A G R E E M E N T O F E M P L O Y M E N T
THIS AGREEMENT, entered into this nd day of E~rc~a~
1971, by and between the CITY OF ASHLAND, a municipal corporation
of the State of Oregon, hereinafter called "City", and RONALD L.
SALTER, Attorney-at-Law, hereinafter called "Salter", both of
whom understand as follows:
RECITALS
City desires to employ the services of Salter as City
Attorney of the City of Ashland as provided by Charter and by
Ordinance No. 1399 of said'City; and.
Salter desires to accept the employment as City Attorney
of the City of Ashland.
AGREEMENT
1. General. City hereby engages Salter as City Attorney
of the City to perform the functions and duties specified in said
Ordinance No. 1399 of said City.
2. Compensation. City agrees to pay Salter at the rate,
of the sum of $550.00 monthly as compensation for the rendition
of the above mentioned services, provided that the Common Council
may, from time to time, increase the amount of such compensation.
In addition, the following are deemed as special services when
authorized by the Common Council or City Administrator, and shall
be compensated at the rates specified in the "Minimum Oregon Bar
Schedule", except as specified herein:
a. Services related to litigation and court appearances
in other than the Ashland Municipal Court.
b. Preparation of legal documents in connection
with bond issues, elections, special assessments.
C. Condemnation and eminent domain proceedings.

d. Collection of City property damage claims to
which Salter shall be entitled to retain twenty
percent (208) of the amount recovered, as
compensation in full for such services.
e. Special'projects authorized by the 'Common Council.
Before voluntarily resigning his position, Salter agrees to
give the Common Council at least thirty (30) days notice in writing
of.his intention to resign.
3. Supportive Functions. City agrees to annually budget
and allocate sufficient funds to pay for Salter's necessary office
`expense; dues and subscriptions.to the National Institute of
Municipal Law Officers; a reasonable telephone allowance; travel
and living for Salter to represent City at the Annual League of

p Oregon'Cities Conference; and for such other meetings as are
authorized by the Common Council.
4. Benefits and Working Conditions. Fringe benefits
relating to general City employees shall apply to Salter.
5. Other Terms and Conditions of Employment. The Common
Council shall by amendment to this agreement fix such other
terms and conditions of employment from time to time, as it may
determine, relating to the performance by Salter as City Attorney,
provided such terms and conditions are not inconsistent or in
conflict with the provisions of this agreement.
