SUMMARY
Citizen Budget Committee member Doug Gentry recently submitted his resignation from the
committee effective immediately. The term for this position ends December 31, 2013.
BACKGROUND AND POLICY IMPLICATIONS:
The Citizen Budget Committee consists of elected officials and an equal number of citizen members
appointed by the governing body.
If a member resigns, the governing body appoints a replacement to complete the term. If the governing
body is unable to appoint qualified individuals to vacant positions, after making good faith effort to seek
qualified citizen members, the budget committee may function with a reduced number of members.
The budget season is about to begin and the first meeting is scheduled for February 21, 2013.
STAFF RECOMMENDATION AND REOUESTED ACTION:
Council Options:
• Consider appointment of Dee Anne Everson for the remainder of this term. Ms. Everson
previously served on the Citizen Budget Committee from 2005 until 2012 and would be willing to
complete the one-year period left on this term.
• The council can consider applications received this last December 2012 for individuals who were
not selected during the annual appointment process and applications that were received at the time
that DeeAnne Everson resigned in March 2012.
• The council can request that the position be advertised and applications received for consideration
of appointment. Deadline date for submission of applications would need to be determined.
SUGGESTED MOTION:
I move to for the Citizen Budget Committee position with term ending of December
31, 2013.

I served as a student Senator for my college from 2008-2010 as a member of the Budget
Committee/Finance Board, Research Committee, External Affairs, and Public Events
Committee.

What prior work experience have you had that would help you if you were appointed to
this position?
My position as a Student Senator on the schools Budget Committee/Finance board will
transition seemingly to Ashland's Budget Committee. I have over two years of
experience managing a $1.2 Million dollar budget, reviewing and analyzing fund
allocations for over 95 student club organizations. My role on the Research Committee
has also given me the opportunity to work hand in hand with our schools faculty
members with drafting grant applications/guidelines for our student body and allocating
grant approvals. I would also add that I have had an excellent opportunity as a bank teller
at Wells Fargo right here in Ashland that has given me the customer service experience to
be able to work with our local business owners and understand what it takes to help them
succeed financially.
Do you feel it would be advantageous for you to have further training in this field, such
as attending conferences or seminars? Why?
I would love to have the opportunity to speak with current members of the Budget
Committee to learn more about how the committee functions at a team and individual
level. I would be even more interested to attend as many conferences/seminars that this
committee is involved with in order to better understand how I can be a strong asset to
the committee.

Why are you applying for this position?
I am applying for this position on behalf of my passion to serve the people of Ashland
and to help maintain a strong community with the financial support it deserves. Ever
since the financial collapse of 2008, I have taken a strong desire in understanding how
not only our nation, but our community can work together to prevent such a catastrophe
from happening again. In order to make big changes with our nation, we have to start
small and local. I can't think of a greater city to be a part of where I could have the
opportunity to impact people's lives for the better.

meetings? Do you prefer day or evening meetings?
Yes, evening meetings would work better with my work schedule, but if they are planned
well in advance, I can take the necessary time off.

Since August 2010.

Although I have not lived in Ashland for very long, I feel that I have developed a strong
sense of well-being with this community. I am confident with my work experiences that I
will more than capable to make sound concise decisions on the behalf of the Ashland
community. My experience as bank teller helping customers with their financial needs,
and playing music down town to help create a more positive and entertaining atmosphere
for our city is a daily privilege I have as an active member of our community.

at a number of non-profit organizations and cares deeply about Ashland. I believe increased
fiscal efficiency would produce sufficient funds for an improved life style for all our citizens.

