Main Street Ashland, OR 97520 Subject: Storm Drain Rates Update Dear Michael: Hansford Economic Consulting (HEC) is pleased to provide this proposal to provide the City of Ashland (City) with updated Storm Drain Fees based on the new Department of Environmental Quality (DEQ) permit to be issued September 30, 2016. This letter provides a proposed scope of services, budget and schedule for this project. SCOPE OF SERVICES The new DEQ permit will include new requirements for small municipal storm water systems. Additional maintenance of the storm drain system will require additional staffing. The City has determined that an additional three full-time positions will be necessary for the City to be in compliance with the new DEQ permit requirements which must be implemented July 2017. Other costs associated with the new permit include a vac truck, office spaces, an engineering vehicle, and pipe/slurry/repairs costs. Costs have already been estimated by City staff. The additional staffing costs and other associated costs were not anticipated in the biennium budget and will impact storm drain rates. HEC will calculate the necessary rate increase to fund the costs associated with the new DEQ permit. Meetings. No meetings in Ashland. The estimated budget includes conference calls as needed. Deliverables. Technical memorandum detailing assumptions, methodology, and findings. ESTIMATED BUDGET AND SCHEDULE The estimated budget forthis project is $12,000. An estimate of time and cost is included in Attachment A. Invoices are prepared monthly and are due on receipt. HEC will meet the City's scheduling needs to present rates to Council in September or October 2016. Please review this proposal and call with any questions or comments. HEC charges for services on a cost not-to-exceed basis; therefore, you will only be billed for the work completed up to the authorized budget amount. Invoices are issued monthly and are due on receipt. Direct expenses (vehicle mileage reimbursement, hotels, photocopying, and postage expenses) are charged with no markup and are included in monthly invoices. If additional work is requested that is beyond the original scope of services, or if work efforts are greater than anticipated in development of the budget, HEC will request authorization for additional budget. The total cost estimate is $12,000 as shown in Table 1 below.
