The horizontal split case pump will replace Talent's existing PACO 29-5015-9 pumps. Due to the need to keep the existing pumps operational and the limited time available to construct improvements, the City desires replacement pumps that will have similar dimensions and connections to the existing pumps such that the replacement pumps can be installed within a matter of days following delivery. Describe the anticipated mechanical or structural modifications that will likely be required in order to install the Bidder's proposed equipment within the footprint of the existing pumps. Please provide as much detail as possible and include attachments if necessary. The new Paco pumps should be identically dimensional as the existing pumps with the motors only being 3" longer. The base plate is the same dimension and the suction and discharge will be the same size and elevation. See attached dimensional prints for reference. Due to the critical and urgent nature of the TAP Emergency Intenie project, the City is interested in ways that the Bidder may be able to help the City expedite the installation of the improvements. In evaluating the Bidder's ability to meet or accelerate the project schedule, the City would like to know if: a. Based on the above anticipated modifications, does the Bidder have the qualifications, experience, and resources necessary to install the pumps and anticipated modifications on its own? Background information on a minimum of three similarly sized installations within the United States within the past three years requiring horizontal split case pumps for potable water. Include details of control panels and control features. Provide the maximum horsepower draws and motor sizes for all equipment. (See Attached) i. The state of the manufacturer's residence and place of manufacture of the principal components of the proposed horizontal split case pumps. Include a description and location of the service and maintenance facility (if different than the place of manufacture) for the equipment, location of spare parts and a list of spare parts stocked versus ordered from overseas. (See Below) j. A description of the service, support and maintenance capabilities of the manufacturer and/or manufacturers local authorized technical representative that will be available to the City (including its authorized General Contractor) including office locations, engineering and technical personnel at these locations and their qualifications and experience related to horizontal split case pumps, availability of replacement parts, etc. (See Below) k. System warranty in accordance with the bid documents. (See below and Attached) 1. A copy of the Technical Specifications with a check mark next to each paragraph the manufacturer is complying with. Any exceptions to the specifications must be highlighted and explained on a separate sheet of paper. (See Attached) m. WA 90 Pt azseu 1 PumpTech/Paco responses to Bid Provisions. ;,m 4 13 f. Once we are notified of intent to award we would place order with the factory and reserve the parts that are in factory inventory and assemble complete submittals. The Paco factory at that time would consolidate all of the pump parts and place the order for the motors. Once submittals are approved we would release the order for manufacture. The Paco factory would then commence fabrication of the base and final machining and assembly of the pumps. Once completed they would be tested with results going to engineer/owner for approval prior to shipment. Once approved pumps would be shipped to jobsite. i. PumpTech is located in Canby Oregon as well as Bellevue WA and Moses Lake WA. Paco is located in Brookshire Texas where all parts and manufacturing takes place with castings and materials coming from around the globe. All spare parts are located in Brookshire Texas. PumpTech offer complete field service and repair at all 3 of its locations. As a backup Paco has a service branch in Portland Oregon and Tacoma WA. We would anticipate all service to be performed out of our Canby Oregon Branch location. j. PumpTech has service, engineering and sales support in it's Canby Orgeon location which is only approximately 250miles from Talent/Ashland and we have a senior sales engineer who resides in the Eugene area. We offer 24/7/365 support. We have service personnel, service trucks and a fully equipped shop for repairs. Staff in Canby have over 15 years experience with split case pumps as well as other centrifugal pumps. Spare parts are typically available from the factory in Texas via overnight transit. k. The standard warranty is for 1 year but we have made provision and marked up the standard warranty to reflect a 2 year warranty as required. (See Attached) B1d.1 POW 4/06 Supercedes 8/05 PUMPS Terms And Conditions Of Sale SECTION 1: THE CONTRACT The Contract shall be comprised of the following terms, together with such terms and conditions as are set forth in Seller's written proposal or quotation (the "Quotation°), including any documents, drawings or specifications incorporated therein by reference, and any additional or different terms proposed in Buyer's purchase order (the `Purchase Order") that are accepted by Seller in writing, which together shall constitute the entire agreement