The area will have a rock base and screened by a slatted fence. Access will be from the rear of the storage area. COMPREHENSIVE PLAN DESIGNATION: Employment; ZONING: E-1; ASSESSOR'S MAP 39 lE 12; TAX LOT 310 The Staff Advisor's decision becomes final and is effective on the 13'' day after the Notice of Final Decision is mailed. Prior to the final decision date, anyone who was mailed this Notice Of Final Decision may request a reconsideration of the action by the Staff Advisor as set forth in the Ashland Land Use Ordinance (ALUO) 18.108.070(B)(2)(b) and/or file an appeal to the Ashland Planning Commission as provided in the ALUO 18.108.070(B)(2)(c). An appeal may not be made directly to the Land Use Board of Appeals. Oregon law states that failure to raise an objection concerning this application, by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue, precludes your right of appeal to LUBA on that issue. Failure to specify which ordinance criterion the objection is based on also precludes your right of appeal to LUBA on that criterion. The property is zoned E-1, as well as the surrounding properties to the west and south; east and north of the subject parcel is outside City Limits. The parcel has no utility connections, and is bound by Airport Road to the south and Emigrant Creek to the north. The application is for a Site Review approval to construct a 21,250 square foot electric pole storage yard. The storage yard will be utilized as a drop-off/pick-up location for electric poles, and not utilized as extended parking. The project is set inside a natural berm on the property and will have a slatted chain link fence to screen the pole yard from the nearby rights-of-way. The site and access road will utilize a gravel base, and access to the storage yard will be from the rear via a 25 foot wide gravel drive from Airport Road. Since the property does not have electric or water utilizes, the site will be maintained in its natural state. Storm run-off will be mitigated throughout the site naturally, by percolating through the gravel base and ultimately into the ground. Findings state that run-off will not pose a hazard to Emigrant Creels, which is approximately 125 feet to the north Staff finds that since the proposal is nothing more the a pole storage yard, set inside a natural berm, and with no access to unities, that any potential impacts to the site or surrounding properties is minimal, and therefore compiles with the Ashland Municipal Code requirements and the Site Review chapter. All applicable City ordinances have been met or will be met by the proposed development. B. All requirements of the Site Review Chapter have been met or will be met. C. The development complies with the Site Design Standards adopted by the City Council for implementation of this Chapter. D. That adequate capacity of City facilities for water, sewer, paved access to and through the development, electricity, urban storm drainage, and adequate transportation can and will be provided to and through the subject property. The application with the attached conditions complies with all applicable City ordinances. Planning Action 2012-01300 is approved with the following conditions. Further, if any one or more of the following conditions are found to be invalid for any reason whatsoever, then Planning Action 2012-01300 is denied. The Airport Commission gave their approval to proceed on Tuesday May 8, 2012. The area is 170 feet wide by 125 feet deep. The area will be fenced and a rock base will be constructed. One double gate is planned for the area located on the SW corner. The Electric Department will construct a 25 foot wide rock based road from Airport Road to the fence gate. The road to the pole yard will not be fenced. Including the road to the gate, the yard is estimated at 23,000 square feet. All Storm water/drainage will likely disperse into the pole yard naturally, or be absorbed into the ground, and would not pose a hazard to Emigrant Creek, approximately 125 feet to the north. This area will not have electric facilities or be used as a construction zone. It will be utilized to store poles for the use of the Electric Department. The project will not affect the existing site with regards to parking, landscaping, circulation, pedestrian and vehicular traffic and egress. In pursuing Site Design approval, the Electric Department has gone through great lengths to meet all applicable City ordinances and design requirements, while being limited in the type and intensity of the proposed use, which is nothing more than a storage yard for poles. Orientation and Scale 1. The proposed site will be a fenced in storage area with no "orientation" to the street. The access entrance will be from the rear via a gravel road from Airport Road to the fence gate. Streetscape The project is set inside a natural berm on the property and will have a slated chain link fence. Landscaping The site does not contain electric or water utilities and thus will not have installed landscaping. The site will be maintained in its natural state. Parking The area is not intended for extended parking. It is utilized as a drop off and pick up location for poles. Poles will be allocated on the site by size and allow the driver to loop inside the fence to access the different pole sizes.
