Geo spencer addressed the council in support of the petition. On motion of G~di.ley seconded by Hurdic said communication arras ~ referred to the Street Committee. ~ A communication from G.Roase and H.Rouse w~1s next read, asking that the council pass a compulsory cleG_n-up ordinance and grant them complete ch~~.rge of the dump ground, the charge for their services +-o be 50~' per :tor residences, X2.00 for restaurants and 'S.OQ for hotels. _ u Request of D.D.Gaod and others, residing near the Box Facotry on Jest lti~iain Street, t ' asking that the City declare the smoke from the incenerator a nuisance was referred to the r ~j. This matter was referred to the Street Commissioner. The offer of O.F.Carson for lots 4, 9, 10, 11 and 12, Blk. Carson's offer of x1250.00 and that the City nttorney be instructed to prepare the necesscry papers and the Mlayor and Recorder authorized to sign same. Carried unanimously. 14'1r. On motion of Burdic seconded by High the Chief of Police tares instructed to notify property owners clang hshland Creek back of Iv~iain Street to clean- up. The council again discussed the matter of care of the dump ground. It ryas moved by ~+~tiley secon~.ed. by Burdic that the City ~~ttorney be instructed to draft an ordin- a,nce along the lines suggested and the Sanitary Committee be authorized to look up a location for a new dump ground site. Carried. moved by aright seconded: by Burdic that i~'ir. Frost and Iti~~r. Peters be employed to audit the accounts of the Tr?.surer, Recorder wnd Library Board for the year 1G~5. Carried unanimously. The council next proceeded to consider a proposed resolution entitled " Resolution a~athoriz~ing the Mayor. anti City Recorder to execute a deed to certain real property herein described to the State of Oregron for Normal School purposes as required ~m.der Section 4 of Article 1S.XIII in Charter of the City of Ashland." The resolution having been read the first time, on motion the rules tprere suspended, five voting in favor thereof and the resolution was passed to the second reading. Having been read the f ~ second time, roll call tivas ordered on its adoption. The vote t~ras as follows: byes Burdic, high, Peters, '~diley, ~'~right; nays none. Thereupon the I~i~yor declared the resolution a~,opted. The council next proceeded to consider an ord~.nance entitled "An ordinance k4k;~ licensing motor busses and motor trucks operating for hire, defining the meaning of the terms "motor bus" and i'motor truck" and fixing a pe:~alty for failure to comply her~~,with." ~a The ordinance having been read the first time, on motion, the .rules mere suspended, j five voting in favor thereof and the ordinance wa; passed to the second reading. Having been read the second. time, roll call was ordered on itd adoption. The vote tra;; as follows: eyes Burdic, High, Peters, ~j~ile~r, ~~trright; nays none. Resignation of J.H.Hardy as Cou?ZCilman t~ras presented and,on r~~otion, accepted. The request of ~~~dm. Platt trot he be paid for ~°i~ht of tva~r for the ditch running through his properly on Palm live. was referred to ~ngine.,r rt~.lker. i~;ioved by Burdic seconded by d'~right that the r~a.les be suspended and the council open under the head of unfinished business. Carried. %~z'. Goggins addressed the council regarding the incenerator at the Box Factory. He stated that in 192 it was changed to conform to the recommendations of the State Fire T,iarshal, but he would be willing to make it as it was before if the council so desire. He claimed that this would eliminate the smoke. He also stated that he thought the council should pass a zoning ordinance t~rhich ~°rould permit industries of certain classes ;o be instituted in the City. D. D. Good again complainEd of ttile smoke fro.n ~:~he incenerator. A~ayor Johnson stated that owing to the resignation of ~:founcilman Hardy, Chairman of the Fire Committee, no action had been taken in this matter, but a report of the Fire ~~ow►ui ri~►ulu be presented at the next meeting. The request of Goggins for permission to erect a saw mill on the box factory site and to drive trucks across the sidetixralk teas presented ana on motion of I3urdic seconded by Wiley referred to the Realty Committee with power to act. lx. Glaycomb addressed the council offering to sell the City none-man '~`+eir grader the price to bewl'700.00 f.o.b. i`~.shland. No action ti~~ras ta.~~en. The request of hi.J.Olsen that he be granted permission to construct w cer~ent side- walk in the alley adjoining his propert~r on Fourth Street eras referred to the Street Committee with power to act.  Moved by I.Viley seconded by I'urdic that the council return to the regular order of business. Carried. The Street Committee reported that they found Oak Street in as good condition as most of the streets in the City and did not make any recommendation regarding its repair :as requested by property oilmers on said street at the last council meeting.
