N O C: N W (D rnCD Ito -I r Oa n X D D Z CCD G) a) M a * * * * o ~ w m a N cn A A A N ~ W N O_ p m cf) CITY OF -ASHLAND Council Communication January 4, 2016, Study Session Downtown beautification project funding for the remainder of BN 2015-17 FROM: Dave Kanner, city administrator, dave.kanner@ashland.onus SUMMARY Councilor Marsh has requested a study session discussion of scheduled uses of downtown beautification project funds for the remainder of this biennium and beyond, in particular the scheduled purchase of new pedestrian street lamps. BACKGROUND AND POLICY IMPLICATIONS: The City annually sets aside a small portion of its tourism-restricted transient occupancy tax revenues for "other City projects that qualify" (downtown beautification projects). In 2014, the City created a nine-member ad hoc committee to develop a plan for the use of beautification funds through the current biennium. The Committee identified a number of short-term projects that have been undertaken and completed. These include improvements to the public right-of-way on Lithia way between Oak and Pioneer Streets, additional lighting in the walkway between E. Main St. and the Thomas Theater, and "Welcome to Ashland" signs that will come to the Council for approval later this month. Below is a list of projects that were approved for fiscal year 2015 and for the 2015-17 biennium: FY 2015 • Lithia Way Parking lot landscaping improvements • Public Art for Theater Corridor from E. Main St. to Thomas Theater • Improvements to corner of Winburn Way and North Main • Stop and Shop corner • Plaza planters, additional plants, decorative fencing (Note: Funds appropriated for FY '15 project that were not completed were carried forward to BN 2015-17 and remain appropriated for these projects.)
