The council met in regular session at 7;30 0' clock P.~. un this date. sent
Mayor Lamkin; Councilmen Blake, Frost, Harper, Joy, Pierce, Shinn.

E~e~a- addressed the council in regard to selling the city a tractor for the street
department.
A etition was read signed by Sherr~an Ramsey and G.''~.Hake, asking that the council P
cause to be constructed a sewer on Lauren. Street connecting with the present sewer on thence westerly on Orange Ave. to the
Castel Street extending the same to Orange Av~, v
westerly end of said avenue and thence north to Otis Street; thence to the septic tank. pJir . Ramse and dlr. Haynes were present and addressed
the council in support of the petition Y
On motion, this matter was referred to the Sanitary Committee for investigation and report.
E.E.Jackson addressed the council asking that city truck license issued to Gay Cox
be transferred to him, he having bought the truck of sir. Cox. ~~ioved by Frost, seconded

Several citizens addressed the council in regard to the water question. After some
discussion it was moved by Frost, seconded by Harner that the City proceed at once to
file on the surplus waters of Ashland Creek. Carried. the use of
~r~ J.E.Fuller asked that the Commercial Club be granted the room next the present
Club roan for a private office. He also recommended that the alley in rear of the City Hall be paved with some rough pavement. It was moved by
Frost, secanc~ed by Harner that
the matter of granting the Club the use of this room be referred to the Electric Light
Committee for investigation and report. Carried.
The council next proceeded Frith the hearing of any ob~ectior.s to the report of the

The council. next proceeded to consider a proposed resolution entitled "Resolution
declaring the intention to improve extension of Scenic Drive southerly from Nutley Street
to Strawberry Lane." The resolution having been read the first time, on motion, the rules
were suspended and the r~solutian was passed to the second reading. Having been read the
second time, roll call was ordered on the adoption of the resolution. The vote was as
follows: AyP's Blakr, Harner, Joy, PieY~ce, Shinn; nays none. Thereupon the miayor declared the resolution adapted.
The council next proceeded to consider a proposed city ordinance entitled " An
ordinance amending Section $ of City Ordinance No. ~a9 relating to the salary of the
City Engineer." The ordinance was read the first time but no further action was taken.
The council next considered a proposed city ordinance entitled "An ordinance amending section ? of Ordinance No. X62 relating to salaries of Fire
department employees . This
ordinance ~~as also read the first time.
Report of tie Street Commissioner for the rnonth of Fero., m92I was read and, on
motion, accepted and ordered placed on file.
Clain of Lewis Dennis for refund of x'9.95 on account of overcharge on sewer assessmen
on account of Garfield Street Sewer District was next considered. The claim arras accompan• ied by a communication from the City Engineer recommending
that said amount be refunded

Bill of L.H.Dyer in the amount of X4.00 for room rEmt of indigent was presented.

Claim of Klum Advertising Co. in the amount of X4.50 for bulletin board rentals
was read. loved by Joy, aeconded by Harner that said bill be paid and the Recorder
instructed to notify Mr. Klum that the City will no longer pay far any sign boards.
Carried.
Bills O.K' d by the Finance Cor~rnittee, to the amount of ~43$~.06 were presented.
Motion made and seconded that said bills be allowed and warwants ordered drawn in pay. went thereof. The vote on the motion tivas as follows: dyes

Report of the Indigent Committee recommending that free water and lights br granted

Requisition of C.W.Fraley Street Commissioner, for one grader blade was read.
Moved by Blake, seconded by Joy that said requisition be granted. Carried.
Fire Chief Geo. Robison brought up the matter of having the t --uck tires retreaderi.
Moved by Shinn, seconded by xarner that this matter be refe~_,ed to the Fire Committee with power to act. Carried.

~~r Shinn brought up the matter of buying copper wire. for the proposed rebuilding
of the line in the Canyon. On motion of Mr• Shinn the City Electrician was directed
to look up the cost of the proposed line to the plant and report at the ne~a council
meeting.
I:Iayor Lamkin stated that Mr. H.W.Newton asked that he be allowed to rent the city's
lots at the corner of A and Sixth streets a,t a yearly rental of X5.00 and J.C.
Freeman had m~lde an offer of X2.50 for the City's lots on A Street. On motion, said
requests were granted.
The Boy Scouts asked that they be granted permission to shoot on the Badger pro-
perty witriin the city limits. On motion of Rir. Joy said request was g7~anted provided the shooting is .done under the direction of a Scout Master.
3 Mr. Lsnmkin reported the sale of the Pennistan property on Heiman Street, .recently
deeded to the City, on the following terms: to Frank Jordan
Purchase price ~13G5.00. Initial payment X200.00, balance to be paid at
rate of X20.00 and interest each month, the grantee to be given the right
to pay as much more as he wishes at any monthly payment period, the first monthly pa~~mert to be made Aril, 1., 1;21 , interest to be charged

On motion of Mr. Horner the City Attorney was instructed to prepare the necesr,ary
deed and the Mayor and Recorder directed to sign sine in behalf of the City. The
vote was as follows: Ayez Blake, Horner, Joy, Pierce, Shinn; nays none. Carried.
Water Supt. Hosier reported the need of new pipe for ire Crowson. Hill job. He
also reported that there would soon be a need for new pipe an A Street as the pipe
vlas ~n-~~~ry bad condition. On motion of Mr. Shinn tYie Mater Supt. was authori~~ed to
send a sample of the pipe and the soil to Corvallis to ascertain what i s destroying
thc: pipe.
Requisition of M.B.Pinion for 300 feet of 3/4 inch pipe and 200 feet of 2" pipe
to be laid in Mountain View Cemetery was next considered. Mooed by Shinn, seconded by Harney that said requisition be allowed. The vote on the motion

~~r. Hosier also brought up tree matter of remodeling the settling tank. On motion
of hr. Joy this matter was referred to the Water Supt. and City Engineer to prepare
plans for said improvement and report at the next council meeting.
W. Briggs brought up the matter of the bill against the Arrr~ary for electric
lights and asked that the City cancel the back bills provided the Company will pay
for current beginning Jan. 1, 1921. Moved by Shinn, seconded by Blake that sai d
request be granted. The vote was as foll.ocus~, Ayes Blake, Horner, Joy, Pierce, Shinn;
nays none. Carried.
F.D.Wagner offered to deed the City the strip of land belonging to Jacob Wagner Street and fronting on Mill Street or Park A~'enus for X100.00. No
action Na,s taken.
~Ir. Shinn recommended that water heaters be put on o flat rate.
On motion of dlr. Joy the Electric Light Committee was giver, authority. to regulate
water heater rate.
Mr. C.T.P4.yne offered to pay the city X30.00 for the rent of the Hartley tract
for the year 1921. P~~oved by Shinn that Mr. Payne's offer be accepted. The vote was as follovrs: Ayes Blake, Horner, Joy, Piece, Shinn; nays
none. Carried.
The matter of selling P~~s. Peters a portion of the Spindler tract was also dis-
cuddes but no action was taken.
The council next discussed the matter of pu':tin~ up streamers on the stre~:ts.

The matter of buying a tractor was again discussed and Mr. Joy submitted figures
showing the cost of operating the sever°al tractors. It was moved by Joy, seconded by
Horner that the Citu purchase a Fordeon with rubber wheel attachments, as of~'ered by
Harrison Bros. for ~9r5.OC. The vote an the motion was as follow: dyes Blake, Horner, Joy, Shinn; nays none. Carried. Mr. Pierce gas excused
from voting.
On motion the council adjourned.
