It's been 8 years since the ACLU condemned the City of Ashland's treatment of the
homeless. 8 years ago the Oregon ACLU stated:
"The poor should not be punished simply for being poor, and that's what this law
does in Ashland."
"The city of Ashland - and all cities - should seek to address the underlying
issues of homeless and poverty, rather than enacting and enforcing laws that
target those who are homeless."
It's been 8 months since the Obama Administrations Department Of Justice warned
cities across the country, cities like Ashland Oregon, that:
"...it should be uncontroversial that punishing conduct that is a universal and
unavoidable consequence of being human violates the Eighth Amendment..."
Over the last 8 months, instead of heeding the words of the Federal Government, and
abolishing these ordinances, Ashland City Council, (with the exception of Carol Voisin)
has voted to increase Ashland's policy of Criminalizing Homelessness & poverty.
The City of Ashland, has chosen to collude with the Chamber of Commerce, pushing
an agenda that serves the 1 % and makes life for the 99% more difficult and even less
friendly, than it already is.
Ashland City Council, led by Pam Marsh, Greg Lemhouse and Stefani Seffinger, have
not only succeeded in making Ashland "A little less friendly for the homeless", they OSkw a/`(
' ds Ashland, less Ashland.
Kok' There is no Ashlandia, without Bohemia.
Ashland without a cultural of compassion and tolerance, is just another Roseburg.
The Anti-Sleep laws already in place, in addition to the onslaught of Ordinances-you

have passed over last year are unlawful and illegitimate:
• These policies violate the United States Constitution & the Oregon State Constitution
• Go against the spirit of the Ashland City Charter locally & against the United Nations
Declaration of Human Rights, globally.
• Ashland City Council has taken a position in direct defiance the Obama
Administration's DOJ. A position that threatens Ashland Oregon's ability to receive
funding for that could be used to help the homeless.
These ordinances, targeting those who are homeless and/or living in poverty, are
Bigoted and Xenophobic; both in sprit and written word.
These ordinancesnegatively impact seniors citizens, veterans, families, pregnant
women and the disabled. Donald Trump would be proud.
