City of Ashland

Ashland, Oregon 97520
RE. East Nevada Street Extension
OBEC Proposal No. P619-412
Dear Scott-.
OBEC Consulting Engineers appreciates the opportunity to provide the City of Ashland with this
proposal to provide project scoping and, cost estimating in support of your East Nevada Street
Extension Project.
Project Background
OBEC understands that the City of Ashland has applied for federal funding to design and
construct the East Nevada Street Extension Project that would construct a new two-lane bridge
over Bear Creek in order to better connect neighborhoods along Mountain Avenue with the north
end of Ashland-. ODOT has recently completed their scoping of the project, which. resulted in a
project cost estimate that was significantly higher than the City of Ashland's estimated cost for
the project. The City of Ashland is seeking on independent scoping effort to determine an
appropriate bridge length, project impacts, and scoping level project cost estimate.
OBEC has prepared the following proposed scope of services for the project.
Scope of Work
Task T -Project Investigation and Scoping
The major objectives of this task are to gather information about the project, consider
opportunities and constraints, and determine the most cost effective design concept for the
proposed project. This will include visiting the project site to observe the project setting. In
addition, OBEG will utilize readily available data about the area from sources such as Google
Earth, Jackson County GIS, and FEMA. In addition, The City will provide OBEC with available
MAR data for the area in order to establish a profile for the creek crossing which will assist
with determining the proper bridge length for the crossing over Bear Creek.
Task 2-Cost Estimating
Based on the results of Task 1, OBEC will prepare a detailed scoping estimate for the project

in spreadsheet format. The estimate will include all major project elements, including design &
construction engineering, environmental clearances, bridge and roadway construction items,
temporary items like traffic control and erosion control, and contingencies. Calculations and
assumptions will be provided to allow for easier review by the City and ODOT.
Task 3 -ODOT Coordination
As requested by the City, OBEC shall coordinate with ODOT staff to explain and support the
findings from Tasks 1 and 2. This task may include participating in a conference call, meeting,
or email exchange with the City and ODOT in support of the project.
Fee
OBEC proposes to complete the project on a time-and-materials basis with a not-to-exceed limit
of $2,373. A breakdown of projected hours for each task is attached in Table 1. Project
billings will be prepared on a monthly basis based on the attached 2013 OBEC rate sheet.
We appreciate the opportunity to present this proposal to you for this project. Please do not
hesitate to contact me if you have any questions or need additional information.
Sincerely,