between the parties, provided, however, that preprinted terms on Buyer's purchase order or invoice shall not apply and Seller gives notice of objection to such terms. An offer by Seller in its Quotation that does not stipulate an acceptance date is not binding. This Contract shall be deemed to have been entered into upon written acknowledgment of the Purchase Order by an officer or authorized representative of Seller, which may not be modified, supplemented, or waived except in a writing executed by an authorized representative of the party to be bound. SECTION 2: PRICE The price quoted in the Quotation shall be the Purchase Price unless otherwise agreed in the Purchase Order. The Purchase Price for equipment shall include packing for shipment. Field Services shall be provided at Seller's standard rates. All other costs, including packing for storage, freight, insurance, taxes, customs duties and import/export fees, or any other item not specified in the Contract, shall be paid by Buyer unless separately stated in the Quotation and included in the price quoted. Any sales, use, or other taxes and duties imposed on the transaction or the equipment supplied shall be paid or reimbursed by Buyer. SECTION 3: PAYMENT TERMS Payment shall be due within 30 days of the date of Sellers invoice in U.S. funds unless otherwise agreed. If Buyer does not observe the agreed dates of payment, Buyer shall pay interest to Seller on overdue amounts at a rate that is the higher of: 9% per annum or a rate 5% in excess of the rate bome from time to time by new issues of six-month United States Treasury bills. Seller shall be entitled to issue its invoice for the Purchase Price for equipment upon the earlier of shipment, or notice to Buyer that Seller is ready to ship, and for services, upon completion. If the Purchase Price exceeds $250,000 USD, Buyer shall pay the Purchase Price in Progress payments as follows: Fifteen percent (15%) upon submittal of general arrangement drawings, thirty five percent (35%) after receipt of first Bowl Casting, twenty percent (20%) after first case/bowl hydro test or bowl machining and thirty percent (30%) after notification of ready to ship. SECTION 4: ACCEPTANCE AND INSPECTION All equipment shall be finally inspected and accepted by Buyer within 14 days after delivery or such other period of time as is agreed in the Purchase Order. Buyer shall make all claims (including claims for shortages), excepting only those provided for under the warranty clause contained herein, in writing within such 14 day period or they are waived. Services shall be accepted upon completion. Buyer shall not revoke its acceptance. Buyer may reject the equipment only for defects that substantially impair its value, and Buyers remedy for lesser defects shall be in accordance with Section 10, Warranty. If tests are made by Buyer to demonstrate the.ability of the equipment to operate under the contract conditions and to fulfill the warranties in Section 10, Buyer is to make all preparations and incur all expenses incidental to such tests. Seller will have the right of representation at such tests at its expense, and the right to technically direct the operation of the equipment during such tests, including requiring a preliminary run for adjustments. SECTION 5: TITLE AND RISK OF LOSS Full risk of loss (including transportation delays and losses) shall pass to Buyer upon delivery, regardless of whether title has passed to Buyer, transport is arranged or supervised by Seller, or start-up is carried out under the direction or supervision of Seller. Delivery shall be ex works, INCOTERMS 2000. Loss or destruction of the equipment or injury or damage to the equipment that occurs while the risk of such loss or damage is bome by Buyer does not relieve Buyer of its obligation to pay Seller for the equipment. SECTION 6: PATENT OR TRADEMARK INFORMATION If the equipment sold hereunder is to be prepared or manufactured according to Buyers specifications, Buyer shall indemnify Seller and hold it harmless from any claims or liability for patent or trademark infringement on account of the sale of such goods. SECTION 7: CHANGES Buyer may request, in writing, changes in the design, drawings, specifications, shipping instructions, and shipment schedules of the equipment. As promptly as practicable after receipt of such request, Seller will advise Buyer what amendments to the Contract, if any, may be necessitated by such requested changes, including but not limited to amendment of the Purchase Price, specifications, shipment schedule, or date of delivery. Any changes agreed upon by the parties shall be evidenced by a Change Order signed by both parties. SECTION 8: CANCELLATION OR TERMINATION Buyer shall have the right to cancel the Contract upon 15 days' prior written notice to Seller, and Seller shall stop its performance upon the receipt of such notice except as otherwise agreed with Buyer. If Buyer cancels the Contract, it shall pay: (a) the agreed unit price for equipment or components completed and delivered, (b) additional material and labor costs incurred, and for engineering services supplied by Seller with respect to the canceled items, which shall be charged to Buyer at Sellers rates in effect at the time of cancellation, but