Intro
Good evening. I'm Dave Helmich. I live at 468 Williamson Way in Ashland. I'm semi-
retired here but continue with my career as VP and Chief Engineer of Solvida Design
and Engineering. Solvida furnishes the full range of design services to the solar industry
and particularly to developers of PV Solar Parks. This is the presentation of a citizen,
however, not my employer.
Members of our community are promoting the partial development of the Imperatrice
property, City owned, across the freeway, above the port of entry for the beginnings of a
solar park. This property could support as much as 100 Mw of solar power. We would
like to see an immediate concrete step toward at least some significant solar power to
be generated there in furtherance of City policies - preparing for climate change and
being proactive in upgrade of City facilities.
We are suggesting a much smaller start, not 100 Mw, perhaps only 5 Mw. 5 Mw would
require only 25 acres of the 860 acre site, leaving the balance available for grazing,
conservancy, recreation or other possible uses, including possible additional solar park
modules in the future. 5 Mw is the equivalent of 2,000 average size residential rooftop
installations.

The current grazing contract for the site would not be expected to be affected.
Feasibility
In the past 3 decades, I participated in the design of possibly 100 industrial solar
projects, generally for private investors, but also including major utilities, such as the LA
DWP, East Bay MUD and AC Transit. With land control and the appropriate solar
exposure, these projects can make financial sense now.
And a project could be constructed with no capital or operating cost to the City.
Ashland is living in an electrical energy wonderland. One audit states that our sweet
deal with the BPA nets the City $1.5 million annually for non-electrical utility uses. And
we still have power at nearly the lowest rates anywhere. So, how can we responsibly
reduce our carbon footprint with virtually no financial outlay and no rate burden on our
citizens? One way, certainly not the only way:
The City could lease the 25 or so acres required to a private developer for, say,
20 years. This developer would reap the tax benefits available only to a business,
thereby reducing the net capital cost of the project. The rent we would receive for
our (currently underutilized) property could be a royalty on the power sales. We
could have the project for our own account at the end of the lease or sell it
assuming the earth has stopped warming. Under this particular scenario, the
power would be sold to Pacific Power (its transmission lines traverse the site) at
its avoided cost. Under law, PP must allow the connection and take the power up
to 5 Mw. They may wish more, in which case that could be proposed. PP's
avoided cost (set by the State) is likely at least double what we pay to BPA as a
municipal utility.
Whether a project(s) would be financially viable would fall out in the proposals received.
To pre-suppose success is required. The rational way to proceed is for proposers to
determine within bounds the physical and financial structure(s) acceptable to them and
for the City to reject or accept them based on City values.
Proposal Urgency
We propose the City fund the production by outside consultants of the technical side
of an RFP requesting proposals from financially qualified development applicants to
begin the PV park development. It is urgent this RFP be developed now in the face of
likely termination of federal tax benefits next year. It is further urgent this be approved in
this year's budget cycle since the next City budget opportunity would be 2 years from
now.
The minimal aim of the RFP would be set purposely low, that is, as little as 5 Mw, with
an intent to actually begin the development process as soon as an acceptable proposal
is received and agreed upon by the City. This is to qualify for current tax incentives.
RFP
The RFP is broadly conceived to minimize delay to a developer. It will involve much
more than "make us a deal." It is intended to, for example:
• Complete geotechnical studies in advance to reduce the unknowns (and
contingency markups) that a proposer would be faced with.
• Identify interconnection issues in advance and tailor options for minimal
resistance.
• Identify and complete any environmental studies that would be required,
including archaeological studies, to the extent those can be fit in the RFP
timeline.
• Identify several preliminary site designs that could be useful for a proposer
The RFP content would be expected to allow a project proposer to invest minimal effort
in understanding the site's physical limitations and potential and to allow for a more
complete understanding of possible financial structure(s) it might propose for a project
up there.

Mayor Stromberg and Councilors:
Travel Oregon has a significant interest in the potential positive impacts of a safety rest area facility as
proposed for your consideration. We understand the matter is before Ashland City Council for
determination on whether or not to provide water and sewer service to the facility through an
agreement with ODOT. While not a party to that agreement, we believe the public will be well served
with a safety rest area south of Ashland and support ODOT's efforts to this end. It's our understanding
there is interest in seeing that a defibrillator be placed in the Welcome Center as well as providing
places for people to charge mobile devices. We believe both of those requests make sense and are
happy to do our part in providing these along with the other amenities to serve visitors.
Travel Oregon is responsible for the system of State Welcome Centers and we approach this
responsibility with purpose and efficiency in mind as well as keeping service to the traveling public at
the forefront of our decisions. We take our responsibility to steward the resource we're entrusted with
seriously and operate the system of Welcome Centers according to visitor demand, striving for
continued improvements. As provided in previous testimony, we believe the opportunity for placement
of a first class Welcome Center at Oregon's Southern entrance on 1-5 would be an important component
of the overall visitor services we offer. If we believed Welcome Centers and visitor centers were no
longer relevant to travelers, we would not be supportive of the project, nor would we have entered into
a long-term lease with ODOT ensuring a visitor-facing component in the overall facility.
As provided previously in testimony, it is our belief, based on ODOT traffic estimates, that we will have
an opportunity to interact with thousands of travelers at the proposed facility. This is another chance to
welcome visitors to our state, provide way-finding assistance, introducing them to Oregon attractions,
events, and points of interest all in an effort to make their trip to Oregon truly memorable. We want to
optimize the economic impacts of tourism and believe interacting with visitors in a personal way serves
that purpose. We do this through our website, campaigns, by providing collateral materials and with
face-to-face interactions.

Until the facility is open, we can only speak to what we do at the other centers and speculate on what
we anticipate for this proposed facility. During the period of May-September throughout the system,
our state Welcome Centers are open 7 days per week-we anticipate this proposed center would be
open 7 days per week as well. During the months of October through April, hours of staffed service are
established based on visitor demand. To be clear, It is our expectation that the proposed Welcome
Center will be open every month of the year- but the days and hours of staffed service from October
through April will not be determined until the center is open and thus allows us to determine need, and
demand on services. We can say definitively that barring technology issues or other factors outside our
control, Wifi, print information and collateral brochures will be available every day that the rest area is
open to the public.
