1920-0706 Council Mtg MIN
_ Ashland, Oregon, July 6, 1920. The council met in regular session at 8 o'clock P.I. on the evening of this date. Present Mayor Lamkin; councilmen Banta, Frost, =acGee, Shinn; absent Nininger, Turner. The minutes of the previous meeting were read and approved aw corrected. Mr. Banta reported that he had conferred with I~~r• Butler in regard to building a~xetaining wall back of the City Hall but stated: that Mr• Butler refused to build a wall, claiming that his property was not in need of same. The following communication from C.H.Pierce and Harrison Bros, was next read to the council: Ashland, Oregon, July 6, 1920.. To t~E ~;~ayor and Council, City of Ashland. Gentlemen Acting on authority conferred upon me at a special session of your honorable body I, June 29 1920, I called on Mr. Jesse Houck at his Medford home next day and tendered hira ~6o0a.~JO in behalf of the Cit of Ashland and y myself for the Houck corner. His ~a brother, Dr• Fred Houck ,was also resent. The houck brothers said they considered their offer to sell the corner for 7000 was reasonable, and that they would not reducfa the price. I appealed to sentimental considerations of their many years spent at Ashland, which I could also see had no effect. r The result of the visit was a confirmed opinion that the Houck corner could not be bought for less than X7800. On my return I conferred with Mayor Lamkin, who thought perhaps the other adjoining Main Street property owners might be persuaded into donating the X1,000 difference necessary to complete purchase of Hock Corner a'aove your offer, and I also conferred with several other friends and good advisers on the subject. Owing to the general uncertainty and divergence of opinion, and not wishing to see the project fall through, also '~~elieving that thi a is the right r:oment to push the street-widening movement to a quick finish while the people and the Southern Pacific Railroad and every ore seems in the mood for it, we, .Harrison Bros, a,nd myself have concluded to donate this X1000 to the pity. ~e do this cheerfully and freely, arc? without any condition, or reservation whatever, belie~Ting that you gentlemen are deeplyr concerned and will serve every interest failry. All we ask is that we be taken ~ntp your plans before each movement and ghat you ~vill work with u toward the creation of a 'oeautiful and harmonious building from corner to corner, to esta~lish the best possible grade around the new corner, to eliminate the unsightly poles, and to gain every inch possible in new street width by reduction of sidewalk width or rolling curb, etc. 'fie would also appreciate the consideration, among other changes: of widening the alley between the ~lauck and hotel properties by not to exceed dive feet and it appears to us that the rear wall should be entirely torn down in order to bring the floor of the new building down to sidewalk level. `Vi'e woa~].d also say that we stand ready to make free deed to eight feet depth off our entire frontage for street widening, purposes, and we assume the Southern Pacific Co. will do likewise from oux takk with r.Tr• McCormack. ~e have this day closed purchase of Houck Corner and made initial payment ~2~0.00 to Mr • Houck pending formal clo sink of the deal. Co. for the 8 foot strip of their property was referred to the City Attorney. ~~oved by Banta, seconded by Shinn, that the Recorder be instructed to transfer X2500 from the E. Light Depreciation Fund to the General Fund as a loan to pay for eight feet of property from Houck ~~r~:e:w~r for street purposes. The vote was as follows: Ayes Banta, Frost, McGee, hTinin~er, Shinn; nays none. Carried. Mov~td by Shinn, seccnded by Banta, thf~t the Electric Light Fund borrovr X3500 from the E. Light Depreciation Fund to buy the remaining portion of the Kouck corner, The vote was as follows: Ayes Banta, Frost, McGee, Ninir.~er, Shinn: rays none. Carried. W Moved by Nininger seconded by McGee that the Mayor and Recorder be instructed to issue warrants of the City in payment of said property when the deeds and abstracts shall have been approved by the City Attorney. DeWitt, D.L.Minkler and other property owners residing on southerly side of Allison Street remonstrating against the propesed construction of cement sidewalks on said street, was next considered by the council. t1V k° ::r. DeWitt was present and addressed the council in suppr:rt of the reronstrance. After some discussion it was r,~o~red by Banta, sECOnded by Shinn th~,'~ the Recorder be instructed to loo's up the action teke~ by the :council approximately ten ;;ears ago in this matter and if the proceedings are found to be legal that the City ~roceed,~~to have said walk constructed without again going through the legal proceedings. The vote on the motion w~Ls as follows: Ayes Banta, Frost, r~cGee, Nininger, Shinn; nays none. Carried. Councilman Nininger asked that new pipe be laid and the water extended into the y~.` new part of fountain View Cemetery and that said pipe be secured from the Water Dept. .Xa ~~otion made and seconded that the Water Supt. be instructed to aay~~approximately y, 300 feet of pipe in accordance with the wishes of the Cemetery Committee, said work to be done at hiq earliest convenience. The vote was as follows Ayes Banta, Frost, Nom, lU1cGee, Nininger, Shinn; nays none. Carried. Carried. ~r• McGee stated that the Finance Committee had authorized the Recorder to advance X25.40 for fare of an indigerlt man and his family to ~°arysville, Calif. loved by Nininger, seconded by Frost, that the action of the Indigent Committee be confirmed.
