ORDINANCE NO.
AN ORDINANCE ESTABLISHING THE ASHLAND BICYCLE COMMISSION
THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. A new Chapter 2.22 shall be added to the Ashland
Municipal Code and shall read as follows:
"Chapter 2.22
BICYCLE COMMISSION
Sections:
2.22.010 Established - Membership
2.22.020 Term - Vacancies
2.22.030 Quorum - Rules & Regulations
2.22.040 Powers and Duties - Generally
2.22.050 Reports
2.22.060 Compensation
2.22.010 Established - Membership. There is established a Bicycle
Commission which shall consist of seven (7) voting members, including
one member from the City Council who shall serve as Chairperson, and
certain non-voting members including the Director of Public Works and
the Police Chief.
2.22.020 Term - Vacancies. Except for the Chairperson, the
members shall be appointed for three (3) year terms. Initially, two
(2) members shall be appointed to terms expiring December 31, 1989, two
(2) members to terms expiring December 31, 1990, and two (2) members to
terms expiring December 31, 1991. The successors shall be appointed to
three (3) year terms. Any member who is absent for four or more
meetings in a one-year period shall be considered no longer active and
the position vacant, and a new member shall be appointed to fill the
vacancy.
2.22.030 Quorum - Rules and Regulations. Four (4) voting members
I of the Commission shall constitute a quorum. At its first meeting, the
Commission shall elect a Vice Chairman and a Secretary, who shall hold
office at the pleasure of the Commission. The Commission may make
rules and regualtions for its meetings and shall meet at least once
every month.
2.22.040 Powers & Duties - Generally. The powers, duties and
responsibilities of the Bicycle Commission shall be as follows:
A. To develop and recommend coordinated bicycle safety programs.
B. To recommend bikeway construction priorities for the City.
C. To review and recommend project applications for funding.
D. To serve in a liaison capacity between the City and Oregon
Bicycle Advisory Committee in developing the statewide bicycle
program, and in meeting the goals of the State of Oregon
Bicycle Master Plan.
E. To serve in a liaison capacity between the City and the
Jackson County Bicycle Committee in developing overall
coordinated plans for bikepaths and bicycle safety programs.

F. To act in an advisory capacity to the Ashland City Council and
the City Administrator in the implementation of official
bicycling activities.
G. To provide research and information to official agencies of
the City.
H. To promote public acceptance of official city bicycle
programs.
I. To foster public knowledge and support of bicycling laws,
enforcement and traffic engineering problems and needs.
J. To cooperate with the public and private school systems in
promoting bicycle education programs.
2.22.050 Reports. The Commission shall submit copies of its
minutes to the City Council and shall prepare and submit such reports
as from time to time may be requested of them by the City Council or
Planning Commission.
2.22.060 Compensation. Except for the Chairperson in his or her
capacity as a member of the City Council, voting members of the
Commission shall receive no compensation for services rendered.
The foregoing Ordinance was first read on the 6th day of September,
1988 and duly PASSED and ADOPTED this day of September, 1988.