which shall not exceed the contract price for such items, and (c) such other costs and expenses, including cancellation charges under subcontracts, as Seller may incur in connection with such cancellation or termination. SECTION 9: DELIVERYAND DELAYS Seller shall use its best efforts to meet quoted delivery dates, which are estimated based on conditions known at the time 18 B1 d.7 4/06 PUMPS Supercedes 8/05 of quotation. Seller shall not be liable for any nonperformance, loss, damage, or delay due to war, riots, fire, flood, strikes or other labor difficulty, governmental actions, acts of God, acts of the Buyer or its customer, delays in transportation, inability to obtain necessary labor or materials from usual sources, or other causes beyond the reasonable control of Seller. In the event of delay in performance due to any such cause, the date of delivery or time for completion will be extended to reflect the length of time lost by reason of such delay. Seller shall not be liable for any loss or damage to Buyer resulting from any delay in delivery. SECTION 10: WARRANTY) Seller warrants that the equipment or services supplied will be free from defects in material, and workmanship for a period of 24 months from the date of initial operation of the equipment, or 30 months from the date of shipments whichever shall first occur. In the case of spare or replacement parts manufactured by Seller, the warranty period shall be for a period of six months from shipment. Repairs shall be warranted for 24 months or, if the repair is performed under) this warranty, for the remainder of the original warranty period, whichever is less. Buyer shall report any claimed defect in) writing to Seller immediately upon discovery and in any event, within the warranty period. Seller shall, at its sole option,) repair the equipment or furnish replacement equipment or parts thereof, at the original delivery point. Seller shall not be yliable for costs of removal, reinstallation, or gaining access. If Buyer or others repair, replace, or adjust equipment orJ (parts without Seller's prior written approval, Seller is relieved of any further obligation to Buyer under this section with) Srespect to such equipment or parts. SEC110N 11: TECHNICAL DOCUMENTS Technical documents furnished by Seller to Buyer, such as drawings, descriptions, designs and the like, shall be deemed provided to Buyer on a confidential basis, shall remain Seller's exclusive property, shall not be provided in any way to third parties, and shall only be used by Buyer for purposes of installation, operation and maintenance. Technical documents submitted in connection with a Quotation that does not result in a Purchase Order shall be returned to Seller upon request. SECTION 12: LIMITATION OF LIABILITY Seller shall in no event be liable for any consequential, incidental, indirect, special or punitive damages arising out of the Contract, or out of any breach of any of its obligations hereunder, or out of any defect in, or failure of, or malfunction of the equipment, including but not limited to, claims based upon loss of use, lost profits or revenue, interest, lost goodwill, work stoppage, impairment of other equipment, environmental damage, nuclear incident, loss by reason of shutdown or nonoperation, increased expenses of operation, cost of purchase of replacement power or claims of Buyer or customers of Buyer for service interruption whether or not such loss or damage is based on contract, tort (including negligence and strict liability) or otherwise. Sellers maximum liability under this Contract shall not exceed the Purchase Order amount of the equipment or portion thereof upon which such liability is based. All such liability shall terminate upon the expiration of the warranty period, if not sooner terminated. SECTION 14: LAW AND ARBITRATION The Contract shall be governed by the law of the State of Texas. Any disputes arising out of this Contract shall be resolved by informal mediation in any manner that the parties may agree within 45 days of written request for mediation by one party to the other. Any dispute that cannot be resolved through mediation shall be resolved by binding arbitration conducted in English in Portland, Oregon under the Commercial Rules of the American Arbitration Association except as otherwise provided in this Section. The arbitration shall be conducted by three arbitrators chosen in accordance with said Rules. The arbitrators are not entitled to award damages in excess of compensatory damages. Any component of the complete pumping unit not provided by the manufacturer should be designed, fabricated, and tested by factory-authorized representatives experienced in the design and manufacture of the pumping equipment specified herein. The pump manufacturer must accept unit responsibility for the complete pump and motor assembly. B. The pump manufacturer must ensure that submitted pumps are locally serviceable by factory trained technicians with offices located within 4-hours of the project site, and that replacement parts are readily available and can be delivered to the site within 48 hours. Delivery, Storage, and Handling A. Pumps must be delivered, stored, and handled in accordance with manufacturer recommendations. Warranty ve A. All