Present l~~Iayor Laml~im; Council:_len Frost, Horner, Pierce, Shinn; absent Blake, Joy. ~:inutes of the previ~~us meeting were read and approved as read. r ; Councilmen Blake and Joy entered during the reading of the minutes. lr. Frost reported that the Sanitary Committee had invastig~.ted the matter of th~~ proposed construction of a sevrer on Laurel treat, Orange ~~ive. etc. and racom~lended the rutting in of private septic funks under the direction of the council and. the Board of Health, After some discussion the engineer was instructed to prepare a profile of the proposed ~e~.~er district as petitioned for and to make an esti:.late of the cost of the same. Conner addressed the council in the matter of the proposed road connecting the south end of Terrace Street vrith Glennvieva Drive. After some discussion it =ryas moved by Frost, seconded by Joy that the petition for connecting said streets, as presented by ~~Ir• "balker be granted. Yockey Attorney J. l~~Ioore~a'dressed the council protesting against the construction of the proposal ros.d extending scenic Drive to Stra`~~erry Lane. He also read a co:1~:~1u- nication from %ir. arr. ~~tlrs. Yockey in ~•rhich they r?e:nand t'~at t'~a city construct ~ retaining gall to keep the road from ,.~ashing on ~"~^ir property, in case sane is opened. The ~ council agreed to proceed tirith the opening of said road. The City Attorney reported that he had investigated the matter of the assessed valut:ticr~ f the properties afrected by the bitulithic paving improvement of Mill St. or I'wrk Avenue and found that the only case in which the assessment exceeded the assessed valuation of the property t~ras that of ~~r. Pe~~~rozi's tract, the valuation having bean placed at X440.00 and the assessment mounting to 845.24. i~~1r~. Perozzi ac~ci.rassad the council .agreeing to sign up to~.p~y his. assessments under the Bancroft Act provided the City would release him from the payment of one-third of his assessment against his tract of land fronting 223.9 feet on Park ave. The report of the Board of Vie~rers levying assessments on account of the bitulithic paving improvement of l~~iill Street or Park hvenue, as filed with the xecorder, was accepted by the council. .Thereupon it wad :roved by Joy, seconded by Fierce that inso~nmch as the improvement eras largely a p~:xk benefit, the city assume one-third of l~~Ir• Perozzi's assessment and. he be al owed to sign up for the balance, a~lounti~g in all to X942.52. Ireland addressed the council again offering to sand the-City of Ashland a Jargon Road Fixer on approval. ~,lo~ed by Fierce, seconded by Joy that the Clty accept the proposition as represented by ~~~ir Ireland, the city to have the right of rejection. The vote ~rr~ls as follows: byes Blase, Frost, Harper, Joy, pierce, nays none. Carried. R. Hosler made requisition for 4" wood pipe to: be used on Terrace Street also collars noaded fir the canyon pipe line. :coved 'oy Frost, seconded by Horner that said requisition be grunted. The c~uncil next discussed the matter of selling a portion of the hitch- . ing rack tract on ~Tater Street. On .notion, same !~~~as` referred to the Realty Committee for investigation and report. Tha matter of putting a price on the City's property near the Dave Good barn was also referred to the realty 6ommittee. i now NOTICE OF SPECIAL ELECTION' yy TAKE NOTICE: That a Spe I cial Electionl€ of the legal voters of the City,, of Ashland will be held on S4urday, September 18, 1920, at which time there shall be submitted to said voters the following proposition: Shall the Common Council of, the City of Ashland, Jackson County, State of Oregon, in order to provide funds for the purpose of building reservoirs and dams in Ashland Creek Canyon, and for the purpose of bettering and increasing the water supply of the City of Ashland, issue bonds of said city in such an amount as may be necessary, and not ex- ceeding $100,000.00; said sum or such amount thereof as may be necessary to be exl:ended as said Common Council c.eems best for said purposes; said bonds to be dated and to be of the denomina- tion as may be decided upon by said Common Council as the best financial interests of said city may require; said bonds to bear in- terest at the rate of not to exceed six per cent per annum, interest payable semi-annually, said inter- est to be evidenced by coupons to be attached to said bonds; pro- ( vided the right to take up and `cancel such bonds upon payment of the face value thereof, with in- terest accrued to date of payment. at any semi-annual coupon period at or after 10 years from date of such bonds, shall be and hereby is vested in the City of Ashland; provided, further, that said bonds .shall be made payable at the of- fice of the city treasurer of the City of Ashland, and shall mature at such time and times,- not ex-1. ceeding 30 years, ac the Common Council may determine and de- cide to be best, and Shall the said Common Council borrow money on behalf of said city, by selling or disposing of l said bonds upon due advertise- meat, for the higsest price ob- tainable,-the proceeds, or so much thereof as may be necessary, to be applied for the purposes! hereinbefore stated. The following shall constitute the voting places in each of the wards of the said city, and the persons hereinafter named shall constitute the judges of said elec- tion: 1st Ward. Voting Place-City t Hall. Judges: Ira Shoudy, Mrs. J. H. Fuller, Mrs. Josephine Crocker. 12nd Ward. Voting Place-Fourth S. Fire Station. Judges: Otto Winter, John Beaver, G. W. Trefren. - The Polls will be open from 8 a. m. until 8 p. m. on the date of said Special Election.
