COMPREHENSIVE PLAN DESIGNATION: Low-Density Multi-Family; ZONING: R-2; ASSESSOR'S MAP 39 lE 09DA; TAX LOT 3200 SUBMITTAL DATE: July 17, 2012 DEEMED COMPLETE DATE: July 24, 2012 STAFF APPROVAL DATE: August 22, 2012 APPEAL DEADLINE: September 3, 2012 FINAL DECISION DATE: September 4,2012 APPROVAL EXPIRATION DATE: September 4,2013 DECISION The subject parcel is located mid-block on the west side of Alida Street between Blaine Street and Siskiyou Blvd. The property and surrounding uses are zoned R-2, Low-Density Multi-Family Residential, and are located within the Siskiyou-Hargadine Historic District. The parcel is 8,000 square feet, rectangular is shape, and is relatively flat throughout the parcel. The home fronts onto Alida Street and has alley access in the rear of the property. Alida Street has a 70-foot right-of-way with a 33-foot improved width, and has curbs, gutters, sidewalks, and landscape strips with street trees. The alley right-of-way is 16 feet wide with a 12 foot improved width. The property contains a single-family home, a historic detached garage, and a new 850 square foot accessory structure that houses a single-car garage and the proposed unit. The residential home is known as the `John D. and Dorothy Murphy House' that was likely constructed in the mid-1940s. The home retains typical elements of postwar design including wide board siding, numerous windows, and a large brick chimney that dominates the streetscape. The City's Historic Survey says the Murphy house "relates its original design and appearance during the period of historic significance"; and therefore is considered a Historic-Contributing resource. The application states there was an illegal accessory unit in place when the owners purchased the property, but decided to demolish the non-conforming structure and construct a combined garage and accessory unit that meets all current zoning requirements. The application is for a 450 square foot Accessory Residential Unit (ARU) attached to a 400 square foot garage located in the rear of the property. There is adequate capacity of public services to serve the site since an ARU was previously established. The applicant will relocate the secondary electric service to the new unit by utilizing the existing electric meter and rewiring to be exclusive to the new unit. There is available water, storm drain and sanitary sewer service in the adjacent public right-of- PA #2012-01026 145 Alida SUMP Page 1 way of Alida Street to serve the unit. The applicant has also proposed that the trash and recycling enclosure be located on the north side of the building adjacent to the alley. The application includes a landscape and irrigation plan showing that the current landscaping is well established. Site Review approval criteria require that the proposed use complies with all applicable land-use ordinances, including the Site Review Chapter (18.72) of the Ashland Municipal Code (AMC) and the Site Design and Use Standards. The parcel is 8,000 square feet, which is large enough for the existing home plus the proposed dwelling unit, in accordance with AMC 18.24.040. The proposed unit is less than 500 square feet, which counts for .75 of a unit for density purposes. Two off-street parking spaces are required for the primary dwelling, plus one space for the ARU; for a total of three parking spaces in accordance with AMC 18.92. The property has a single car garage off Alida Street, and a new single-car garage attached to the proposed unit accessed off the alley. The applicants have requested to utilize 37 linear feet of uninterrupted curb along Alida Street as their third required parking space. The application states there are three areas dedicated to bicycle parking, one of which is on the north side of the garage where the trash and recycling will be located. Unfortunately, because the trash and recycling is proposed in this location, this will not satisfy as a bicycle parking area. However, the application continues to say there is room for multiple bicycles inside the garage, therefore staff finds that inside the garage will satisfy as an approved bicycle paring location. The Historic Commission reviewed the application at their August 8ffi, 2012 meeting. The applicants stated they did extensive research to ensure that the architecture, furnishings, and colors would closely relate to the established neighborhood pattern. The new structure has shallow roof profile, matching color schemes, wide-board siding, and historically compatible windows. The Commission felt that improvements to the site are consistent with the neighborhood and the historic pattern of the area, and therefore approved the application as submitted. In staff's view, the proposed unit is in prime location for a small accessory unit in Ashland, and meets the minimum requirements of the Site Review chapter of the Ashland Municipal Code and is compatible with similar small units located off this segment of the alley in the neighborhood. The criteria for Site Review Approval are described in AMC Chapter 18.72.070, as follows: A. All applicable City ordinances have been met or will be met by the proposed development. 8. All requirements of the Site Review Chapter have been met or will be met. C. The development complies with the Site Design Standards adopted by the City Council for implementation of this Chapter. Lot Coverage See attached revised detail from Polaris Surveying to show 32.27% total lot coverage including the new addition of 1330sq. ft. of paver patio and concrete pathways. Historic Coin atibility: We are dedicated to reviving the 1945 character of our home. I have done extensive research on mid-century homes, architecture, furnishings, colour, etc. I have included photos of work done with pictures of original home, as well as what the house looked like when we purchased in Sept. 2011. Specific response addressing recommendations of 1/26 review by Historic Review Board: 1. We have a single door for entry 2. We do not have any sliders 3. We designed the mulled window facing original home with 2 SH and a fixed middle window which the building dept. made us change w for egress to a casement. We have three other casements on the south wall as well. For security and privacy we used high awning windows on the alleyway to take in light and reduce the chance of burglary/ vandals, which has occurred in the alley due to the proximity to the high school as well as the transient and vagrant population of our town. I have included pictures of our two casement windows in the house that are original, as well as the SH that were replaced before we purchased the home. I do not know if there were DH prior, but again these lack security unless they have locking mechanisms built in which are an additional cost. We have gone to great efforts to use siding that looks original, roofline that was similar yet lower profile, copied the trim patterns of the main home as well as other historic notations on the interior including cabinetry (down to hinges), countertop for kitchenette area, paint colours, subway the use, lighting design. 