r J :7~ The council next discussed the matter of buying a tractor. After considerable discussion it was waved by Banta, seconded by Shinn, that the Street Committee be instructed to hire sane farmer owning a tractor to give the council a demonstration. Carried. Mr. Banta brought up the matter of purnhasing oil for use at the city dump ground. After some discussion err Banta gas instructed to secure oil from the Schaal Board if possible. ;fir. McGee rep©rted that the Indigent Committee had interviewed Mr• Bonham and found he was not in need of help The Committee also investigated the condition of the Philips family and found Mr. Philips sick and in need of assistance. Free water and lights were granted the parties living at 131 Ghio Street. Mr. Hosler addressed the council stating that the trestles in the canyon were in very bad condition and liable to go down at any time and the pipe line in need of repairs. ~fte~ some discusion Mr Hosler was instructed to confer with Mr► Russill in regard to this matter and have said work done. mayor Lamkin stated that Mr► H~nee living at theold Normal building desired the city to help him set poles and string wires in order that he may obtain electric current, the removal of the C.O.P Co's lines having deprived him of lights. Ashland, Oregon, Feb. 17, 1920. The council met in regular session at 7:45 P.M. on the evening of this date. Present Mayor Lamkin; Councilmen Santa, Shinn, Frost; absent McGee, Nininger, Turner. Minutes of the previous meeting were read and approved as read. Councilman Nininger entered the roam and was acknowledged present. A petition, signed by 148 petitioners, asking that the Council take steps imrned~.ately to provide for an increase in the water supply by cleaning out and enlarging the reservoir was presented. Mr• J. H. Di11, A. C. Joy and other interested citisens addressed the caSncil in support of the petition. Thereupon Mayor Lamkin, Engineer Walker, Water upt. Hosler and several of the councilmen ex- ' pres9ed their views and outlined projects far increasing the water supply. After ~ prolonged discussion the council decided to put b~~=the matter of voting bands for this improvement to a vote of the people and the City Attorney was instructed to ascertain if this measure requires a special election or if it can be voted on at the prmiary election to be held in Nay. A Report of the Library Board for the year ending Dec. 31, 1919 was re ad and, on motion, accepted and ordered.. placed on file. Bill of T. H. Simpson for supplies, amounting to X9.30, ~►as presented and, om motion, allowed. Bill of Briggs ~ Briggs amounting to ~316.2~ for attorney's fees and expenses in the matter of the cases of White vs. City and Patterson vs. City, was:. read and, on motion, referred to the Finance Committee, to be acted upon by them along with the regular monthly bills. The resignation of Blanche E. Hicks frog the office of official chaperon of public `dances was presented. Moved by Nininger, seconded by Frost, that the resignation be accepted. Carried. A petition sf,gned by C. B. French, W. R. Yockey , and others, asking that the council cause ~cstreet to be laid out and established at a point near the intersection of Grand View Drive and ~Nimer Street and running west to the city limits was read and, an motion referred to the Street Committee for a report at the next council meeting. I, I Request of Catherine A. Heath asking~.permission to remove fruit tree sprouts r ~ from the old Praytor place in Ashland canyon was read and, on motion, referred to the Realty Committee with power to act. ~ The council next proceeded to consider a proposed City ordinance entitled ~An ordinance dividing the City of Ashland, Oregon, into L~lection Precincts or wards. The ordinance was read e,nd referred .back to the City Attorney for alteration. e; The council next proceeded to consider a proposed Ordinance No. entitled An ordinance to regulate the storage and handling of coal oil, benzine, gasoline, naptha, and all other hydro-carbon liquids that will take fire and burn at a termera- ture below 120 degrees Fahrenheit; to regulate the storing of black-powder, nitro- powder, dynamite, giant-powder and blasting caps, and to repeal all ordinances and parts of ordinances in conflict herewith." The ordinance having been read the first s~~ time, c+n motion, the rules were suspended, two-thirds voting in favor thereof and the ordinance was passed to the second reading. Having been read the second time, roll ix* call was ordered on the adoption of the ordinance. The vote was as follows: Ayes Santa, Nininger, Frost; rays none; absent D6cGee, Turner, Shinn. W, Fraley, Street Commissioner, for the month of Fab., ].y20, were read and, on motion, accepted and ordered placed on file. Report of E. P.. Hogler, Water Supt. , was read. Moved by Nininger, seconded by Shinn, that this report be turned over to the Water Committee far investigation. Billings for premium an policy covering e1PCt.ric supplies in warehouse an B Street, and amounting to ~3r1.04, was referred to the Finance Committee with power to act. Pills O.K.'d by the Finance Committee and amounting to ~4,193.'?'~ were read in total amount only. Motion made and seconded that said bills be allowed and warrants ordered drawn in payment therreof. The vote was as follows: Ayes Banta, McGee, Nininger, Shinn; nays none; absent Turner, Frost. Carried. Moved by Banta, seconded by Shinn, that the Recorder be authorized to transfer ~500.On from Water Fund to Street Fund and ~504.Ot~ from Water Fund to Firs Dept. Fund said amounts to be considered as loans. The vote was ag follows: Ayes Banta, r~ininger, McGee, Shinn; nays none; absent Turner, Frost. The council next proceeded to consider a proposed City Ordinance No. ,~h~3~ entitled ~An ordinance dividing the City of Ashland, Oregon, into Election Pr'ecib~cts.~ x The ordinance was read the first time but no further action was ta`cen. Written. opinion of M. Briggs, City Attorney stating that it would be im- possible to get a city measure on the ballot at the primary election, was read. The matter of the proposed reservoir in Ashland Canyon was next discussed. Engineer Walker addressed the council stating that the City was not in a position to vote bonds for this purpose at this time as no careful estimates and tests had been made. Moved by Nininger, seconded by Shinn, that the City Engineer and Water Supt proceed at once to rake a thorough investigation of the reservoir proposition and such surveys and tests as may be necessary.
