The time having arrived for the opening of bids for the construction of cement
sidewalk on Third Street, between B and C Streets, in the City of Ashland, Qregon, the Recorder procee,:.ed to read the follot~:Ting bid:

~~eved by Frost, seconded by Shinn, that the bid of r~r. Clute be accepted with the
exception of giving him the old plank, which the city does not own. The vote on the
motion was as follows: Ayes Frost, ~~cGee, Shinn; nays none. Carried.
Request of Pruitt• ,~~yers ~otcr Co. for permission tc con~~truct an approach from
paving to top of curbing for a front entrance to 19 Bast fain Street, was next conM
sidered. 0n motion, said request was granted, provided the approach is constructed o
of wood.
There being no further business, on motion, the council adjourned to meet Tuesda;,r, Sept. ?..3th, at the usua,I hour.

on this date for the purpose of considering a resolution granting uegse tiVihburn per-
mission to assign his interests in a contract entered into with the City of Ashland
to the "Ashland Detrelopment Corporation'', date of said contract being tidy 21, 1920. F

The resolutionhaving been read,t~an motion, the rules were suspended, tv;►o-thirds
voting in favor thereof and the resolution was passed to the second reading. Having
been read thf: second time, roll call was oxdered on tre adoption of the resolution,
The vote waw as follows , Ryas Frost, ~'cGee, Shinn; nays none.
Thereupon the i~r~ayor declared the resolution adopted. tF i,
Ins. ~~1. L. Starkey, .repxesenting Keeler Bros, of Portland, addressed the council
in the matter of theissuance of dater Bonds authorized at the special election Meld
Sept. 18tri. No action v~a~s taken.

On notion, dir. Pierce' s request was granted and the City Engineer instructed. to make the necessary survey and plans for sadd improvement.

~T' fir. Starkey, representing Kegler Bros. of Denver, Cola, ac~d.ressed the council
' relative to tree rronoged Refunding :_:~ancroft f~or:~:~ ~~and'~'ater Bond issues, and asked
that the city employ K~=eler Broq. bond attorneys to ~prepa,re all legal proceedings
necessary for the issuance of the aforesaid bonds.
~,~r. Pelph H Schneeloch representing Ralph Schneeloch Ca• of Portland, also
addressed the council in the matter of the.`propgsed bond issues. a~l~r. Schneploch offered to furnish all the legal services necessary in connection
«rith the issue
of R,efund:~~g Bancroft Bonds for the sum of ~3>0.00 ~j.nd to prepare all legal pro-
ceedin~s necessary for the issuance of the proposed isgt~e of dater Bands for the
sum of ~~00.00. ?fir. Schneelach also proposed to furnish the City the services of
a Consulting :engineer in-the natter of the building of the reser~toir. in Ashland
Creek Canyon for the sum of X3,000, provided that if rie is the ~uc~e;~ssful bidder
for the bonds he will reduce said fee ~~~00.00.
fir. Starkey again addressed the council of=^'ering to furnisri a.ll legal proceed-
ings relating to the issue of Reftanding Bonds for X325.00 a.nr.', all legal services
for the i:~ sue of 47ater. Bold s for X450. CC and stated there would bey rio' charge if Keeler
Bros. were a~~~arded the bonds.
After considerable discussion, on motion of ~~r. Nininger the proposition of Ir. Schneeloch relating to the services of a Consulting Engineer ~A7as
turned down and
ter. Talker empowered to secure the services of any Engineer he sees fit. Carried.
The council next proceeded to consider a p~'oposed City Ordinance No. r
entitled "An ordinance authorizing the issuance of City Improvement Bonds in the
matter of bitulithic paving improvemE~nt of the Boulevard and Ashland Strc~c~ts from a
paint approxirrlately where Garfield Street intersects the Boulevard to ~dalker A~Je. in accordance iRrith the provisions of Section 3245, of Lord's Ores;on
Laws." The ordin-
ance having been read the first time, en motion, the rules were suspended, two-thirds
voting in favor Cher€af, and the ordinance was paged to the second reading. Kaving

Addition and Lots 1, 2, ~ Block D, R. R. Addition, was presented. ~iovc;d by Frost,
seconded by Shinn that said bill be allowed. The vote was as fo:~.a.owc~ Ayes ~'rast, McGee, Nininger, Shinn; nays none. Carried.
~~r. Frost reported favorably on the application of F. Arant for permission to
build a barn on Lot 5, Block 33, Collic~ge Addition, ~~rd recommended that said permit
be granted. On motion, the report was approved by the council and the Recorder
authorized to issue said permit.
A pet~.t~.on signed by Directors and membNrs of the Commercial Club, a,gking the
Council to grant then free heat for the Commercial Club Room, was next considered.,
l~:oved by Nininger, secon~lEd by Shinn, that tie City furnish the Commercial Club
free heat to the extent of ~~}12.p0 per month f'ox the period heat is used and that said
heat be metered, the Commercial Club to pay for all heat used above that amount.

The council next considered the matter of granting requests for street light
on Taylor Street near the property of T.J.Gow, also request of B.C.Tabor on Dorton
Street for a free porch light, theY~e being no street light near ~~is property. On
rnotian of ~Jir• htininger the requests were granted.
Bill of Rogue River Valley Band amounting to 4~21$.0Q was pre;~ented. ~`oved and
seconded that two-thirds of this bill be paid by the City, in accordance with previous agreement and action of the council. The vote was as follows:
Ayes Frost, McGee,
Nininger, Shinn; nays node. Carried.
I~~,yor Lamkin stated that complaint had been made to him of th~~~ weeds growing
on the Hartley Tract now awned by the City. On motion, this matter was referred to
the Realty Committee with power to act.
L.J. Teters asked that he be g_-~anted permission to pile wood on the point where
Ashland Street and the Boulevard interfi~::ct. On motion, b,e request wag red acted.

The council next discussed the matter of installing sprays z'to form'~a~~ glacier in
As17land Creek Canyon. On motion pf pdir. Shinn. the dater Supt. a,nd City Engineer
.rte were ins-ructed to lay pipe on Ashland Creek in such a manner as to produce ice in ord
to provide plater next summer the expense of this work to be paid from the Water rund.
A canvass of the vote of the special election held Sept. 23rd J;ast was then
thken and was found to be correct and as follows:
