RE: Urban renewal discussion for July 15 study session
Councilor Slattery has requested a Council discussion of urban renewal, which is scheduled for
your July 15, 2013, study session. The City began exploring the possibility of creating an urban
renewal agency and urban renewal areas in 2010. In 2011, the City received a feasibility report
from the urban renewal consulting firm of Tashman Johnson, LLC, focusing on two areas in
Ashland: the Croman Mill site and the Railroad District/Downtown. The report concluded that
development envisioned for the RR/Downtown area could support all of the projects envisioned
for that area, but not so in the Croman Mill area.
The Council discussed this feasibility report in August, 2011, but took no action. At Council's
request, it was brought back for discussion in June, 2012, at which time the Council specifically
directed that no further action be taken on urban renewal. The Council Communication prepared
for that 2012 meeting is attached to this memo. Little has changed since it was written. Staff has
determined that the feasibility report is still valid and could be the basis of a final report should
the Council choose to move forward.
A final report would cost $40,000 - $75,000 and would presumably be paid for with economic
development funds derived from transient occupancy taxes.

Facilities Energy Audit and Operational Sustainability Plan Update

SUMMARY
RHT Energy Solutions was contracted by the City of Ashland Facilities Division to conduct an energy
audit of 18 City buildings with the task of providing inventory and benchmarking data for each facility
as well as energy efficiency measures (EEMs) that could be taken to reduce the energy consumption at
each facility.
The EEMs include estimated cost of the measure, the projected energy savings and the estimated return
on investment (ROI). The EEMs are also reviewed for potential efficiency incentives through the
City's commercial and industrial energy programs through Bonneville Power Administration to
potential increase the ROI of the EEM.
BACKGROUND AND POLICY IMPLICATIONS:
The Facilities Energy Audit was the first significant steps towards the build out and implementation of
the City's Operational Sustainability Plan. The plan framework was approved by City Council in
October of 2012 and contained eight major elements (Energy being one) to inventory, benchmark,
establish performance targets and report on over time.
Upon adoption of the plan framework, the City issued a request for proposals for the facilities energy
audit in December of 2012 with bid responses due in mid-January of 2013. Nine responses were
received from firms from Oregon, Washington, California, Missouri and Virginia. A four member
City staff selection committee reviewed the responses and selected RHT Energy Solutions of Medford,
OR with signed contract documents completed in late February of 2013.
City staff from Administration and PW-Facilities have provided data, conducted interviews and
participated in assessment walk-throughs of all 18 buildings identified. The consultant has completed
assessments on the majority of the buildings and is in the process of completing detailed analysis on
two technical potential EEMs at the Service Center and the Water Treatment Plant involving the
installation electric consumption data loggers for specific pieces of equipment in each of the buildings.
A final draft document with analysis of all 18 buildings is expected to be completed and delivered for
staff review by July 26th.
Next Steps
The results of the energy audit will be used to plan both operational/maintenance level implementation
as well as longer term capital project planning for each of the facilities and will assist in the
prioritization of projects undertaken by the Facilities Division in the coming months/years.

The operational sustainability plan will continue to progress and focus next on the waste and fleet
elements of the framework. An SOU student will be utilized to assist in the next steps as part of his
capstone project in environmental planning. Administration and PW Staff will be coordinating efforts
to conduct a similar audit for the water element of the plan in the fall/winter and will utilize
Conservation and Parks staff in the review, particularly with the irrigation aspects of the assessment.
An SOU student class also assisted with the plan development with the creation and implementation of
a sustainability survey to all City employees that was intended to identify existing familiarity and
understanding of sustainability, current practices, barriers/obstacles to increased sustainability efforts
and general perceptions on the topic which will be useful to City staff as the plan moves forward.
FISCAL IMPLICATIONS
The facilities energy audit contract for services was $24,990, with approximately 90% of that total
being funded through the Facilities Division 2012-13 fiscal year budget and the remaining amount
from the 2013-14 fiscal year budget.
It is not yet known what the facilities water audit project might cost, but it is projected to be
significantly less than the energy audit.
