for this replacement
and addition of its equipment.
CRITERIA MET FROM CHAPTER 18.72 FOR SITE REVIEW APPROVAL
All applicable City ordinances have been met in the past and will be met with this proposal
per the Site Review criteria from Chapter 18.72. USCs WCF original CUP was approved in
accordance with Section 18.72.040 and meets the Criteria for Approval in Section 18.72.070.
The proposed alteration of the WCF will also meet these criterions.
Per Section 18.72.18 of the Site Review Chapter, Development Standards for WCFs, all
requirements have been met in the past and continue to be met in the future. The original CUP
was approved as a conditional use in the C-1 Downtown Zoning Designation and Historic
District. The proposed modification to the WCF by USC falls under Section 18.72.180C5
pertaining to Collocation Standards. The new Directional Panel Antennas will go at the existing
height and USC will obtain the required Building Permit(s) per Sections 18.72.030 (A) (1) (h,I &
j) of the Site Design Standards Code, after the Zoning Process is complete. (ORD 2802, S3
1997: ORD 2951, 2008: ORD 3036, 2010).
The WCF located at 212 E. Main Street on the Ashland Springs Hotel also meets the
sections of the Site Design and Use Standards indicated by the Planning Staff's Pre
Application Conference Comment Sheet dated May 16, 2012. Specifically, Section II (C)(1)
and (C)(2); Section II (D); Section II (E); Section III; Section IV (A) and Section VI.
As previously noted, there are adequate capacities for City facilities such as utilities,
transportation, water & sewer for this site. The back parking lot and surrounding streets are
paved. Plenty of parking exists for the technician's occasional visits. The site is near Public
Transportation in the Downtown Commercial District. Since no improvements are proposed in j
the right-of-way, this proposed WCF modification would not pertain to Chapter 18.88 of the
Street Standards of the Performance Standards Options.
As a matter of record, modifying US Cellular's existing permit is a collocation on an existing
structure and not a new facility on an existing structure, or a new structure. The new antenna
(replacement) installation will occur at the same height as the existing antennas and as such
this modification per the Federal Aviation Administration (FAA) notification pursuant to 14 CR
Part 77, 69 FR 22732 "Collocation Void Clause", "where additional (or replacement) antennas
are added to existing structures that have a "no hazard" determination and where the
additional (or replacement) antennas do not increase the overall structure height, notice to
the FAA for a new aeronautical study is not required." per the Oregon Department of Aviation.
In addition the State Historic Preservation Office of the State of Oregon has issued an
Approval Letter pursuant to the conclusion of "the requirements for consultation with our office
under Section 106 of the National Historic Preservation Act (per 36 CFR Part 800) for above
ground resources".
As previously addressed in this narrative, the proposed modification to the existing CUP will
have no significant visual impact and no significant physical impact on the building. Great
effort and expense has been undertaken to ensure there are no visible changes to the exterior
of the historic building. US Cellular's proposal is reusing these previously constructed stealth
architectural features for this proposed modification project.
In conclusion, US Cellular is proposing to "swap out" existing antennas for newer "like for
like" antenna models using the existing decorative stealth architectural features. Additional
outdoor equipment will not be able to be seen from the ground on the three right-of ways that
surround the historic structure. There will be no significant visible impact from view from the
higher elevations to the rear of the building. There will be no physical impact of this proposed
modification to the Ashland Hotel building.
Please refer to the site plans, the other information provided as well as the photo-Sims in our
submittal package for additional detail on US Cellular's design and antenna location.

The Oregon Department of Aviation (ODA) defaults to Federal regulations regarding
collocation of antennas. According to Federal Aviation Administration (FAA), 14 CFR
Part 77, 69 FR 22732, "Collocation Void Clause," where additional antennas are added
to existing structures that have a "no hazard" determination and where the additional
antennas do not increase the overall structure height, notice to the FAA for a new
aeronautical study is not required.
In response to any development, ODA recommends adherence to ORS 836.600
through 836.630, which allow for the future use and growth of Oregon airports, as well
as to OAR 660-013-0010 through 660-013-0160, known as the Airport Planning Rule. G
The referenced statutes and rules allow for the future use and growth of Oregon
airports. These rules require local jurisdictions to provide for the protection of airport
imaginary surfaces, aviation-related uses, airport growth, and from incompatible land
uses where applicable.

B&T Engineering. Inc. is pleased to submit this "Structural Analysis Report" to determine the structural
integrity of the above mentioned rooftop supported telecommunications site.
The purpose of the analysis is to determine acceptability of the building to sufficiently support the
telecornmunications equipment presented in this report. Based on our analysis we have determined the
suitability for the structure and foundation, under the following load case, to be:
Existing + Reserved + Proposed Equipment Sufficient Capacity
Note: See Table 1 and Table 2 for the proposed and existing/reserved loading, respectively.
The structure has been assessed in accordance with the ASCE 7 standard and the IBC 2009 based upon a
wind speed of 90 mph 3-second gust and seismic parameters of Ss = 0.568 and S1 = 0.250.
All equipment proposed in this report shall be installed in accordance with the drawings for the determined
available structural capacity to be effective.

1) INTRODUCTION
The telecommunications equipment is located on the rooftop of an 8-story building. The Proposed LTE
equipment cabinet will be installed on an equipment platform located on the roof of the building. There are
existing telecommunications antennas located on the roof supported by pipes integrated into the parapet
system. The (2) proposed antennas will be supported by the existing pipe mounts on the parapet walls, and (1)
antenna will be supported by a pipe mount in the janitor's closet on the 6th floor. An equipment cabinet will be
installed on the equipment platform on the roof.
2) ANALYSIS CRITERIA
The structural analysis was performed for this structure in accordance with the 2006/2009 International Building
Codes and the ASCE 7-05 Design Standard. The TIA-222-F and TIA-222-G apply to telecommunications
towers. Although telecommunications equipment is present, this structure is primarily a building and is more
appropriately assessed with the ASCE 7 Standard. The design wind speed for this location is 90 MPH 3-second
gust. The seismic parameters are Ss = 0.568 and S1 = 0.250 which results in a seismic force of approximately
45 lbs. per antenna, which is miniscule compared to the overall seismic force required for a structure of this
magnitude.

This building is a substantial structure and currently supports rooftop antennas and an equipment
platform. The additional antennas weigh approximately 70 lbs. each, and produce a seismic load of
approximately 45 lbs. each. The total gravity load added to the building is approximately 600 lbs. and

the total seismic load added to the building is approximately 390 lbs. These increases are
insignificant to the structural design demand for a building of this type.
The equipment cabinet weighs approximately 315 lbs. and has a footprint of 4 square feet. The
equipment platform was designed to support equipment loads in excess of this weight.
3.2) Assumptions
1) The structure was built in accordance with the designer's specifications.
2) The structure has been maintained and is free of damage.
3) The configuration of antennas, transmission cables, mounts and other appurtenances are as
specified in Tables 1 and 2 and the referenced drawings.
4) When applicable, transmission cables are considered as structural components for calculating
wind loads.
5) Mount areas and weights are assumed based on photographs or mapping data provided.
This analysis may be affected if any assumptions are not valid or have been made in error. B&T
Engineering, Inc. should be notified to determine the effect on the structural integrity of the structure.
4) ANALYSIS RESULTS
4.1) Recommendations

1) The antennas shall be installed on the existing antenna mount pipes within the parapet wall
screening system in accordance with the installation drawings by B&T Engineering.
2) The equipment cabinet shall be installed on the equipment platform located on the roof. Proper €
anchorage to resist wind and seismic loading shall be provided.
