Carried. The council next proceeded to consider a proposed ordinance entitled ~An ordinance providing for the granting of concessions and the collecting of a license fee therefor on account of the conducting of temporary places of amusement and temporary businesses within the corporate limits of the City of Ashland, Oregon, during the three days celebration to be held July 3rd, 4th and 5th, 1920." The ordinance having been dead the first time, on motion the rules were suspended and the ordinance was passed to the second reading. Having been read the ascend time, roll call was orde~.~ed on the adop- tion of the ordinance. The vote was ag follo~vs: Ayes Banta, Frost, Shinn; nays none. Thereupon the Mayor declared City Ordinance No.~~ duly adopted. The council next proceeded to consider a proposed City Ordinance No.,~„ ~ entitled ~ An ordinance providing for the payment of a license fee by common carriers, fixing rates for t'r:e transportation of passengers and regulating traffic on the streets of Ashland, during the three days celebration July 3rd, 4th and 5th, 1.920, and repealing Ordinance No. 679 The ordinance having been read the first time, cn motion, the rules were suspended, two-thirds voting in favor thereof, and the ordinance was passed to the second reading. Having been read the second tirr~e, roll call was orders on the adoption of the ordinance. The vote was as follows: Ayes Banta, Frost, Shinn; nays none. Thereupon the Mayor declared the ordinance adopted. Mayor Lamkin brought up the matter og granting Mrs. Miller on Liberty St. free water and lights. ~lvved by Shinn, seconded by Frost, that the council grant free water and lights to Mrs. Miller until further notice. Carried. Engineer balker addressed the council in the matter of the proposed reservoir in k, Ashland Creek Canyon, stating that he had found a good flow of water which he estimated would fill a fifty million gallon reservoir in one month. D. Perrozi next appeared before the council and offered to deed the city one-third of his frontage on Mill Street provided the city would release him from paring assessment against hie entire property. Moved by Banta, seconded by Shinn, that this matter be referred to the Council as a V~hole. Carried. On motion, the council adjourned. Mayor. The council discussed the :natter of putting up signs ~on the Pacific 'Highway near ~tlie Congregational Church and Bi11in~;s, also the park and on, motion, same was . ~ referred to the Stret~t Committee. Councilman Banta brour~ht up the matter of ~ridening~N. Main Street at the Plaza and recommended that said street be widened. Muted by ante, seconded by Sh-inn that the Mayor be instructed to take up the matter with Mr. Houck and find out what fide property can be bought for and to secure an option on said property if possible. Councilman McGee entered the room and was acknav~ledged present. Claims 4f ~.~embe~ of the Board of Election, amounting to X3.00 each were pre~ented- and, motion made and seconded that sane be .allowed. Moved by Shinn; seconded by McGee, that the Reorder be authorised to transfer from the @~ater Fund to the Water Sinking Fund ~ such amciunt as may be necessary to redeem the dater Bonds coming due July I, 1820. The vote was as follows: Ayes Banta, Frost, McGee, Shinn; nays none. Carried. Councilman Nininger entered the rao:n and was acknnwled~ed nreaent.  Petition signed by prope-ty owners of over one-half of the property abutting on the southerly side of Allison Street between Gre,ryb~ and Union Street; asking" that the council cause to be constructed a cement sidewalk'on said street, was read;--- Moved by Banta, seconded by Frost, that the City Attorney be instructed to -prepare _ the necessary resolution declaring the intention of the council to build said walk, said resolution to be prepared for the next council meeting. Carried. Councilman Shinn asked to be excused and his request was granted. y -Councilman Frost Mated -that complaint had been- made to him of the seepage water near the~Hawffs property on the ~~alley"between Hel~nan"and Mechanic Street. On motion, said matter was left to the .Street .Committee, with power to act. . _ The council next discussed the matter of the offer of D.Pe.rozzi to deed the city art of his ro ert- frontin o p ~ p p g n Mi11 Street-provided the city would release him from ~ paving assessment against hi.~ enti.re property. Moved by Frost, seconded by Banta, that the city reject the proposition of Mr• Perrozi. Carried. Engineer balker addressed the council stating -that the alley- back ~of ~t~e city Hall is in vEry bad condition and recommending that a wall be constructed to hold the property. Moved by anta, seoonded by Frost, that a committee be appointed to confer with the property owners and find what they arc' -willing to do in -the way ~of building a wall. Carried Thereupon the Mayor appointed an such committee Councilmen Banta, and ~Nininger. Thee-matter of paving said-alley was a1~so discussed.~~ Movedby~Nininger, seconded by Banta that this matter be referred to the Street Committee wrth instructions to report at the next meeting. Carried. _ After some discussion, on motion, the Street Committee was directed to figure out a plan for parking cars. H. G. Enders Jr• addressed the council in behalf of the Rogue River ,VaSley Band asking that the City pay them at -the rate of ~t.d0 p~~ man for each concert a:d~~$•00 for the leader. He stated -that Ashland s proportion of the cost wouTd~be ~87~. G~0 ~2'~500 of which is to be cont.ributed~b3~'the Commercial Club "and asked ~that~ the City -contri'oute the balance, amounting t4 X600.00. After some"discussion it twas~moved by Frost; seconded by McGee that the City pay the band their proportion of the ~~2~OO;~per concert said t concerts to continue for such length of time as the city sees fits also that the-City allow the Band X50.00 additional, said amount to be used for buying music; overhauling instruments etc. The vote was as follows: Ayes Banta, Frost, McGee, Bininger, Nays none. Carra.ed. Motion made and seconded that the Recorder ~be instructed to draw a warrant for X50.40 payable to the Rogue -River Band, -at once. The vote was as follows: Ayes Banta, Frost, McGee, Nininger; nays none. Carried. Motion made and seconded that council adjourn. C. H, Pierce in the r~iatter of widening North Main Street at it., intersection vdith the Plaza. Present Mayor Lamk~n; Councilmen Banta, Frost, McGee, Shinn; absent ~;ininger, Turner The reading of the minutes of the previous meeting was dispensed with. Per. Pierce stated that Mr• Houck had glade him a prire of~ #7,000 on his property at the lnte~section of Norte Main Street and the Plaza..~He proposed to tear down the building, give the city 6 feet off this property to widen the street acid stated he would pay ~2 000 for the re:lainder of the property. i~~~r. After considerable discussion it was moved by Shinn, seconded by Frost, that fir. Fi~;rce be authorized on behalf of the City to offer ~ir• Houck X6,040 cash for said property. Tre vote was as follows: Ayes .Banta, Fast, McGee, Shinn; nay~~none. Carried. Communication signed by Dobbin Irwin, F.. A. Avery and-Nelda Cafe, asking that the the city grant than permission to paint the words "No Parking" on the pavement in front of their places of business in order that a space might be reserved for taxi drivers, wa.s read. The City Attorney stated that the council could not grant the request, so no action was taken. There being no further business, on motion, the council adjourned. ~~.:a...~..
