ORDINANCE NO.
AN ORDINANCE AMENDING ORDINANCE NO. 1415, AS
AMENDED ADOPTING A POSITION CLASSIFICATION PLAN FOR
THE CITY OF ASHLAND.
THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1 Ordinance No. 1415 as amended is hereby amended by
adding the following new classifications as set forth in Exhibit
"A" attached hereto and made a part hereof:
METER READER/GROUNDWORKER
COMMUNICATION CENTER SUPERVISOR
PROGRAMMER/ANALYST
RISK MANAGEMENT ANALYST
SECTION 2. Ordinance No. 1415 as amended, is hereby amended by
deletion of the following classification titles:
METER READER
GROUNDMAN
TRAINING OFFICER
SECTION 3. Ordinance No. 1415 as amended, is hereby amended by
changing the following classification titles:
ASSISTANT TO CITY ADMINISTRATOR/PERSONNEL DIRECTOR to
ASSISTANT CITY ADMINISTRATOR/PERSONNEL DIRECTOR
MAINTENANCE/WAREHOUSE WORKER to
MAINTENANCE/WAREHOUSE WORKER II
JANITOR to
MAINTENANCE WORKER I
The foregoing Ordinance was first read on the /at day of
1988, and duly PASSED and ADOPTED this day
of 1988.

EXHIBIT "A"
METER READER/GROUNDWORRER
Characteristics
Employee performs semi-skilled work involving the reading of elec-
tric customer meters to determine consumption. Duties may include
connecting and disconnecting electric meters in accordance with
established procedures.
Employee may also perform manual work on the ground in the main-
tenance and repair of electrical systems; operate hand and motor-
ized equipment; operate light equipment; drive and set up high-
riser; pass tools, equipment and supplies to linemen; trim trees;
clear rights of way; and maintain equipment. Employee also may
assist linemen in the installation of underground cable, light
wires, and fixtures; and operate line trucks in the absence of a
line truck operator. Does related work as required.
Minimum Qualifications
Equivalent to: high school graduation, preferably with some pre-
vious experience in work affording familiarity with metering of
utilities or doing groundman work with an electric utility.

COMMUNICATION CENTER SUPERVISOR
Characteristics
Under the general direction of the Police Chief, this employee,
as a first line supervisor, assigns and reviews work, and
disciplines employees who work in the Police Department
Communication Center. Does related work as required.
Minimum Qualifications
Equivalent to successful completion of 90 college credit hours in
a related field and three years full-time employment in law
enforcement. Desirable qualifications include one year as a
supervisor.

PROGRAMMER/ANALYST
Characteristics
Under general direction this employee designs, writes, implements
and maintains data processing programs and systems, coordinates
all software and hardware purchases. Does related work as
required.
Minimum Qualifications
Equivalent to: A Bachelor's degree in Computer Science or a
related field and two years of programming experience including at
least one year working with an on-line system.

RISK MANAGEMENT ANALYST
Characteristics
Under the general supervision of the Director of Finance, the
employee endeavors to protect City-owned assets in the most
economical manner possible, utilizing safety promotion, loss
prevention, insurance, self-insurance, and claims administration
to accomplish these goals. Manages the City's Insurance Services
Fund. Cooperates with the City Attorney, the Purchasing
Agent/Safety Coordinator and the Personnel Director on worker's
compensation, OSHA compliance and other risk-related matters.
Does related work as required.
Minimum Qualifications
Equivalent to graduation from a college or university with a
degree in business or public administration, accounting, risk
management, law or related discipline; and three years of
experience relating to risk management.
