My name is Dave Helmich. I reside at 468 Williamson Way. I am a licensed Civil
Engineer in this state and have been in practice for nearly 50 years in OR and
CA.
Please reconsider your decision and amend the acceptable locations for
medical marijuana dispensaries. Specifically, please increase the buffer around
residential property from the 200 feet selected at our last outing to 300 feet.
My Williamson, Rogue and Falcon Heights neighbors appear to be nearly
unanimous that you not impose unnecessary and significant traffic on our
narrow, pedestrian-friendly streets. I have given you a petition signed by 43 of
us to that effect. We know 200 feet would unnecessarily diminish our quality
of life. You must not let this happen.
I personally think it is a poor idea to allow these dispensaries anywhere but on
the boulevards but an increase to 300 feet will protect our neighborhood from
added traffic. 200 feet will not.
I had a card in California for a time. I have seen these dispensaries in action and
I can attest that if the front of the house of one of these enterprises is 1000 sf,
relatively small, we could expect 80 to 200 additional auto transits through our
neighborhood every single day. This is what the Institute of Transportation
Engineers suggests for similar occupancies. Worse, these are daily average
counts--traffic will be more intense during commute hours. And the traffic counts
may be even higher.
We generally welcome these clinics to Ashland. It is up to you to protect us from
their negative effects, though. Not the drugs themselves or the impact on
exposed school kids-that is dealt with elsewhere but from what you control
on our behalf-keeping our streets safe for our use and the use of our children.
Please keep these traffic generators out of our neighborhoods. By changing the
buffer to 300 feet, you can preserve our neighborhood livability.

our single-family neighborhood and narrow, quiet streets. Please amend
your land-use ordinance by keeping dispensaries at least 300 feet from the
nearest homes. A 200-foot buffer is inadequate. It would still allow
dispensaries on Williamson Way and parts of Russell Street, which is
reachable only by driving on Williamson and Rogue. Thank you!
