AN ORDINANCE LEVYING SPECIAL BENEFIT ASSESSMENTS IN THE AMOUNT OF $220,502.75 IN THE MATTER OF SANITARY SEWER INSTALLATION, PARKING LOT CONSTRUCTION, CURBS, GUTTERS AND PAVING IN LOCAL IMPROVEMENT DISTRICT NO. 56, AND DECLARING AN EMERGENCY. WHEREAS, the Common Council of the City of Ashland, Jackson County, Oregon, has heretofore installed sanitary sewers, constructed parking lot, curbs, gutters and paving, during 1985; and WHEREAS, the total assessment for sewer, parking lot, curbs, gutters and paving in the said district is in the amount of $220,502.75 and WHEREAS, the Common Council does hereby determine that the total assessments for the property and individuals assessed are reasonable assessments; and WHEREAS, special benefit assessments should now be levied against property benefitted and fronting on such improvements to defray the expense thereof; NOW, THEREFORE, THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS: Section 1. That Local Improvement District No. 56 consists of improvement of sanitary sewers, parking lot construction, curbs, gutters and paving as hereinafter designated in Section 2 and project located as follows: Fordyce Street Parking Lot,- Iowa & Wightman Street Walker Avenue Wightman Street Glenwood Drive Enders Alley Iowa Street Hillcrest Street Section 2. That if the owner of any property so assessed for such local improvement in the sum of $100.00 or more, at any time within ten days after notice of such assessment is first published, so de- sires, he may have the payment thereof extended in the manner and under the provisions of the Bancroft Act. . Section 4. That inasmuch as it is necessary to provide the funds immediately with which to pay the cost of such local improvements, it is hereby deemed necessary for the public peace, health, and safety of the citizens of the city of Ashland that an emergency be, and the same is hereby, declared to exist, and this Ordinance shall be in full force and effect from and after its passage by the Council and approval by the Mayor. The foregoing Ordinance was first read at a regular meetin of the City Council of the City of Ashland held on the ,pllday of u 1986, and was ssed to a second reading and du~ adopted on the IL±day of 1986.
