Main Street Ashland, OR 97520 Subject: Transportation Utility Fee Study Dear Michael: Hansford Economic Consulting (HEC) is pleased to provide this proposal to assist the City of Ashland (City) with a financial assessment of the Transportation Utility Fund. This letter provides a proposed scope of services, budget and schedule for this project. SCOPE OF SERVICES The City maintains the streets network in Ashland. Funding to provide streets maintenance is generated from several sources including state gas taxes, state and federal grants, franchise fees and transportation utility fees. These revenues support typical street operations and maintenance, debt service and capital projects. The City has identified a level of service standard for streets as a pavement condition index (PCI) of 40 or greater. In 2013 77% of streets met the level of service standard. Currently the City is working to determine costs associated with maintaining a PCI of at least 40 for all City streets. HEC's scope of work is to prepare a financial model integrating the engineer's cost estimates of necessary capital projects to bring all streets to the desired service level standard and to project existing revenue sources to determine the funding gap associated with maintaining the desired service level standard. In particular, HEC will evaluate the adequacy of the transportation utility fee to meet the projected revenue needs through the projected time period to bring all City streets to a PCI of at least 40 and maintain that standard thereafter. Meetings. The estimated budget includes conference calls as needed and up to five meetings in Ashland. Deliverables. Technical memorandum detailing assumptions, methodology, and findings. ESTIMATED BUDGET AND SCHEDULE HEC's estimates of costs are $30,000. An estimate of time and cost is included in Attachment A. Invoices are prepared monthly and are due on receipt. i Page 2 of 2 December 13, 2014; HEC #140158 HEC will work on a schedule that meets the City's needs. A draft technical memorandum will be provided by early February 2015. HEC looks forward to assisting the City with ensuring sufficient funding is available to meet City street ongoing and capital project costs. Please review this proposal and call with any questions or comments. HEC's qualifications are provided in Attachment B. Sincerely, i Catherine R. Hansford HANSFORD ECONOMIC CONSULTING Enclosures: Attachment A: Estimated Budget Attachment B: HEC Qualifications ATTACHMENT A Estimated Cost for City of Ashland Transportation Utility Fee Study The cost estimate is based on HEC's 2014 standard hourly rates of $150 per hour for Catherine Hansford and $75 per hour for administrative and clerical work.
