Ashland, Oregan, day 29, 1920.
The council met at 8 o'clock P.M. on the evening of this date at the call of
the Mayor.
Present ~dayor. Lamkin; Councilmen Banta, Frost, Shinn; absent M~c~ae„ Nininger,
Turner.
~to~ion made and seconded thzt the council resolve itsi~lf into a canvassing
board for'the purpose of canvassing the returns of the special elect~an held May
21st, 1920. The r°sult of said canvass, after having been duly made, was ascertained
to be as folloi~s
PROPOSITION SUBMITTED TO THE VOTERS BY 'I'HE COUNCIL.
Shall the Common Council of the City of Ashland, Oregon, issue bonds
of said city up to X5,500, to defray the City's proportionate
par.t~~~of expense of laying pavement, 24 feet in width, and appro-
ximately 1,200 feet long, on north end of Mill Street in said
City?N

The council metro regulear session at 8 o'clock P.M. cr, the evening of this date.
Present Mayor Larkin; Councilmen Banta, Frost, Shinn; absent Nininger, McGee, Turner.
The minutes of the meetings of May 1$th and 29th last were read and approved as - read.
Report; of C.~.Fraley, Street Commissioner, and ~ H,Gowdy, Judge of the City
Court, for the month of May, 1920, were read and,on motion, accepted and ordered
placed on file.
Engineers estimate No. 3 of amount due Oskar Huber on his contrast for paving Pacific Highway on Boulevard and Ashland Street Extension was next considered
by
the council. Moved by ante, seconded by Shinn that tre Recorder be authorized to
transfer w7,5CO from the Water Fund to the Highway Grading and Paving Fund and the
bile oBf the Oskar Huber Co. , amounting to ~7, 205.15, be paid. The vote was as follows:
Ayes ants, Frost, Shinn; nays none. Carried,
Moved by Shinn, seconded by Frost, that the Recorder be authorized to transfer X1,600.00 from the Water Fund to the South Granite Street Sewer Fund,
said amount to
be considered a loan. The vote was as follows: Ayes Banta, Frost, Shinn; rays none.
Carried.,
Bills 0.~'d by the Finance Committee and amounting to ~14,342.r0 wire read in
total amount only. Motion made and seconded that said bills be allowed and warrants
ordered drawn in payment thereof. The vote was as follows Ayes Br,.nta, Frost, Shinn; nays none. Carried.
Requisition of C. W. Fraley for supplies for use in the Street Department was
read. Moved by Frost, seconded by Banta that the requisition be granted. Caxried.
Requisition of Water Supt. for supplies for the Water Department was~next con-
sidered.Moved by Banta, seconded by Shinn that same be allowed. The vote was as follows: Ayes Banta, Frost, Shinn, nays none. Carried.
Communication from Grans Co. quoting th~v City a price on 2,000 ft. 4" Matheson
pipe, was read. Moved by Shinn, seconded by Frost that said matter be referred to
the Water Committrr with power to purchase the pipe if found advisable to do so.
The vote was as follows: Ayes Banta, Frost, Shinn; nays none; carried.

seconded by Frost, that the request be granted, the tank to be installed under the
supervision of the City Engineer and Fire Chief. Carried.

A notice to water users setting forth rules and regulations for the cam~ng season
was presented by the Water Superintends:nt. Moved by Frost, seconded by Shinn that the
notice be approved by the council. Carried.
The council next proceeded to consider a proposed ordinance entitled "An ordinance
providing for the granting of concessions and the collecting of a license fee therefor
on account of the conducting of temporary places of amusement and temporary businesses
within the corporate limits of the City of Ashland, Oregon, during the three days celebration to be held July 3rd, 4th and 5th, 1920." The o:!~dinance
having been dead
the first time, on motion the rules were suspended and the ordinance was passed to the
second reading. Having been read the second time, roll call was orded~ed on the adop-
tion of the ordinance. The vote was ag follows: Ayes Banta, Frost, Shinn; nays none.
Thereupon the Mayor declared City Ordinance No. ~_..~.g._..r. duly adopted.
The council next proceeded to consider a proposed City Ordinance No.~ entitled " An ordinance providing for the payment of a license fee by common
carriers,
fixing rates for tree transportation of passengers and regulating traffic on the
streets of Ashland, during the throe days celebration July 3rd, 4th and 5th, 1.920, and
repealing Ordinance No. 679 The ordinance having been read the first time, cn
motion, the rules were suspended, two-thirds voting in favor thereof, and the ordinance
was passed to the second reading. Having been read the second tide, roll call was orders
on +he adoption of the ordinance. The vote was as follows: Ayes Banta, Frost, Shinn; nays none. Thereupon the ~~ayor declared the ordinance
adopted.
Mayor Lamkin brought up the matter og granting Mrs. Miller on Liberty St. free
water and lights. Moved by Shinn, seconded by Frost, that the council grant free water
and lights to ~~rs. Miller until further notice. Carried.
Engineer Walker addressed the council in the matter of the proposed reservoir in
Ashland Creek Canyon, stating that he h~~d found a good flow of water which he estimated would fill a fifty million gallon reservoir in one month.
~ D. Perroxi next appeared before the council and offered to deed the city one-third
of his frontage on Mill Street provided the city would release him from pa~~ing assessment
against his entire property. Moved by Banta, seconded by Shinn, that this matter be
referred to the Council as a Whole. Carried.
On motion, the council add ourned.

Minutes of the .previous meeting were read and approved as read.
The council discussOd the matter of putting up signs ~on the Pacific 'Highway
= near- ~t1ie Congregational Church -and Billings, also the park and on, motion, same was referred to the Street Committee.
Councilman Banta brour~ht up the matter of widening N. Main Street at th:e Plaza
and recommended that paid strect~be widened. Moped by manta, seconded by Shinn that
the Mayor be instructed to take up the matter with l~r. Houck and find out what~e
property can be bought for and to secure an option on said property if possible.
Councilman McGee entered the room and was ackno~tledged present.
Claims of ~~~er~bers of the Board of Election, amounting to X3.00 each were pre~ented-
and, motion'ma~e and seconded that sane be allowed. The vote was as follows: Ayes
Banta, Frost, McGee, Shinn, nays none. Carried. _ _ _

Requisition of Recorder for office supplies was presented~~oved by Frost,
seconded by McGee, that same be granted. The vote was as follows:: Ayes Banta, Frost,
McGee, Shinn; nays none. Carried.
Moved by Shinn; seconded by McGee, that. the Reorder be authori2ed to transfer
from the Water Fund to the Water Sinking Fund ~ such amount as may be necessaxy to
redeem the Water Bonds coming due July I, 1820. The vote was as follows: Ayes
Banta, Frost, McGee, Shinn; nays none. Carried.
Councilman Nininger entered the rao:n and was acknowledged ~_r_esent.
Petition signed by trope-ty owners of over one-half of the property abutting on
the southerly side of Allison Street between Gre-Amni and Union Street, asking that
the council cause to be constructed a cement sidewalk 'on said street, was read - -
Moved by Banta,' seconded by Frost that the City Attorney be instructed to -prepare' the necessary resolution declaring the intention of the council to
build said walk,
said resolution to be prepared for the next council meeting. Carried.
Councilman Shinn asked to be excused and his request was granted.
