Moved and seconded that same be allowed and Recorder pu same. Carried. s Requisition No. 41 from the Rlectric Light Department asking perm purchase supplies amounting to $249.29 was read. Moved and seconded that same e Ayes, Root, Banta, Lamb, Nininger and Cornelius.. Medford and confer with the City Attorney of Medford and see about the jutney o2 and then go on to Jacksonville and see about,the taxes. Seconded and carried. Moved and seconded to adjourn. Mayor and Common Council, Greeting: In going over the accounts of the different City Funds I find there a number of funds having a credit balance on the books that have ha outstanding bonds or indebtedness to pay; I also find there are some having credit balances no outstanding Bonds but have outstanding indebetednesses exceeding their cred AT antes, others do not. , These surplus amounts have accumlated from penalties co. from non-payment of assessments: These funds are conposed of Sewer Districts No. 3,4,5,6,7,9, and 11,,. Fourth Street,Sdwer, Granite Street Sewer and Central Main street or Sewer Fund. find that Sewer District No. 8 owes Sewer Fund $308.47 and has a credit balance; $43.72. I also find that Sewer District No. 12 owes the same fund and Distric $164.00 and has a credit balance of $149.38. I have talked this matter over frith the City Attorney and I would tti suggest that the Council grant me power to settle these accounts as follows: Trans6er from District No. 3 to District No. 7 a sufficient-amount to enable No Ro to settle with Sewer Fund; also from No. 3 to No. 9 sufficient amount to enable'" Qa to settle with Sewer Fund and so on through all these different Funds; also tram from these different funds to District No. 8 and No. 12 sufficient amounts to en them to settle with Sewer Fund and District No. 5. Then transfer to Sewer Dfatrict No. 10 sufficient to call all bondsa e No. 10 amounting to $800.00 for payment April 1st,, and whatever surplus. there is $p Sewer b'und place it in'"Sewer Redemption Fund, and whatever amounts. received on tH Funds, in the future, that are hereby settled up and closed place in Sewer Reds mp Fund to be left there and used as a redeeming lund for sewer districts 6,% bondsa vo they can be called for payment. =th mo By this method during the present year, all the bonds of Sewer Districts th to No. 16 can be redeemed and a great amount of interest saved and eventually fut payments to these funds will b reverting to the General Fund. 'red The amount lying idle in these fund to date total something over $7004. and can be legally used to redeem bonds of other Sewer Districts and thus save the interest. There being four in favoP thereof and none against mia Mayor declared the resolution adopted. f= Mr. Banta made a verbal report about trip to Jacksonville, stating tht all elinquent taxes had been sold and the certificates issued but the Sheriff would call err, nthe certificates and would notify the City Attorney or Mr. Banta. Mr. Banta also am itated that there were, three lo,§§ on Fourth Street belonging to the Walker Estate on r a delinquent list of about $15rdelinquent taxes against them not including paving eseesments, and moved that the Realty Committee take the mater up with the City Attorney eference to the City paying the delinquent taxes and getting Ahe sheriff's certificate nd' nsame as soon as possible. Seconded and Carried. E[o` n' Mr. Banta reported on the Jitney proposition at Medford, stating that Council- Keene said they had a license ordinance there and they were going to take up the eo roposition of the ordinance licensing automobiles and would send the City a copy of ame as soon as it was passed. an Mr. Root moved that the Fire Chief and Recorder confer with the Ordinance ommittee and City Attorney reference to a new Fire Ordinance to repeal the old ordinance d specify the authority of the Fire Chief and Chief of Police and report same at be_` ext meeting. . Seconded and carried. eu e The Fiae Chief reported bad condition of the woodshed inthe City Hall. Same was referred to the Finance Committee. Mr. Banta moved that the salary ordinance reference to Pittingers salary L7 eamended on account,that the way the salary ordinance stood now Mr. Pittinger s to reareive one half of kis salary from the Fire Fund and one half from the General nd, and as he had been transferred to the Fire Department his salary should all be a aid from the Fire Department. Seconded and carried. The Standard Oil Company's representive spoke on lubricating oil, offering a City same at 541Ar and 44-be delivered f.o.b. Ashland. Mr. Banta moved that the ouncil give an order for 15 gallons of the 44*f1 oil and 52 gallon:.barrels of the 54Je tH it and a container at $2.10. Seconded and carried. The Superintendent of the Water Department made some remarks in reference a. the Water Ordinance and it was moved and seconded that same be Peferred to the rdinance Committee and Superintendent of Water Works, City Recorder and City Attorney. econded and carried. Mr. Reed made some remarks in regard to his electric light rates on his flats ved and seconded that same be referred to the Electric Light Committee. Moved and seconded that Council adjourn. Councilman Cornelius moved that the rules be suspended and that Council ~n solve themselves in to a canvassing board and they proceed to canvass the votes of the ecial City Election held March 19, 1917, Seconded and carried. a' e The Council sitting as a Canvassing Board then proceeded to canvass the ,n otes of said returns and after due and regular canvass thereof the said Council determined e result of such canve.ss to be as that shown by the Recorders canvass. and Mr. Banta ved that the records show that the Council sitting as a canvassing board agree with efindings of the Recorders canvass.
