I, Joseph M. Butler, City Recorder of
the City of Ashland, do hereby certify that the
attached 1S a true copy of the amendment adopted
November 5, 1974, to the Charter of said City,
which Charter was granted in 1898, and approved
and ratified (as amended) on October 24, 1972.
This amendment changed Article III, Section 3 of
the Charter. I have compared said copy with"the
original and it is a correct transcript therefrom
and of the whole of such original.

PROCLAMATION
I, WILLIAM P. ROBLE, Acting Mayor of the City of
Ashland, Oregon, do hereby proclaim the passage and enactment
by the people of the City of Ashland, by virtue of the Special
Election held November 5, 1974, of that certain Amendment to
the Charter of the City of Ashland, Article III, Section 3
thereof, which Charter Amendment reads as follows:
"SECTION 3. Salaries. Any change in the amount of
the present compensation received by elective officers except
for the Recorder, shall be submitted to the vote of the people;
however, the salary of the elected Recorder shall be in its
present amount and be adjusted starting with the fiscal year
1974-75 in the same percentage as the average salary adjust-
ments of the other supervisory employees and department heads
of the City of Ashland."
The passage of said Amendment was declared by the
City Council of the City of Ashland by Resolution No. 74-45,
said Resolution being adopted November 8, 1974.

Prior to the election of November 1971, tLere was a consideraule
amount of discussion regarding possible methods of providing a long-
term solution to the setting of the salary for the City Recorder.
The Recorder is in a rather uriique rosi tion, in that al though he is
an elected official, ;,e is i;1 effect a full-time City employee acting
in harmony vith the Director of Finance on accounting functions, and
as clerk of tlio City Council on official business. Additionally, the
Eecorder acts in the capacity of internal auditor, and as full-time
liaison with the electorate on other City r.1atters.
For this reason, t])e charter was frar.1ed in a fashion that would in
no hay make the Recorder beholdin to the Council, by fixing the sal-
ary t}' a vote of the people, apart from the City Council. It has
1;cen recognized that although this is an extremely cumbersome proce-
dure, it has kept the Lecorder's position totally autonomous.
I have particularly appreciated .Joe Butler, not only for his cooper-
ative helpful attitude, but have come to respect him for his compe-
tence and businesslike attitude. We arc indeed fortunate in having
a man of Joe's personal qualifications and bacLground in this impor-
tant position.
Mr. Butler feels the inflationary squeeze like the rest of us, and
althougll tIlls is an autonomous position, I do feel a personal obli-
gation to simply make a suggestion for your consideration. ~e are
now negotiating ~it1l four lator unions, and have based salaries on
non-unionized employees on thc settlements wit]l these four unions.
I 1wuld therefore suggest that the charter be amended to provide
that future adjustments to the salary of the recorder, shall be
in terms of the average percent of adjustmcnt granted all City
employees.
The above method would ta"c tile issue totally out of t;:e realm of
politics, maintain the salary relationshir between the Recorder and
other City department heads, and. provide a fair means of j::ompensa-
tion thereby insuring thc retention of a qualified individual iI',
this position.

In the event that the Coullcil wishes to pursue this matter, it would
be necessary to adopt an appropriate resolution not later than Sep-
tember 5, 1974.

NOTICE IS HEREBY GIVEN that a Special Election has been called and
will be held in the City of Ashland, Oregon, on the 5th day of November,
1974, at which time there will be submitted to the legal voters of
said City for their approval or rejection an act of municipal legislation
to amend the Charter of said City, the Ballot title of said measure
to be as follows:

51. CHARTER AMENDMENT, ADJUSTMENT OF RECORDER'S SALARY
Shall Article III, Section 3, of the Charter of the City
of Ashland be amended to provide that the elected Recorder's
salary be in its present amount and be adjusted starting
with the fiscal year 1974-75 in the same percentage as the
average salary adjustments of the other supervisory employees
and department heads of the City of Ashland?
The polling places for the purposes of the Election are as follows:
Precincts 1 and 2 - Lincoln School, 320 Beach
Precincts 3 and 6 - Ashland Senior High School Gym, South
Mountain and Iowa
Precincts 4 and 5 - Briscoe School Gym, 265 North Main
Precinct 10 - Cascade Dining Hall, SoO.Co, Siskiyou Blvdo

SECTION 1. Ordinance No. l(i58 of the City of Ashland 15 IIl'relly
repealed.
SECTION 2. The duties of the City Recorder/Treasurer shall in-
clude those imposed by State law, the City Charter and City Ordin:;nces.
SECTION 3. It shall be the duty of the City Re~order/Trensurer
to perform the following tasks:
(a) Act as clerk of the Council; record and transcribe proceedings
of the City Council; sign and record Ordinances and Resolutions;
(b) Act as custodian of all City Ordinances, Resolutions, Council
minutes, deeds, contracts, judgments, promissory notes and the
City seal;
(c) Certify property tax levies and delinquent assessments to the
County; receive property taxes paid over by the County;
(d) Act as custodian of all City monies and securities;
(e) Prepare, issue and record all cemetery deeds;
(f) Conduct City elections in cooperation with the Jackson County
officials responsible for conducting elections;
(g) Maintain daily and monthly bank account balances;
(h) Redeem bonds, coupons and warrants; maintain bond registers;
(i) Secure signed Bancroft bonding applications;
(j) Record and bank monies received by the City;
(k) Issue checks and warrants necessary to pay valid claims on the
City treasury;
(1) Maintain docket of City liens and prepare lien reports as required;
(m) Purchase investment securities in cooperation with the Director
of Finance;
(n) ~laintain docket of City liens and prepare lien reports as requested;
(0) Maintain docket of water and sewer connect fees;
(1') Allocate property tax receipts;
(r) Maintain warrant register;
(s) Maintain file of legal notices;
