WHEREAS, the UNIVERSITY provides population, census information to various agencies and organizations as required by ORS 190.520, Section (2); and WHEREAS, the ORGANIZATION desires to obtain certain demographic informs- tion; NOW THEREFORE, it is mutually understood and agreed as follows: UNIVERSITY AGREES: l.. To provide the services outlined in the Description of Services which is attached hereto and hereby incorporated into the agreement as Attachment A. ..2. To provide supervision for enumerators which may be used in the per- formance of this agreement. Said supervision shall include the complete authority over enumerators for the hiring, discharging, training, and supervision of enumerators or other employees assigned duties related to the enumeration. 3. To. assign necessary professional staff members and hire other personnel necessary for completion of the services outlined in Attachment A. 4. To invoice the organization for services provided. '5. To maintai:l adequate records and retain said expenditure records-for three years for audit purposes. I _ 2 _ ORGANIZATION AGREES: 1: To recruit, hire, and compensate individuals within the jurisdiction of the ORGANIZATION to act as enumerators. All responsibility pertaining to.the payment of compensation and appropriate payroll related deductions and benefits rest with the ORGANIZATION. 2. To encumber or otherwise set aside funds in an amount at least equal to the estimated costs of services indicated,in Attachment.A, Description of Services. 3. To pay upon receipt of invoice the actual costs for services provided. 4. To provide office space including telephones, desks, and work tables as specifically outlined in Attachment A. Number of enumerators to be provided by ORGANIZATION: 20 persons for 7 days each or a total of 140 man days ,Enumerators must be available from 8 a.m, to 8 p.m. daily 7. Estimated range of the population to be surveyed: 12,000 to ` 13,000 8. Estimated cost of survey: $ 3,900 (does. not include enumerators) Note: Cost estimates are based on $•30 per person surveyed in consideration of . the information to be obtained and the estimated range of the population specified above. Variances between the estimated cost and the actual cost may arise from changes in either of these factors as well as from the effect of weather conditions or other unforseen contingencies. li I I i ATTACHMENT A DESCRIPTION OF SERVICES 9. A large, well-lighted office to be provided by the ORGANIZATION. The office should contain two tele- phones (for census use only), one desk, four large work tables, 25 chairs, a good pencil sharpener, a stapler, a file cabinet (with lock), one electric adding machine (with ample tape), and two large wastebaskets. This office must be available beginning 8:00 a.m., Saturday October 2, 1971 through Friday, October 8, 1971, and daily during the hours from 8:00 in the morning to 12:00 midnight. Three keys will be issued to the census director. Adequate space for parking of automobiles should be available. 10. Maps to be provided by ORGANIZATION. A. Ten (10) large scale maps (blue-line prints, 111= 4001) which contain current readable street desig- nations and all annexations to date. B. Five (5) maps (1" = 10001) similar to large scale maps (e.g. Highway Department maps). 11. Publicity to be provided by ORGANIZATION. Ample television, radio and newspaper coverage prior to and during enumeration period.
