Reports of The Street Commissioner and City Judge for the month of Argil, 1921, were read. On motion, same were accepted and ordered placed on file. A petition signed by numerous property owners on Beach Street asking that the council cause a sees►er to be laid on said street, w~,s read. PErloved by Shinn, seconded by Blake that said petition be referred to the Sanitary Cor~nittee for investigation and report. Carried. ~T . Councilman Joy entered the room and took his seat at the council table. The Recorder next re.ada cornr~unicatlon signed by hrs. Elizabeth Yockey protesting 1 against the proposed extension of Scenic Drive. { Councilr,~an Front entered ,and was acknovrledged present. The council next proceeded to consider a proposed resolution entitled "Resolution ordering tre construction of a Six-inch sever ~..ine an Granite Street from tre man-hole y at the intersection of Granite Street and South Pioneer Avenue ~~rtht~~esterly along Granite Street a distance of approxix:ztaly 2$0 feet, as described in plat to file at the office of the City Recorder, said sewer line to be knotivn as Sewer District No. ?_0." dk The resolttion having been rEad the first time, on motion, the rules were suspended, t~vo- third~voting ir: favor thereof and the resolution was passed to tree second reading. Thereupon the ~"~ayor declared the resolution adopted. The time having arrived for the openin;~ of bids fox the construction of sewer in Sewer District No. 20, the council praceec~.ed to consid~~° the following bids: C. ti`J. Clute proposed to do the digging, filling and laying of file for 24 cents per foot. Frank Jordan proposed to fur.ni;eh a,ll labor, also sand and cement far laying pipe, R the city to furnish and deliver pipe on gro~and for ~6 cents per foot. A. h. Lamb proposed to dig the ditch, lay file and refill ditch for the sum of 36 cents per foot, the city to yurnish the file and cement. The bid of fir. " Clute tieing consiaered to be the lowest and best it was coved by Frost, seconded by Blake that same be accepted. Carried, ` Mr. R.K. Stanley addressed the council asking that the city seal hire. Lot 1, ?lock B, Railroad Addition on the following terms: $50.00 to be paid prior to the signing of the ggreement with the city and $,10.00 or more on the first day of June sand 10.~Ocr more on the first day of each month with inter::st at the rate of six per cent per annum on all unpaid balances. _ G9 4 :x~ ` ~~Sotion made and seconded that Mr. Stanley s proposition be accepted and the City Attorney instructed to prepare the necessar~~ gapers. Cbj ect cf meeting vras to consider the sanitary conditions at Long'sCabin property Which is liable to be affected by improvements now being made by ~:r• Jesse t"'inburn. The matter was r discu~ged and it way roved by Pierce, Seconded by ~~}lake, that Jesse ~'inburn be required to burn all garbage, cffal and se~~er waste on the Long Cabin property and in other ways to fully comply with requirements of the Board of Health. of the City of Ashland, for the purpose of maintaining tre purity of our city water supply. Present l,io,yor Laskin; Councilmen Blake, Harner, Joy, Pierce, Shinn; absent Frost. r:layor stated object of meeting was to hear report from the Board of Health r regarding proper precatltiong to protect the purity of our city water, with k r~~ferenco t~rlcr~ fain contemplated improvements to be made by Jesse Winburn on the propert~~ ~'~me~d by Nim Long and situated on Ashland Creek. fir. doses, rpprF~senting i~r. ;~inburn, stated what improvements were being started and stated that ~~r• ~inburn ~n~as as anx ~_ous as t~~e Council to protect our city water and would co-operate v►ith the Council and carry out their requirements in installing a se~rrer system. Dr Swedenburg Crairman of the Board of Health, repor;~ed that what he ~r~;uld suggest would be an incinerator, or tre bLlrning of all waste from toilets and the ~ ~~~aste from baths and sinks to be run into a tank and crerlically treated. He ~~s statE~~d the a~-~ove .~rec .utions would be the only wa;~ to safeguard our water. His views were concurred in by the other members of the Board of ~lealth. DR. Swedenburg was instructed to take tris matter up with the State Board oi' Health and get all information he could in order that we may assist ~dr• '~'inburn with his improvements. ?t was suggested that the city should own the property referred to which was recently purchased by I~r• ~'inburn and it having been rumored that Per. ?~'inbl~rn ~ ` might possibly be induced to sell the property, it was moved by ~l~ke and seconded I,, by Joy that the Mayor be instructed to offer ~~r • V~inburn ~6,(~CO for the Long pr0• ' ~ perty in behalf of the city. Yes Harner, Blake, Pierce, Joy, Sriinn, 1 absent. i The mayor stated that I~lr. ~inburn stated that he had spent about X150, 08 ir. cutting dotisn grade just this side of Long's Catlin and requested that the city pay a po~~°tion of this amount. Heney when he i ~ in Portland and ascertain if it is possible to get j~~. Heney to come to Ashland for the purpose of giving the council and citizens more infor~r,ation regarding our water system.