I actively volunteer with the Ashland Police Department, Science Works Hand-On Museum,
OSF, Tudor Guild, JPR, AIFF and the Siskiyou Singers. I also deliver Meals on Wheels in
Ashland every Tuesday.
I am a recipient of a City of Ashland Certificate of Appreciation for Volunteering, and an
Oregon Governor's Volunteer Award.
During my professional career, I served on the American Society of Materials, International
(ASMI) and the American Institute of Aeronautics and Astronautics (AIAA) National

Over five years working in the business of mineral exploration, including economic
analysis of mineral prospects. Over twenty years in academic administration in Kansas

(Dean of Sciences at SOU for 12 years). At both these academic positions, 1 managed
budgets, both state general fund and foundation accounts.. At SOU, I had to work with the
University-wide budget and the State Budget as well as those of Sciences and its seven
departments and programs.

as attending conferences or seminars? Why?
No. I believe 1 can learn from other Committee members and staff what 1 need to
know.

Why are you applying for this position?
I am a citizen observer of the AWAC process and serve on the Wastewater advisory
committee. Both of these activities have significant potential impact on the City Budget
and I think knowing more about that budget would he interesting to me. I also think that I
am good at both understanding details and spreadsheets and at seeing the big picture
when it comes to budgets and projects. Lastly, since our retirement both my wife and 1
are wanting to devote more time to serving our community

Citizens' Budget Committee and Housing Commission
Dear Mayor and/or City Council,
I am,applying for volunteer positions on the Housing Commission and Citizens' Budget
Committee, and ask to be strongly considered for the positions. With the Housing Commission
looking to revisit the Fair Housing Ordinance, and wanting student involvement within this process,
I have recruited a student to take on the role of Student Liaison, and am myself applying to be a
Commissioner after discussion with members of the Commission. After speaking to several
Councillors regarding the importance ofthe budgetary process to any understanding of City affairs,
I have decided to pursue this in line with my interest in serving the City.
My interest in serving items from a deep-seated interest in government, history, law, and
economics, as well as a commitment tofurther understanding the decision-making process of the
City of Ashland, of which 1 have been a resident for twenty years.
During my time at Southern Oregon University, I have studied mathematics, history,
economics, science, music and philosophy, and am now in my senior year, completing a BA in
mathematics and history. It was not until 2009 thatl-began to become actively involved in my
community, educating myself on local issues, joining local non-profits such as the regional chapter
of the United Nations Association and Peace House, each of which 1 now serve on as a member of
the Board of Directors. As a student, I have worked to reach out to my fellow students and
encourage them to become more actively involved in their community.
Through volunteering and organizing educational events, i have had the opportunity to
meet many members of the Ashland community, Through this, I have acquired a better
understanding of the diversity of people who inhabit Ashland, and the part they play within our
community. Within the last year I have become further interested in City affairs, examining past
budgets and historical documents concerning Ashland, attending City Council meetings and
studying the relation of various committees and commissions to the Council and its duties.
As a student beginning, Honor's theses in mathematics and history, I have experience with
examining the grounds of arguments in a variety of contexts and would bring an attention to detail
and commitment to research to my service in the City. Through my involvement in a variety of
communities in Ashland, I have worked to understand a variety of points of views, and value the
ability to listen respectfully to differing opinions in any context. Within City affairs, i"understand the
crucial importance of working together to accomplish the duties set forth for each given body, and
will bring a commitment to actively listen.to and work with others.
Discipline and responsibility are among my personal core values, The work I have pursued
with the greatest discipline up to the present has been primarily academic in nature, but in the last .
several years I have been pursuing how i can best make our City a better place to live for all its
residents. I hopeto bring this attitude to the fulfillment of my duties to the City, and look forward to
learning further about the process of local government in practice, speaking with other
commissioners and citizens to get a variety of perspectives.
It is my belief that a government can only serve its true purpose when a variety of diverse citizens

are actively involved in. and educated about it, working together as a community to serve all of its
members.

this time.