pumping equipment described in this section and provided under this contract must be warranted against defects in materials and workmanship for a period of two years after date of project acceptance. Warranty must be transferrable to the City of Talent upon project completion. B. Following pump and motor installation, supplier agrees to furnish services of a qualified manufacturer's representative to inspect pump units and inform Owner, prior to field testing, of any defects or concerns regarding condition of each unit and its installation at the job site. Upon resolution of any defects or concerns (if any) and work performed by the Contractor at their expense, manufacturer's warranty will then be in full effect with no reservation or qualifications other than those stated in the manufacturer's warranty provided with the approved submittal. C. Upon completion of pump installation, manufacturer will provide written certification that equipment is fully warranted as installed. Extra Materials *100 A. Provide any special tools required for pump or motor maintenance. Part 2 - Products Existing Products A. The supplied pump(s) must fit into the space of the existing pump(s) being replaced. These pump(s) and manufacturer(s) are the only pumps pre-approved for use on this project. Alternate pumps and manufacturers may be submitted during bidding for Engineer review and pre-approval. Only pumps and manufacturers pre-approved prior to bid opening will be accepted. No substitutions for different pump brands will be accepted. B. Pumps and manufacturers submitted for pre-approval must provide submittal information for the complete pump assembly, including pump and motor. Manufactured Units A. Pump must be horizontal centrifugal split case type. Components lp A. The pump motor will be controlled by a VFD. All pump components must be sized and selected for variable speed operation. B. All pump components, coatings, and lubricants must be compatible for use in potable drinking water in accordance with U.S. Food and Drug Administration (FDA) or National Sanitation Federation (NSF) rules and regulations. C. Casing Ve 1. Pumps must have the casing divided on the horizontal centerline. The casing halves must be accurately machined, bolted and doweled together. A non-asbestos type gasket material must be furnished between the casing halves. The casing material must be close-grained cast iron or ductile iron with a minimum tensile strength of 35,000 P.S.I. Removal of the upper casing half and bearing housings must permit removal of the complete rotating assembly without disturbing piping connections. Pumps must be provided with removable bearing housings which will permit inspection and/or replacement of the mechanical seals, shaft sleeves, and bearings without removing the rotating assembly or top casing half. Pumps with 4 inch or larger discharge flanges must be of the double volute design. 2. Casings must be designed for a working pressure of 150 psi and must be hydrostatically tested at 150% of the maximum working pressure under which the pump could operate at design speed. Suction and discharge flanges must be drilled to ANSI Standards and be machined flat face. Pumps must be fitted with (lead-free bronze) (cast iron) renewable case wear rings indexed with a dowel pin for fixed positioning. 3. Pump casing material must be a minimum Class 35 cast iron or ASTM A536 ductile iron. Bearing bracket supports must be cast integral with the lower casing D. Im eller it 1. The impeller must be locked in position by threaded shaft sleeves. The impeller must be trimmed to meet the specific hydraulic requirements. Impeller trim must be equal to or less than 90% of maximum diameter which will fit into the pump casing. E. Mechanical Seal 1. Seal the pump liquid cavity with a face-type mechanical seal with ni-resist stationary seat, carbon sealing washer, buna-n rubber flexible members, stainless steel metal parts and spring. Provide seal rated for 225 degrees F. Mount seal over a bronze shaft sleeve. Provide stainless steel gland bolts. Provide one spare mechanical seal for each pump. 2. Seals must be driptight as manufactured by John Crane, Chesteron or equal. F. Shaft and Sleeve lop 1. The pump shaft must be made of high tensile steel, precision ground to provide a true running rotating element. Shaft must be protected through the stuffing box by bronze shaft sleeves and must be threaded against rotation. Sleeves must be sealed with "O" rings at inside diameter to eliminate leakage between shaft and sleeve. Shaft sleeves must extend beyond the mechanical seal flanges. 2. The pump manufacturer must recommend the proper mechanical seal based on the pressure, temperature and liquid. Mechanical seals, at a minimum, must have ceramic stationary seats, carbon rotating seats, and Buna elastomers. 3. Lead-free bronze shaft sleeves must be firmly attached to the pump shaft through threading and locking means. Shaft sleeve design must prevent corrosion and wear to the shaft. G. Bearings 1. The pump shaft must be adequately supported by the pump bearings to limit the shaft deflection to 0.002 inches. 