Be it enacted by the l:eor,le of the city of Ashl^nd, That Section 19 of Article 7 of the Charter of the City of Ashland, being that certain Act of the Legislative Assembly in the State of Orel>.on, filed in the office of the :secretary of State, October 14, 1898, i entitled, "An Act to ame;ad ar; Act entitled 'An Act to ii!corpo'rate the i City of Ashland in Jackson Count;;,Oregon, and to define tiic power there- of,' filed in the office of the geC:retary Of St.-,-te, Februar' 21, 1,369, 777777177- - , w, ~+•.,xs..ue.±.,sc Mee. : i., wa.,a. ` . and the Acts apIroved Pebruhry 25Th, 1895, amending the same," as amended by all acts subsequent thet°eto, either of the Legislative Assembly of the state of Oregon, or by vote of the qualified electors of the city of Ashland, Oregon, and in particular as amended by vote of the qualified ,electors of the city of Ashland, Oregon, at a special election held on the 26th day of January, 1909, - and the same is hereby amended so as to read as follows: SECTION 15. The Common Council, when authorized by vote of a majority of the electors of said City voting on the question at a general or special election called by the council or when authorized by ordinance enacted by the people of the city of Ashland pursuant to the initiative, may borrow money on behalf of said. City, pledge its credit nod is sue. - - negotia.ble bonds in such amount as may be deemed neoeaeary for the purpose of constructing, acuui.ring or cempleti.n.g waterwo nd water slant or Ilant: electric light and power 7:'-iaht or 1.1ants, and fox en- largements, additions or extensions thereto; provided that no further vote of the electors stall be required to :authorize the issue of One Hundred and seventy-five Thousand Dollars Auxiliary Water bonds on the credit of said city, bearing date July, 1, 1914, authorized by ordinance Jo.572 of said city, enacted by vote of the qualified electors thereof at a special election held on the 9th day of June, 1914 all proceedjngs of said city and of the council, qualified voters and officers thereof to authorize the said Auxiliary Water Bonds being hereby ratified, approved and confirmed, and the Mayor, Council and officers of said City bei-V hereby authorized to carry said Ordinance into effect, and the hayar and Council of said city are hereby authorized and empowered to impose and levy annually in the same'manner as other taxes of said city are imposed and levied, such taxes upon all the taxable property it said city as shad be necessary to provide for the payment of he interest on al! bonds voted by the electors of said city, including the said Auxiliary Water Bonds, as such interest shall become due and payable, and to constitute a sinking fund for the payment and -redemption of said bonds at maturity, and are also authorized and ernowe,:ed to irovide by ordinance at or before the time of the issuance of said bond,? for the levy of such t4_ -es and for the creation of such sinking fund.