Why are you applying for this position? I feel this is a meaningful way I can use my
experience and capability to help Ashland be on sound financial footing so it can

Subject: Note on dogs in shelter
City Councilors,
I wanted to add a couple of pieces of information relative to the item about having dogs in the Thursday night
shelter.
1. In drafting the proposed agreement, those of us working on it overlooked the need for the Temple and
Church Boards to consider and approve the specific item of financial responsibility for any damage that
could result from animals. The Temple and Church have already expressed their commitment to the
shelter night and we believe that the Boards will approve the proposal because we believe that the
process that we are proposing will not result in damage. However, the Boards don't meet again until
March. We ask that you approve the proposal tonight with the knowledge that the Boards will consider it
soon, that the City's insurance is in place, and that the risk of damage under the process proposed is very
unlikely.
The process proposed is that one dog will be taken in and crated at a time, and one taken out in the
morning at a time. The crates will be on thick plastic. If there are more dogs than crates, the dogs will be
turned away until we have a sufficient number of crates. Logistically, the crates and plastic add an element
of work, but organizers believe that providing shelter to people is worth that effort.
2. Pro-Bone-O is a non-profit organization in Eugene that provides clinic services to pets belonging to people
who do not have a fixed, regular, or adequate residence" They provide volunteers and all of the physical
support for dogs at the Eugene Warming Shelters. We are communicating with that organization and have
modeled our proposal off of the process they utilize. At the end of this note is a section from their website
responding to the question of why they provide their services to people who are homeless with pets.
3. The national non-profit called Pets for the Homeless provides financial grants for pet Wellness Clinics for
pets belonging to people who are homeless. In a recent phone call, they encouraged unto submit a
proposal. The process of identifying one or more veterinarians interested in par ticipating in the project has .
begun. They also give grants for crates, but we are confident that we can obtain the small number needed
through donations.

Homeless people shouldn't have pets since they can't seem to even take care
of themselves. So why do you do this for them?
These pets are family, protectors, companions, sometimes lifelines to sobriety or mental health. The pets
are typically healthy and well socialized as they are with people and other animals most of the time. For
the sake of argument, let's say that people who are homeless "should not" have pets. We ALL do things
we "shouldn't" do. Doing things that we "shouldn't" is not something that is limited to the segment of the
population in homeless situations. And, people who are homeless often find and rescue animals that have
been abandoned or dumped by others.
Resardina Question of Liability
Staffs memo for Fiscal implications states: "The most significant fiscal implications are potential
repair costs and the risk of liability for personal injuries to guests or volunteers."
1. The City currently has insurance coverage that would cover repair costs.
City Council agreed to pay a higher premium ($400/month). This is part of city's overall
insurance policy, not a separate rider. Once the city's deductible is met for any and all claims
against the City, it is met. Any claim associated with the shelter comes under that coverage.
Even if the Temple and Church agree to reimburse City for damages, it is likely that the
insurance company would have paid the cost of repair.
2. The City has limited its exposure for personal injuries.
Insurance: City's insurance company said they would not raise the rate if dogs were allowed in.
This indicates that they are have determined that including dogs does not represent a risk
beyond the $400/month.
Hold Harmless: The City already has a "Hold Harmless" clause in place with the Temple and
Church. If a lawsuit is filed and the City is named, they protect the City against costs associated
with defending against it. The remaining risk is if the Temple and Church's insurance was
insufficient to cover damages that could be awarded. The City could then have some liability.
It's important to keep in mind the relatively low level of risk possible from a dog under the
proposal to leash and crate dogs while they are at the shelter. City Attorney Lohman stated in a I
conversation with me today, "it's not likely that a lawsuit [resulting from this change] would be
for a large amount."
3. City accepts and co-sponsors activities involving high levels of exposure with other
community groups.
One example is the 4th of July event, which involves alcohol being served on, or adjacent to
public property, flyover of jets, dogs and vehicles in close proximity to large numbers of
attendees, etc. that has similar protections (insurance, hold harmless clauses) but that still
involve risk. We would hope that the City Council applies a common standard of risk tolerance
as it evaluates its options to support community initiatives.
Options: In addition to the options outlined by staff, the City Council could also elect to:
Approve the inclusion of dogs conditional on finalization of the suggested changes staff
proposes to the agreement/resolution. This could allow shelter sponsors to test the proposed
procedures
Approve letting pets in for the emergency shelter when it is at Pioneer Hall.
