The following Housing First resolution is very simple, covering 7 key points,
and is written with the understanding that Ashland already faces unique
challenges due to scarcity in the property market. Transitioning to a true
Housing First model will require planning, creativity & community
partnerships.
Ashland Oregon Housing First Resolution
support the City of Ashland Oregon adopting a "Housing First" resolution
in regards to homelessness and housing as defined below:
1) Move people into housing directly from streets and/or shelters without
preconditions of treatment acceptance or compliance,
2) A commitment to robust support services. These services are predicated
on assertive engagement, not coercion;
3) Continued tenancy is not dependent on participation in services;
4) Units prioritized to most disabled and vulnerable homeless members of
the community, as well as, but not exclusive of those who have lived in the
Ashland area for at least one year.
5) Embraces harm-reduction approach to addictions rather than mandating
abstinence. At the same time, be prepared to support resident commitment
to recovery when appropriate;
6) Can be implemented as either a project-based or scattered site model.
7) It's understood that this resolution is meant to move Ashland Oregon to
a housing first model. A Housing First plan, which covers resource
availability, allocation and social service support infrastructures, will be
developed upon adoption.