4. Unit design is compatible to original home (well within and does not exceed 30' height) and did not affect original outside historic interest. * refer to photos enclosed ire Comments: 1. Our unit is 125 feet from the street; the entire lot is only 160 feet long. We have a fire hydrant next door in front of 133 Alida St. We have full access from Alida St. as well as an alley behind the structure with 16 feet is the narrowest point. The alley is paved to the SW corner of our lot from Siskiyou. The roads have less than 15% slope, and are virtually flat without and without vertical clearance restrictions (trees, building overhangs, etc). There is access around entire new structure (concrete walkway to the north, patio and concrete walkways on west, south, and east sides with 6' wood fencing on the west alley the gates have typical hinged gate latches. Marguerite approved our unit during construction phase WITHOUT interior fire sprinklers, and now the unit is finales. All along the intended use has been as a living space with potential of an legal ADU (pending paperwork, etc) with the building department and is shown by the additions of separate gas and electric meters. 2. Addressing: ALREADY ASSIGNED 147 Alida St. Upon approval permanent signed will be installed on Alida St. per code (4 inches tall and in contrast to background). 3. Footpath around structure is present and approval/review by Fire Dept. 4. Gates and fences shown on plan (garden schematic-revised) 5. Landscaping: see note on mugo pine above (3 are to be placed in parking median ONLY). All other plantings approved. 6. Fire Hydrant is located corner of neighbouring lot at 133 Alida St/ corner of Blaine ----a an New Fence: We have replaced existing fencing on the north, south, and west sides of the property. The rear alley, or west fencing, was moved out to the property line after the survey but is half as long (was 49 feet and is now 27'). The second west fence was removed that separated the old granny from the house and is not going to be replaced. The gate entry is 4 feet wide. We did not install fencing that was not already in place; in fact, we reduced the original amount of fencing by 61 feet. New electric service[Utility Connections: When we purchased the home the owner advertised `two homes' and the existing `second home' was illegal but had a temporary power pole attached to the unit that had apparently been in place since 2003 when the `remodel' was illegally done. The old owner bragged getting $600/month for renters and that it was continually rented. There was a mailbox in place in the alley with the address `147' Alida on the back fence. Jackson County records showed no record of taxes paid for a second home, the City of Ashland had no record but the utility was the ONLY company that showed record of a remodel and had given permission (according to their records) for separate power, which was never finished. We have all new services, including taking power underground from across the alley to reduce the ugliness of overhead wires. We have a second meter in place. We want to pay the appropriate taxes for a second unit to help support the ailing cities and counties, as should have been done by the previous owner. Neighbourhood Outreach: Our neighbours have all been contacted and are aware of our now completed project. Several neighbours are also upgrading or adding ADU spaces at this time as well. ADU pre-app review follow-up Hi Margueritte, This is to follow-up regarding the review of our application for ADU and now Traveler's accommodations for our new addition. We had our pre-application meeting 5/9/12 (PL-2012-00535). Overview: Apparatus Access: We have built a new granny unit in place of the illegal one that existed at 145 Alida St and it is near completion (currently paining and installing cabinetry, etc). We have permitted and satisfied all regulations to date. Our lot is between Alida and the alley running parallel behind us. Our lot is 160 long x 50 wide and our new granny is on the alley and the SW corner is 125 feet from the curb of Alida St. and is setback 10 feet off the alley. The alley consists of mixed compacted shale in excellent condition (just added to and re-compacted during excavation) and pavement, depending on the approach being from Siskiyou (paved to our property corner) or Blaine (shale). The alley is level, clear access from both streets mentioned, and the width varies but is a minimum of 16 feet at any one point. Alida St. is wide and completely accessible with cars parked on both sides. A fire hydrant is located next door at 133 Alida on the corner of Alida and Blaine. In addition and of importance, is that we have met the all construction inspections without necessity of fire sprinklers in the granny, which according to our contractor, Mark Snyder of Innovative Construction, you personally reviewed with Mark at the City. As per our conversation yesterday, 5/16/12, 1 stated the professional prepared plans of our addition clearly showed we were building a living space and not just a garage. I am now in understanding that fire response would be to an address on Alida, and though alley access might be utilized, primary access is gained from Alida. I do not believe the fire standards or codes vary and rather conform for ANY livable structure, be it an extra bedroom, ADU, traveler's accommodation, etc. If I am clear, all livable spaces must conform so that the fire hoses can reach said structure within certain parameters. Please review our plans, permits, and help us clarify the next steps. Address: We have two meters and have been approved for a separate address 147 Alida St. as well. We plan to comply with signage. Firefighter Pathways: The granny has concrete walkways on three sides and the fourth (opposing the house) will have stepping stones, and grass ...all area mostly level and accessible from Alida St. (as well as the alley). Gates and ence : We have three gates and a six-foot fence surrounding 3/4 of new granny (driveway and garage open to alley w/o fencing). Two gates open to alley and one to yard with simple gate latches. Two metal gates are off our driveway on Alida St. to pen our dog when we are gone. They have simple gate latches as well and remain unlocked. Landscaping: Our landscaping plan met requirement for fire resistant except the mugo pine, which is planned for parking median in front of home, not in back, so can be disregarded. Thank you.
