HomeMy WebLinkAbout1920-0413 Council Mtg MIN The council proceeded to consider a resolution providing for the conatxuction of a set~rer in the Ashland City Park to commence with what is known ast~►e end of the I~,~ill Street Extension and to connect vfith the surer at the northerly end of propsed Sewer District No. 1~, The resolution having been read the first tame, on motion, the rules were suspended, two-thirds voting in favor thereof, and the resolution was passed to the second reading. Having been read. the second time, roll callwas ordf~red on the adoption of the resolution. The vote was as follo~►s: Ayes Banta, McGee, .Frost, 1VTininger, Shinn; nays nave; abs nt Turner, Thereupon the ~~Fayar declared the resolution duly adopted. ' Opinion of City Attorney tam, P~. Brigg4 relating to the division of assessments wag read. qtr, Banta stated that A, ~1. Thomas offered to pay hig assessments provided the City will release the Helm's Tract. Moved by Shinn, aeconc~Pd by ~;~cGee, that this mater be referred to the Realty Committee for inves±igation said committee to report at tie next meeting. Carrir;d. The council next proceeded to consider a proposed City Ordinance entitled "An ordinance fixing rates to be charged for water service in the City of Ashland, Oregon, ~~hether such service be furnished through or without meters; giving the Supt. cf the ~Vaterwor~ss power to install meters ~.~Therever practicable; equalizing the sa- called "flat-rate" and the meter .rate; providing fax the inspection n,nd adjustment of faulty water meters; fixing rules and regulaticns for the conduct and opexatior~ of the waterworks of the said city; providing penalties for non-payment of water service and for violations of rules and regulations ,thereof; repealing all ordinances in conflict herewith, and particulaiyly repealing dater Rate Ordinances No. 3rj, 103, J.5'4, ].73, 1~7d., 205, 2?1, 274, 292, 373 ~ 379, 456, 557, and 642, also those certain Resalutians adopted by the Common Council of the said city on ~~ay yth and rune 4th, ].~01, and recorded. on pages 112 and 113 of the Ordinances Records of said City," The ordinance was read the first time but no further action was taken. The council met pursuant to last adjournment at 8 o'clock P.M, on thr evening of this date. Preset mayor Lamkin; Councilmen ~3anta, Frost, PdeGee, Nininger, Shinn; absent Turner, Mii Lutes of the previous. meeting were read and approved a~ r~:ad. On the recommandatian of the Realty Committee the request of A. Thomas that :the paving asseasr~ent again!~t hig Blvd. property be divided and a part of said property released from a~seaamenta was unfavorably conaiderpd. The council next ,proceeded to consider a propaa~ed City Ordinance No. ~ fixing the water rakes, etc., said ordinance having received its first reading at the maldting held April 6th. j~~otion made and seconded that Paragraph 3 of gPCtion providing for manner and rules of payrlent under fixed rates be stricken out. Carried. The rates were discur~sed at come length hy~the mayor and council and a number of interested parties ~►Y±o were present, It was moved by Nininger, seconded by Banta that the flat rate for irrigation be as follows: Four ~ acreage i.rrigatiax- One-quarter of an acre or less, per season ------•-•--3.00 Each additional quarter of an acre, per season 3.00 moved by Shinn, seconded by Banta, that said motion be amended by adding thereto a meter rate which shall be as follows: Mini~aum rate to any party for any one month --•-__..•-1.00 For 600 cubic feet or leaq, minimum charge 1.40 All quantities over 600 cu. ft at the rate of two (2) cents per 100 cu, ft. Th.e ordinance having been read the ascend time roll call eras ordered on the  adoption of the ordinance as amended. The rote was as follows: Ayes Banta$ Frost, 'McGee Nininger, Shinn; nays none; absent Turner. Thereupon the Mayor declared City Ordinance No* duly adopted.