2. Bearings must be ball type, grease lubricated and locked to the shaft with positive locks of ample size to withstand any axial thrust loads. Each bearing housing must be bolted to the upper and lower casing halves for a full 360-degree support registered fit to insure positive alignment. Bearing must provide a minimum life of 10 years when calculated at 50% of Best-Efficiency-Point for the scheduled pump. H. Coupling. Base and Guard 1. Provide flexible metallic coupling between pump and driver. Furnish coupling guard over coupling for protection. Coupling: equal to Woods. 2. The pump and motor must be mounted on a steel base with drip pan and directly connected through a heavy-duty flexible coupling to a horizontal motor as outlined in these specifications. The pump manufacturer must provide an OSHA coupling guard, which must be mounted between the pump and motor and attached firmly to the base. Pumps and motors must be finished with manufacturer standard epoxy coating. All finishes in contact with the pumped liquid must be NSF 61 certified for use in potable water applications. Part 3 -Execution Ve Source Quality Control A. Factory Pump Performance Testing and Certification 1. Factory testing curves and data on each pump must be provided prior to pump delivery. Variations between factory tests and previously submitted catalog curves may be cause for rejection. Factory testing of the pump may use a dynamometer or calibrated motor. 2. A performance test of the pumping unit including pump and certified test motor must be performed for each pump. Performance testing must be as described in the latest edition of Hydraulic Institute's (HI) Pump Tests and must be submitted to the Engineer and approved prior to shipment of the pumping unit to the construction site. 3. Pumps must be tested at the factory to Hydraulics Institute standards, except as modified below. a. Test speed must be within 20% of the rated speed, unless prior written approval is given by the Engineer. b. The manufacturer must provide instructions and technical support for installation of the pumps by the General Contractor. The pumps must be installed in accordance with the manufacturers shop drawings and instructions. B. The manufacturer must make at least two trips to the project site for equipment inspection and testing, start-up assistance and Owner training of installed equipment for proper operation. Field Quality Control Ve A. After the General Contractor has installed the pumps and the unit is capable of being operated, the pump manufacturer will furnish a qualified representative to inspect the equipment and to supervise field testing and start up. A field test must be made to give an indication of the performance of the new pump when it is operating under actual field conditions and to establish the acceptance of the pump furnished and installed. The field test must be conducted and/or supervised by the pump manufacturer's authorized representative, and observed by the Engineer after the piping and controls have been installed. Upon completion of pump installation and testing, manufacturer must provide written certification that equipment is installed correctly and fully warranted. The manufacturer's representative agrees to coordinate with the City's General Contractor as necessary to complete field testing. B. The pump installer must also provide a written report of all test conditions and results. E. After the equipment has been placed into operation, the manufacturer's representative must make all final adjustments for proper operation. Repair YP A. The Manufacturer is responsible for the repair and retesting of units failing any field test. If unit fails second field test, unit will be rejected and supplier must furnish a unit that will perform as specified. Operator Training Ve A. Provide factory-trained representative operator training for Owner's personnel after system is operational. These pumps need to be procured in an expedited manner and so they can be delivered in the time needed. Bids were solicited and only one vendor, PumpTech Inc., responded with a sealed bid. It is recommended the bid be accepted and the pumps procured in an expedited manner so they will be installed by the time needed for use later in the summer. Document solicitation process: The City's consultant engineer, RH2, prepared a bid solicitation package with specifications for replacement pumps for the City of Talent pump station required to increase the capacity of the TAP intertie to the City. In preparing the bid package, RH2 contacted three vendors to solicit preliminary equipment proposals to identify vendors and equipment that could meet the project specifications and qualify for "or equal" status. Of the three vendors contacted, only two could supply pumps that met the project requirements. Of the two vendors that could supply the required pumps, one withdrew from consideration because they could not meet the needed delivery time. Only one vendor, PumpTech Inc. could provide the required pumps in the time required and submitted a sealed bid. As discussed, as part of this upgrade we intend to replace the pumps/controllers with 125hp units. City is looking to prepurchase the pumps ASAP and have them installed and commissioned no later than August 15, 2014. 1 am working on pre-purchase specifications now, so please let me know ASAP if you have a pump that you think will work.
