Mr. Williams,
The Planning Division reviewed you request for a Tree Removal Permit on May 31, 2013. In our
review, we found that substantial evidence exists to necessitate the removal to be processed as an
Emergency Tree Permit in accordance with AMC 18.61.042.

The report from your office, Regenesis Ecological Design dated May 8, 2013, noted that the 14-inch
DBH Cottonwood Tree has a significant lean of greater than 40 percent towards 1118 Village Green
Dr., and is presently held up by an adjacent Doug Fir Tree. In addition, the tree's roots are located on
the banks of Beach Creek, and are currently eroding the stream bank due to its substantial lean over the
creek.
In staff's opinion, immediate removal of this tree is warranted due to potential risk of falling onto
neighboring property, erosion of a riparian corridor, and the risk of falling into the creek thus causing
potential flooding issues. Removal would also benefit the existing Doulas Fir as gravity would be
alleviated from the hazardous tree, which will improve its overall health. Therefore, Staff approves the
removal of this tree as an Emergency Tree Permit.

Observations/Notes: 1. P. trichocarpo 'Black Cottonwood' @ NE corner of 236 North Mountain is I
heavily leaning in the direction of our clients' property @ 1 118 Village
Green Drive.
2. Approx. 35° - 40° declination.
3. Currently, total collapse is prevented by leaning against adjacent Douglas-
Fir.
4. Soil @ tree base is un-vegetated; within watercourse. Erosion risk if
removed outright.
Conclusions: We recommend the immediate removal of the tree, as it poses a high risk to
property and personal damage, especially to the occupants @ 1 118 Village
Green Drive. Removal would also benefit the health of the adjacent Douglas-Fir,
and would relieve gravity pressure and fire-risk of the leaning Poplar.

Tree should be removed via coordinated in-place takedown. Trunk to be left in-
place and treated with an approved enzymatic/mycorrhizal stump remover to
prevent erosion. j
