Following the Study Session the City Council will hold an Executive Session for legal
counsel pursuant to ORS 190.660.(2)(h).

RE: Discussion items for March 18, 2013 study session
Two items are on your study session agenda for discussion.
1. Earlier this year, Councilor Lemhouse suggested that there should be time on each Council business
meeting agenda for Councilors to make general announcements of community interest. In response to
the Mayor's request for Council input on that idea, Councilor Slattery requested that the matter be
brought to a study session for discussion.
2. At a recent Council meeting, some confusion arose over whether it is appropriate or allowable for
Councilors to question or otherwise interact with individuals who speak to the Council during the Public
Forum section of the regular business meetings. The Municipal Code section on Public Forum is silent
on this issue. Again, in response to the Mayor's request for Council input on that idea, Councilor
Slattery requested that the matter be brought to a study session for discussion.

Overview of Ashland Forest Resiliency Stewardship Funding

SUMMARY
This is an overview for Council of the Ashland Forest Resiliency Stewardship program's fiscal status
and future funding opportunities.
BACKGROUND AND POLICY IMPLICATIONS:
AFR is a ten year stewardship project designed to reduce the risk of severe wildfire in the watershed
and to protect water quality, older forests, wildlife, people, property and quality of life. Key Objectives
of the AFR Project:
• Reduce the risk of large-scale wildfire
• Help large, old trees survive fire, insects and disease
• Restore a healthy forest ecosystem
• Uphold and protect critical watershed values
Current funding has been provided by ARRA funds and will expire on October 1, 2013. The City of
Ashland will need to identify future funding sources to complete the project as well as provide for the
ongoing maintenance of fuels in the watershed.
