Pr~:sent Mayor Lamkin; Councilmen Banta, McGee, Nininger, Shinn, Frost; absent Turner. ~~epor.ts of C. W. rraley, Street Commissioner, E.R.Hogler, Water Supt., and W.H Gpwdy, Judge of the City Court for the month of Diarch, 1y20, and quarterly report of G. G. Eubanks, City Treasurer, were read an~i, on motion, accepted and ordered placed on file. Bill of White House Grocery, amounting to X1.20 for supplies, was presented. ~iovdd by Nininger, seconded by Frost, that said bill be allowed if found proper. Carried. Claim of Wm. Myer amounting to X10:00 for en electric stove gold to 1`~r. RusSill was next considered. after considerable discussion it ~,~ras moved by Nininger, seconded by Frost, that the bill for stove be paid. The vote was as follows: Ayes Nininger, Shinn; nays Banta, Frost, McGee. Thereupon the notion was declared 1ogt. Bills O,K' d by the Finance Corunittee and amounting to X5,833.06 were read in total amount only. D~otion made and seconded that said bills be allo+rred and warrants ordered drawn in payment thereof. The mote was as follows: Ayes Banta, Frost, McGee Nininger, Shinn; rays none, absent Turner. Carried. Petition signed by numerous property owners asking that the Council cau4e to be vaca~~d apart of Ash Street adjoining the property of the Ashland Fruit 8c produce Assceiation, was next considered. Moved by Nininger, seconded by Shinn, that said petition be granted and the Ordinance Committee be instructed to have the g nece:~sary ordinance prepared for the next meeting. The vote was as follows: Ayes .Frost, '~cGee, Nininger, Shinn; nays, Banta; absent Turner. Carried. The timE having arrived for tree hearing of a.ny obj actions to the construction of a sewer in what is to be known as Fewer District No. 19, an opportunity was given n~ any interested parties to make known their objection thereto. Mr. Praytor was pre- sent and wished to know i$ the sewer would be run near enough to his line so that he would be ably; to connect with the same. He did not make any particular ~bj sction to the sewer. There being no other interested parties present, the council next pro- . seeded to consider a re~;olution providing for the construction of a sewer in Sewer District No. 19 _;and directing the City Engineer to prepare plane and specifications therefor. The resolution having been read the firs t tine, on motion, the .rules were suspended, two-thirds voting in favor thereof, and the resolution was gagged to the second reading. having been read the second time, .roll call was ordered on the adoption of the resolution. The vote was as follows: AyeB Banta. McGee, Nininger, ~trost, Shinn; nays none; absent Turner. Thereupon the ?~ayor declared the resolution adopted. Resignation of Grace C. Palmerlee aq a member of the Library Board, said resig- nation to take effect I~ay 1st, 1920, was next considered. ~"io t ion made and seconded that said resignation be accepted, Carried. Carries'.. 3~ dir. Banta stated that hp ha,d. been offered X8.00 per r~onth rental for the Pule• thorpe property recently deeded to the City. Moved by Shinn, seconded by McGee, that the property mentioned be left to the Realty Committee to rent subject to sale. Moved by Nininger, seconded by Banta, that the matter be left to the Street Committee and City Engineer. Carried. 2~ :tz~ ,gym The council proceeded to considex a resolution providing far the construction of a se~~~er in the Ashland City Park to commence with what i~a known astute end of the ~~~ill Street Extension and to connect atith the setR~er at the northerly end of propsed Seger District No. l~. The resolution having been read the first tame, on motion, tr.e rules were suspended, two-thirds voting in favor thereof, and the resolution was ~assPd to the second reading. Having been read the second time, roll callwas ordered on the adoption of the regalut ion. The vote was as follot~s; Ayes Banta, 1~cGee, .Frost, Nininger, Shinn; nays .none; abs nt Turner. a ~ Thereupon the 1~rFayar declartad the resolution duly adopted. Opinion of City Attorney elm. P~. Briggs relating to the division of assessments was read. qtr. Banta stated that A. ~l. Thomas offered to pay hi g assessments provided the City will relea9e the Helm's Tract. The council next proceeded to consider a proposed City Ordinance entitled "An ordinance fixing rates to be charged for water service in the City of Ashland, Oregon, ~rhether such service be furnished through or without meters; giving the Supt. cf the ~aterwor~ss po~ver to install meters ~~~herever practicable; Equalizing the so- x~f, ; called "flat-rate" and the meter .rate; providing for the inspection and adjustment of faulty water meters; fixing rules and regulaticng for the conduct and operation of the waterworks of the said city; providing penaltieq for non-payment of water ser~rice and for violations of rules and regulations thereof; repealing all ordinances in conflict herewith, and particularly repealing dater Rate Ordinances No. 3r1, 103, J. 4 1' 4 20 2?1 ? 4 2~ ~ 4 b 5' ~ 73, ? , 5, 7 , 9^, 373, .,79, 5 , 557, and 642,. also those certain Resalutians adopted by the Common Council of the said city on ~Aay yth and June 4th, ].?O1, a,nd recorded. on pages 112 and 113 of the Ordinances Records of said City.' s The ordinance was read the first time beat no further action was taken. a There being no further busir:ess, ors motion, the council adjourned to meet Tues. ~ April 13th at the usual hour. ~ ry ~~ayc~r Attest: ~a ~ i.ty~ecorder. p.. r Ashland, Orego;^, April l3, 192('. Iii rotes of the previous meeting were read P.nd approved a~ read. On the recarm*tendation of the Realty Committee the reque9t of A. Thotaas that ~hc paring as9easment against his Blvd. property be divided and a part of ea,id property released from assessments was unfavorably considerAd. The council next proceeded to consider a proposed City Ordinance No. fixing the water rakes, etc., said ordinance having reeeired its first reading at the mddting held April 6th. l~~oti~n made and seconded that Paragraph 3 of section providing for Manner and rules of payment under fixed rates be stricken out. Carried. The rates were discussed at some length b~y~the mayor and council and a number of interested parties wi!o ~vere present.
