HomeMy WebLinkAbout1971-012 MOU - Ashland Employees Association MEMORANDUM OF UNDERSTANDING THIS MEMORANDUM, entered into this fh day of February, 1971, by and between the CITY OF ASHLAND, hereinafter called "City", and the ASHLAND EMPLOYEES ASSOCIATION, hereinafter called "Association", both of whom understand as follows: 1. Compensation Plan shall be amended to provide a four precent (4%) salary increase for all employees, except employees ofthe Park Department and Ashland Community Hospital. 2. Based upon the "Ashland Salary Survey" prepared by the City Administrator, dated January 5, 1971, employees whose salaries are greater than ten percent (10%) but `Less than'fifteen percent (15%) below average shall be granted an additional two and one-half percent (2.5%) salary increase; and employees whose salaries are greater than fifteen percent (I5%) below average shall be granted an additional five percent (5%) salary increase. 3. Hospital room rate allowance provided under the Blue Cross Plan shall be increased from $36.00 to $40.00. 4. Salary continuation plan offered through the League of Oregon Cities shall be provided for all employees. 5. Dependent Life Insurance plan offered through the League of Oregon Cities shall be provided for all employees at the rate of $1,000 per family member. 6. Personnel Manual (Ord. 1404) shall be amended as follows: a. Vacation allowance (Sec. 20) shall be amended to provide 10 days after I year, 12 days after 5 years, 15 days after 10 years, 18 days after 15 years, and 20 days after 20 years. Fire and Police vacation allowances shall be amended accordingly. b. Compensation Plan (Sec. 7.4) shall be amended to provide one year service at Step B for eligibility for Step C; and one year service at Step C for eligibility for Step D, neither of which shall be retroactive. C. Sick leave provisions (Sec. 19) relating to industrial accidents shall provide that no sick leave or vacation will be charged for the first 90 calendar days; one-half day will be charged after 90 days; and no sick leave or vacation may be accrued after the first 30 days on industrial accident. 7. Credit Union pay roll deductions will be provided for members of the Jackson County Employees Federal Credit Union for employee savings plans and loans. 8. Position Classification and Pay Plan will be updated prior to next year's salary 'considerations. This memorandum shall be valid only when executed by the City Administrator and President of the Ashland Employees Association, and ratified by the Common Council, and shall become effective on July 1, 1971, for fiscal year 1971-72, subject to the provisions of all existing ordinances of the city.
