Agreement for Services
between
Southern Oregon University, a University with a Governing Board
and
Ashland Fire and Rescue
Article 1. Preamble
The parties agreed during the 2015-2017 academic years, Ashland Fire and Rescue (AF&R) will
provide Southern Oregon University (SOU) Community Emergency Response Team (CERT) Basic
Training on Campus. Ashland Fire and Rescue proposes to offer the Community Emergency
Response Team (CERT) Basic Training on the SOU campus as a course for credit for students and
allow staff, faculty and the general public to take the course at no charge.
Article 2. Definitions
1. SOU is defined as Southern Oregon University.
2. CERT is defined as Community Emergency Response Team.
3. AF&R is defined as Ashland Fire and Rescue and responsible for CERT Team.
4. FEMA is defined as Federal Emergency Management Agency.
Article 3. Responsibilities
1. AF&R responsibilities:
a. Cert will provide 30 hours of training consisting of the following subject areas as
defined by FEMA.
i. Disaster Preparedness Provides an overview of person preparedness
and community preparedness.
ii. Fire Safety Demonstrates how to safely and effectively extinguish afire
utilizing an approved extinguisher and how to identify safety during a fire
incident.
iii. Disaster Medical Operations (two part series) Teaches how to recognize
and treat Life-Threatening Conditions, Triage, Public Health
Considerations, Functions of Disaster Medical Operations, Disaster
Medical Treatment Areas, Patient Evaluation, Basic Treatment.
iv. Search and Rescue Trains students how to size up the situation in which
the search and rescue teams will operate. Students will also learn safe
techniques for lifting, leveraging, cribbing, and victim removal.

v. CERT organization Students learn the nuts of bolts of Community
Emergency Response Teams and their functions including Rescuer Safety,
Documentation, Team Organization.
vi. Disaster Psychology Explains the psychological impact of a disaster on
rescuers and victims and how to provide "psychological first aid." Caring
for Yourself, Your Buddy, and Victims: Steps one can take individually and
as part of a CERT before, immediately following, and after a disaster.
vii. Terrorism Students will learn the definition of terrorism and terrorist
goals, how terrorists choose their targets, the weapons that terrorists are
known or are suspected to have and the risk posed by various terrorist
weapons, cues that help to identify when a terrorist attack may have
occurred or may be imminent, ways to prepare for a terrorist incident,
and CERT protocols for terrorist incidents and protective action following
an event.
viii. Emergency Operations Center (EOC) Functions An EOC is responsible for
the strategic overview, or "big picture", of the disaster, and does not
normally directly control field assets, instead making operational
decisions and leaving tactical decisions to lower commands. SOU has
implemented EOC training for staff in the past and would open one in the
event of disaster affecting the SOU campus.
ix. Natural Hazards Mitigation Nationally recognized hazards are based on
scope, likelihood of occurring and potential impact on community.
b. AF&R would be contracted to provide this training. A cadre of instructors will be
used and may include any of the following: Ashland CERT Program Coordinator,
CERT members, firefighters and scheduled fire department personnel based on
availability and expertise.
c. AF&R will provide a qualified lead instructor with a Masters Degree or
equivalent. AF&R will ensure the lead instructor's qualifications for all training.
The lead instructor will provide a syllabus with learning expectations and
students that includes all learning expectations and desired student outcomes.
The CERT Coordinator will attend each class and will act as the instructor
available to answer student questions, perform student grading, and perform
other classroom leadership functions as necessary.
d. Upon Course Completion, students will receive a certificate of completion and
will have the ability to join the local CERT SOU team. The CERT training is a
nationally recognized program with curriculum developed by FEMA. There are
over 60 CERTs in Oregon alone and training is transferable. CERT provides
support to first responders in the field.
e. Basic training graduates can also partake in continued training with Ashland
CERT. Ashland CERT offers advanced trainings, refresher trainings, and
leadership training throughout the year to all those successfully completing basic
training.

2. SOU responsibilities:
a. Promote and advertise the class via the SOU online class schedule, including a
description and footnote to emphasize that:
• National curriculum is transferable to other cities/towns having CERT
programs.
• CERT training knowledge and skills add distinction to a resume.
• Basic first aid and responder skills unify CERT members and first
responders in the field.
b. Provide a campus liaison promoting the class within the OAL academic area.
c. Provide a classroom equipped with working computer, projector, and white
board. The room needs to be open enough to practice lifesaving skills such as
patient back-boarding, cribbing and other rescue techniques within the scope of
the curriculum.
d. Provide monetary compensation to AMR - $750 for delivery of the course for up
to 10 paying students; $1500 for delivery of the class for 11-20 paying students.
There would be no charge for faculty, staff or community members who are non-
paying students. Payment amount will be based on total paying student
enrollment as of the first day of class for each term offered.
e. Payment will be made within thirty (30) days after enrollment is verified directly
to AF&R and AMR invoice is received.
Article 4. Terms of Agreement:
1. Period of agreement:
a. Start Date: October 1, 2015
b. End Date: June 30, 2017
c. Course training will be offered up to three times annually based on student and
community demand. Classes and course scheduling will be both traditional and
non-traditional in format.
2. Cancellation:
a. Per Term: Cancellation determination will be based upon minimum student
attendance requirements of ten students; the minimum requirement
encompasses both paying students and public participants. Enrollment will be
verified two weeks prior to class start day each term.
b. Contract: Program will be reviewed by both parties at the completion of Spring
Term to determine renewal of the program for the upcoming academic year.
3. Commencement: This agreement begins following signature of all parties.
