Project Background OBEC understands that the City of Ashland Water Division would like to replace their existing waterline along the Calle Guanajuato between Winburn Way and East Main Street in conjunction with the upcoming resurfacing project. Given that OBEC is already designing the Calle Guanajuato Resurfacing Project for the Ashland Parks Department, the Public Works Department has concluded that hiring OBEC to include the waterline replacement in the project will be most efficient. OBEC has prepared the following proposed scope of services for the project. Scone of Work Task 1 - Project Management and Coordination The major objectives of this task are to gather information about the project, consider opportunities and constraints, and determine the most cost effective solution for the proposed waterline installation. This task will include attending up to two meetings with City staff to discuss the design, as necessary. Monthly invoices and progress reports will be prepared and submitted to the City for months that OBEC is actively working on the project. Task 2 - Waterline Layout and Design OBEC will coordinate with the Water Division and Public Works to determine the most feasible and cost effective alignment for installing the new waterline within the project EUGENE. Alignment of the new main will likely be dependent on the relocation plans of other underground utilities within the project, including electric, natural gas, and communications. OBEC shall determine where and how to reconnect existing appurtenances to the new waterline, including fire hydrants, water meters, and other laterals identified by the water division. The City will provide OBEC with the type and size of the new waterline that they would like to have installed, along with the location and size of any additional service laterals to be installed for future capacity. The City will also provide OBEC with any details or specific design standards that the City would like to have followed for design and/or construction. Task 3 -Prepare Advance (90%) Plans, Specifications, & Estimate OBEC shall prepare advance plans, specifications, and construction cost estimate to be incorporated into the bid package for the Calle Guanajuato Resurfacing Project. For budgeting purposes, it is assumed that the waterline plans will consist of: 11 "x17" Utility Plan at 20 scale - 2 sheets ° 11 "x17" Utility Profile at 40 scale - 1 sheet 0 I I "x17" Waterline Details - 1 sheet ° 1 1 "x17" Waterline Standard Drawings - 1 sheet OBEC shall also prepare specifications and special provisions based on the 2008 Oregon Standard Specifications for Construction modified as necessary for the project. In addition, OBEC shall prepare a cost estimate for waterline construction using bid items separate from the rest of the resurfacing project in order to keep the waterline construction costs separate from other construction items. Task 4 -Prepare Final Plans, Specifications, & Estimate Based on comments received from the City, OBEC shall make revisions to the waterline plans, specifications and cost estimate in preparation to produce final (100%) bid documents. OBEC shall provide sealed and stamped bid documents suitable for public bidding. All plans, specifications, and bid items will be incorporated into the Calle Guanajuato Resurfacing Project bid documents. Preparing a standalone bid package is not included in this scope of work. Fee OBEC proposes to complete the project on a time-and-materials basis with a not-to-exceed limit of $9,966. A breakdown of projected hours for each task is attached in Table 1. Project billings will be prepared on a monthly basis based on the attached 2013 OBEC rate sheet.
