BACKGROUND AND HISTORY
The City Council is considering an ordinance that would ban single

The price for paper bags should be no less that $0.20 to encourage people to bring their own bag. These are
the recommendations from research conducted by Miller at al (2011), Poortinga at al. (2013) and Homonoff
(2012).
The City Council and not the City Administrator should be the only body empowered to create hardship
variances, after all, we didn't vole for Dave Kanner.
The program should include a measured financing mechanism for continued encouragement of the BOYB
program by the City of Ashland. Similar programs in other cities have spent between $5K and $35K to gel the
program off the ground and then created annual funding requirements to support the programs (see Aspen,
Eugene, San Jose).

We own a lot of reusable bags. They come in many shapes and sizes and it is important to get bags that you
can wash (cleanliness is next to godliness). If the city had bags which where part of a program, we would get
some. The best bags we have found are the Chico style since they pack down very small and many can be
carried (they are really pretty as well).

cleanup, waste basket liners, etc. I think that more study is necessary. For example, "plastic" bags are a by-product of the natural gas industry. I
know of no other use for this by-product and by banning plastic bags, pollution might actually increase. Perhaps

Our family already uses re-usable bags, and hopefully retailers will offer re-usable bags at check out at
reasonable retail prices. Also, grocery stores and food retailers should remind consumers that reusable bags

Yes, I do use my little assembly of re-usable bags for grocery shopping and for carrying other things as well. I'm
still learning to always remember to use them at and sincerely admire the stores that don't use plastic grocery
bags. It's a habit I'm definitely in favor of having. But I also ask for and re-use the plastic bags I get from
shopping at the other store. (I also wash and re-use multiple times the thicker plastic bags that I buy and use for
food storage in my small freezer and I long for a washable, bio-degradable plastic wrap for some of my food
storage needs.). The thin grocery-store plastic bags at least offer me what appears to me to be a very
inexpensive alternative to buying equally non-recyclable plastic bags for things for which I now re-use plastic
grocery bags. That said, I remain fully committed to recycling and to taking actions that reduce the volume of
non-recyclable plastic I finally leave in the garbage.

An opportunity for The City of Ashland, Oregon
INTRODUCTION
1. Safety, primarily that of Children, is the stated primary concern of the proponents of the loaded open carry ban ordinance. It has also been
insinuated that an underlying, perhaps hitherto unconscious, motive is fear.
2. An ordinance that does nothing to address either of these but which does cause division and animosity in our community is surely neither
'reasonable" or 'common sense'.
OPPORTUNITY
3. An opportunity exists that would allow The City of Ashland to demonstrate real leadership in our community, and provide a workable and
replicable example for other municipalities and communities elsewhere to follow. An opportunity to ensure that fears and concerns are not only
heard, but actually addressed in a manner that will be efficacious, unifying, and respectful of rights.
4. In our meeting(s) with Councillor Marsh and most recently Mayor Stromberg we have established that there surely is common ground that
our community can build on. In writing, both Councillors Morris and Lemhouse have indicated that they are supportive of, at least in theory, the
concept of child firearm safety training. We want to work there, in the common ground - together - to really ensure this opportunity is not missed
or sacrificed. Unfortunately ban proponents were unable to make the last meeting, but it Is hoped that they will be able to attend the next
scheduled meeting at 5.00 pm on Tuesday April 22nd, 2014 at Ashland City Library.
COURSES OF ACTION .
5. Community Outdoor Safety Fair. A community safety fair, with a focus on not only Firearms but the Outdoors and safety in general., This first
step could facilitate the opportunity for not only the distribution of useful information, advice and supplies - but also allow opportunity for
community dialogue.
'Lock it up' campaign.
(a) Pam Marsh has received approval from The IOng County, WA Department of Health to re-use their 'Lock it up" campaign materials (with
accreditation). Jackson County Health Department is likely able and willing to provide budgetary support.
(b) Sportsman's Warehouse, Medford, have indicated a willingness to cooperate by providing both a Safety Fair demonstration stand and to
make safe and lock discount coupons available to Ashland Residents.
(c) It is suggested The City can also offer rebates for highly rated gun-safes, much like they do for other items of community co ncem such as
low flow toilets and energy efficient appliances.
(d) It is suggested that The City acquires a more useful range of freely available locks (that include actual trigger locks, not just cable locks)
and regularly advertise their availability and encourage their use in The City SOURCE publication. It is also suggested that these items be made
available at City Hall as well as the Police Station.
6. Child and Youth Firearm Safety Training.
(a) The National Shooting Sports Foundation has produced and made available a range of unbiased firearm safety training videos. One is
aimed at K - 6, another for Grades 6 - 9, and the other for Youth and Adults.

(b) It is suggested The City of Ashland provide a location (Community Center or Grove) for quarterly safety video screenings/presentations
and community dialogues, and that these be advertised in The "City SOURCE' monthly publication.
FURTHER COOPERATION
7. We are open to the possibility of ongoing collaborative efforts to ensure Ashland is a gun-safe, child-safe community - we genuinely wish for
nothing less. -
CONCLUSION
6. There's no reason either Liberty or safety need be sacrificed; they are not mutually exclusive. Ensuring Ashland remains both a tolerant and
diverse community is, we hope, something that all can support.
As both Desiderius Erasmus and Benjamin Franklin agreed:
