School District 5 885 Siskiyou Blvd. Ashland, OR 97520 RE: PA# 2013-00384; Request for a Tree Removal at Helman Elementary, 705 Helman St. Mr. Sisk, The Planning Division reviewed you request for a Tree Removal Permit on April 15, 2013. In our review, we found that the.four Hollywood Junipers are identified as shrubs, and not trees. Therefore removal of these four shrubs is not subject to a tree removal permit in accordance with Ashland Municipal Code (AMC) 18.61.080. ,,However, removal of the shrubs requires that landscaping be mitigated in place of the four Junipers. Therefore Planning staff requests that four shrubs be planted in the vicinity of those removed, within 180 days from the date of this approval. In addition, your application also requested the removal of a 10-inch Shore Pine. In our phone conversation you indicated that because the four Junipers are considered shrubs, and not subject to the Tree Removal Permit, that the request to remove the Shore Pine not be processed at this time. More about the Hollywood Juniper... Hollywood Juniper is an interesting coniferous evergreen shrub that grows in an upright twisted fashion; you'll never find isvo of these plants that look the same. The twisted branching makes for an excellent specimen in landscape beds and islands. Also useful in sunny foundation plantings as espalier (against an open wall), as topiary, as a natural screen, or on the corners to frame in homes or other structures. Plant Hollywood Juniper in locations that povide well-drained soils and full sun. Hollywood Juniper is exceptionally low maintenance requiring no pruning. That being said, you can prune it to whatever shape you desire. It is perfect for pom -pon and other forms of topiary. HAZARD TREE: A permit for tree removal may be issued if the applicant demonstrates that the tree is a hazard and warrants removal. I Gary Sisk, Maintenance Director for Ashland Public Schools offer the following for the criteria for tree removal at the Helman School site, 705 Helman St. The trees are located on the Helman Street side of the school between the old bus loading zone/now parent loading zone and the cafeteria/office complex. I . The trees offer the access point for kids to climb onto the school roof. I talked to the Police this morning after an incident and the Officer informed me that in all the cases they have caught kids on the roof and the Police were able to catch and talk to the kids they have indicated these trees are how they climb onto the roof. Climbing and running around on the roof is very dangerous. And this allows them the opportunity to create vandalism on the roof. This is a constant problem. 2. The Fire Marshal was at the School this morning because of the incident. She as well had concerns with the trees. They are of a juniper type and very flammable. Her desire would be for them to be removed as well. This would decrease the chance of someone lighting them up and damaging the building. 3. July of 2012 the State of Oregon past a new regulation that impacts K-12 educational facilities. The regulation is Integrated Pest Management, or IPM. The basis of the program is to "not" use pesticides. This includes all pests, animal and plants. The basic criteria for IPM are to illuminate the access points for pests. Rob Parks (IPM coordinator) and myself done a quick audit of Helman and right off we seen that we have signs/activities of raccoons and rats on the roof and worried in the building. We could track the animals to these trees. This is how they are getting onto the roof as well. And right below the trees is the dumpster, there food source. We find that in our research of the pests that roof rats, which are very common to Southern Oregon, climb the trees and can jump 4' or longer so the State Plan requests/recommends that vegetation and trees be removed/trimmed back 6' from the building so rats do not have access. Rats and raccoons are a very serious health risk. I *Today's incident was kids on the roof. Kids starting fires on the building I met with Casey Roland this morning. He is the Arborist that will be removing the trees if a permit is approved. He will do the work on Weekends so as not to be of any danger to students or staff. x I measured the trees. There are 5 of them 1. The 2 to the right of the Northern most staircase are about 14"+- at 48". Junipers 2. The one to the left of that staircase is roughly 14"+- at the widest part at 48". Juniper 3. The tree to the right of the Southern most staircase is 15"+- Juniper 4. The last tree is the one South of this staircase. It is about 10"+-. Sick pine.
