Present ~ulayor Zamkin; Councilmen Blake, Frost, Harnar, Fierce, Shinn; absent Joy. ~~~~Iinutes of previous meeting ~~;~ere read and arprover, as corrected. yrs. B.i~~.Heath addressed the council in su?'port of her petition read at the pre- vious council meeting, asking that the City i.iprove Terrace Street. ~Ir. Joy entered. the room and took his seat. ~I St. Petition of numerous property o~rners residing on Ohio and. Orange Avenue asking that the city ibstall mare street li~;hts on said streets, '-'as read. moved by Frost, seconded by HGrner that said petition be referred to the Electric Zight Committee with powa~ to act. Carried.. ' The matter of the proposed issue of F.efunding Bancroft Bonds ~Y~~as discussed. ~~Ioved by Joy, seconded by .~rost that X13,500 be borrowed from the Plater Fund to pay for the Bancroft Bonds to be called for redemption cn irlareh 1st, 1921. The vote on the motion was as fo11Q~~~s; Ayes Blake, Frost, Harper, Joy, Pierce, Shinn; nays none. Carried was read A proposed agreement between the City and F.E.Russill, y'~alter Kittredge and George King, vrhereby they agree to opArate the City's electric power r~lant for the year i 1921 ,for the sum of ~4, 200 to be paid in monthly installments of ~~350.00. i~~ovad by Joy, seconded by ?lake that the Contract be approvdd and the j~ayor and Recorder instructed to execute same. Moved by Shinn, seQOnded by Blake that Tuesday, Feb. 15th, at 8-;30 o'clock F.~ be set as the time for the hearing of any ab~ections to ±he report of the Vietivers making assessments of srecial benefits on account of the consteuctian of bitulithi~ pavement on bill St• or ParIti give. The matter of purchasing an electric n1atA for use at the po~~.rer plant .~~as discussed. roved by Pierce, sac nded by Harper that the Electric Light Committee be instructed to rurchase a plate. Carried. . gineer balker reported that he had investigated the two different routes.. suggested for the road in the vicinity of the ~~~iills property and made surveys of same and. found the one extending Scenic Drive to be most feasible. After some discussion it ~~as moved by Blake, seconded by .Frost that the city is not in a position to pay fora road at the present time but if the interested parties are willing tc boar the i expense themselves the city will make na ob~eetion to the improvement. Carried. Councilman Frost addressed the council recommending that an ordinance be passed prohibiting the a~vn_~~tisin~ of cigarettes on the bell boards in the city. The matter ryas discussed end referred :toy the ~}rdinance~ Committee. 1`~fayor Damkin stated that Frank. Jordan YJishes a price set on two lots ob~ned by the city near the depot. an motion of t~~r. Brost the matter ~.as referred to the RQalty Committee for investigation and resort. Request of Frank Dean for permission to build. a garage near his property on H~llerast Avenue ~.as o A n motion, r.ferr.ed to the Street Committee for investigation and report. Request of Ines Good that she be furnished free water and lights was next con- sidered. w~oved by Frost, seconded by Blake that :sirs. Good be furnished free lights and water fora reasonable length of ti_:~e. Carried. Request of ~~~rs. D. Drivel for free ~Tater and lights ~~~_s also considered. s~ioved b Piereo, seconded by R~lake that request ba granted. Carried.. y l~iayor Lamkin stated that ~~Ir• ~I.A.Sche11 ~~1as considering the; puechase of the I' Satterfidld property on Granite Street and. asked that the council grant him t~To years " extra time in which to r.ay the having assessments in ease he buys said property. It was moved by Blake, that ::r• Shell's request be granted with the understanding that the assessment is to be paid in monthly installments with six per cent interest on the deferred payments.
