The reading of the minutes of the previous meeting eras ~ dispensed with.
Report of G. M. Frost stating that he ~iad cl.ecked the figures of the California- Oregon Power Co . in regard to the ~rnaunt of :materials purchased
and found same ~ to
be correct, was xead. Moved by •Shinn, seconded by McGee that the report of Mr. Frost
oe accepted and placed on file. Carried.
The total a~~nount of the bill of the C.O.P. ~o for material and equipment taken
aver by the City of Ashland ~cae X12; 725.23 and X5,444 of this amount was paid the C.O.
P. Co. July 24th, 1919. Mr. !Valther, representing said company, was present and k` agreed to deduct X324.50 from the bill, an account of
burned out tranFformers, .leaving
a total of ~'J,440.73 due the California Oregon Power Co.
Moped by Frost, seconded by McGee that the bill of x.7,404.73 in final settlement

Moiled by Shinn, seconde3 by Frost, that IrnP. Bonds Nos. 516 to 522 inclusive,
amounting to ~3, 500 oti~ned by the Flectr is Light Fund be sold to the 49ater Fund. The
vote was as fallo~us: Ayes Frost, YucGee, Shinn; nays none. Carried.

bitulithic pavement and presented estimates 4f cosh of pavement, 16, ?4 grid 24 feet
wide,
V. 0. ~T. Srnit?m, Frank Jordan and J.J.Murphy were pre gent and addressed the council
in regard topaving said street, xecommending that 24 foot pavement be laid.
After some discussion City Attorney Briggs read a proposed resolution ordering
a special election to be held rriday, ?day 21st, 1920, for the purpose of gating on
bonds to defray the part of the expense of paving said street, to be borne by the City.

Loved by Shinn, seconded by McGee, that the City Attorney be instructed to draw up a charter amendment in rc~;ard to paving mill Street. Carried.

The council proceeded to consider a resolution ordering a gpecial~election to
be held Friday, May2lst, 1920, fOr the purpose of sabmitt~.ng to the legal voters
of Ashland, Oregon, a proposition to issue ~5,5~~ bonds to defray the City's portion of
the expense of paving Mill Street.. The resolution having been read the first ,time, on motion, the rules were suspendeu, ty~o~-thirds noting in favor
the-~eof and the resolu-
tion was passed to the secor_d reading. Having been read the second time, roll call was
ordered an the adoption of the resolution. The vote way as follows. Ayes Banta,
Frost, i~cGee, Shinn; -nays none; absent Nininger, Turner.
Thereupon the.~ayor declared the resolution adopted.
Councilman Banta brought up the matter or leaving part of the City's ground near the Park Garage to ~1r. Moss, said ground to be used for parking cars
and installing a
service station. ~[oved. by Frost, seconded by Shinn, that the matter be left to the
council as a whole. Carried.
Claim of H.A. Stearns amounting to ~ 42.44, for time check cashed for an employee
of tre street department, was presented. On motion, same was allowed.
Bills of Kittridge, Otto P~ickel and A. Radcliffe for labor on reservoir were
read. 1'~oved by Banta, seconded by Shinn, that said bills be refer red to the ~la~er

Co~nrnunication from the Public Service Commission of Oregon, advising the council of their intention to make Oak Street a "stop crossing" was read.
Moved by
r.~ Shinn, seconded by P~cG~;e, that the Recorder be instructed to notify the Commission
that the Council thin; it best to retain the bell at the Oak Street crossing rather
than make a ~stap ~ arosding". Carried.
PJiotion made and secordsd that the matter of selecting judges and clerks of
election for the special election to be held Friday, 1~ay 21st, 1g2Q, be left to the ~~~a~rorand xecorder. Carried.

The council met in regular session at 8 O'clock P.~~• on the evening of this date.
Present Mayor Larkin; Councilmen Banta, Frost, i~cGee, Shinn; absent Nininger, Turner
Minutes of meetings of May 4th, 7th and $th lagt ~rere read and approved as read.
Requisition of F. E. Russill for one mattress for use at the power house was read.
Moved by Frost, seconded by Banta that requisition be allowed. Carried.
I~r•,Bang brought up the matter of renting the Hartley Tract on balker Avenue
to C. T. Payne. After some discussion it was moved by Frost, seconded by Shinn, that
the matter be left to the Realty Committee with power to act, said land to be rented
subject to sale. Carried. u
Prof. I. E. Vining, E'. V. Carter and E. D. Briggs addressed the council asking that
the city enter int : an agreement with one Jesse ~inburn granting him the right to use
„ ~ the surplus mineral water and gasses supplies by the Liineral water system for the purpose
of demonstrating and using the same for medical baths and medicinal purposes.

A proposed agreement, prepared by E. D. Briggs, and covering the aforesaid matter was
next read to the council. After some discussion it was moved by Banta, seconded by Shinn, that the contract be granted and the Mayor and Recorder
authorized to sign same.
The vote was as fvllows~ Ayes: Banta, Frost, McGee, Shinn; nays none. Carried.
Moved by Frost, seconded by Shinn that the council extend to Mr• Vining their heart-
felt thanks for his untiring efforts in behalf bf the welfare of the City of Ashland. E

Lynn Mowat, Secretary of the Commercial Club addressed the council stating that
r the hand"wad planning on putting on a number of concerts and asked that the council
mtske~an appropriation to help defray the expenses, Aski~.and's portion of which would
amount to about x$00.00. After some discussion the council decided to deter action on s}~. ~ this matter.

~x ~ The council met at the call of the Mayor at 10:30 0' clock P.M. vn the evening of
#.r this date. Present Mayor Lamkin; Cour~a~lmen Banta, Frost, McGee, Shinn; absent
r~ Nininger, Turner.
The proposed contract between the City of Ashland and Jesse ~inburn, which was
favora~~ly considered by the council at their previous meeting, having proven unsatis- fac~ory to Mr. ~inburn, P~~r. Vining submitted a new contract for
consideration at this
time. Under the terms of the new contract Mr• ~#b~urn is granted the exclusive right
to the use of the surplus mineral waters and gasses as may be conducted from the
several mineral springs through the Auxiliary ~►ater System belonging to the City, for
the period of twenty~fzve years.
After some duscussion, it was moved by Frost, seconded by Shinn that the council
accept the proposed agreement and the Mlayor and Recorder be instructed to sign same.
The vote was as follows: Ayes Banta, Frost, McGee Shinn; nays none. Carried.
On motion, the council adjourned to meet at the call of the Mayor.
