Revision No.3, Exhibit D
ADDITIONAL PRODUCTS AND SPECIAL PROVISIONS
Effective October 1,2005
Revision No.3 updates the City of Ashland's GTA Delivery Charge for Low Voltage
Services for the period October 1, 2005 through September 30,2007 pursuant to section
l(a) below.
1. LOW VOLTAGE SERVICES
If Low Voltage Services for Ashland are included in the wheeling agreement PBL
maintains for transfer service, then Ashland shall purchase Low Voltage Services
from PBL, and pay PBL's General Transfer Agreement (GTA) Delivery Charge for
deliveries over non-Federal low voltage transmission facilities. Ashland has the
following low voltage points of delivery: Ashland and Oak Knoll Transmission Point
of Delivery.
(a) GTA Delivery Charge
For the period October 1, 2005 through September 30,2007, the GTA
Delivery Charge shall be $1.119 per kilowatt per month.
(b) Billing Factor
The monthly Billing Factor for the GTA Delivery Charge in section l(a) shall
be Ashland's total load at the low voltage points of delivery on the hour of the
Monthly Transmission Peak Load.
For purposes of this section, the Monthly Transmission Peak Load is the
peak loading on the Federal transmission system during any hour of the
designated billing month, determined by the largest hourly integrated
demand produced from the sum of Federal and non-Federal generating
plants in BP A's control area and metered flow into BP A's control area.
The monthly GTA Delivery Billing Factor shall be adjusted for customers
that pay for Utility Delivery facilities under the Use-of-Facilities (UFT) rate
schedule under the Wheeling Agreement with the TBL. The kilo-watt credit
shall equal the transmission service over the delivery facilities used to
calculate the UFT charge. This adjustment shall not reduce the lftility
Delivery Charge billing factor below zero.
(c) Metering Adjustment
At those Transmission Points of Delivery that do not have meters capable of
determining the demand on the hour of the Monthly Transmission Peak
Load, the Billing Factor under section l(b) shall equal the highest hourly
demand that occurs during the billing month at the Point of Delivery
multiplied by 0.79.
